A RESOLUTION TO APPROVE THE HIRING OF
REPLACEMENT EMPLOYEES
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby approves
the hiring of replacement employees for the following positions.
(A) One Police Officer
(B) One Telecommunications Technician
(C) One Animal Services Caregiver
(D) One Part-time Deputy Court Clerk

Re: Replacement of Police Officer
Recommendation: City Council approves the hinng of one (1) additional police officer to
replace a recent termination.
Background: On January 4, 2008, the Fayetteville City Council approved a hiring freeze for
replacement employees funded by General Fund. This hiring freeze allowed replacement of
these positions with Council approval. On Tuesday, May 13, 2008, a patrol officer was
terminated.
Discussion: The Fayetteville Police Department currently has 121 authorized slots. Two of
these slots remained unfilled due to structured budget reductions There are eight officers with
military commitments. Three officers are currently deployed, one has orders for upcoming
training followed by a lengthy deployment and three others have received word of their unit's
deployment sometime at the end of 2008 or very early in 2009. Deployments typically last from
8-18 months.
Budget Impact: The difference between the salary of the resigning officer and a newly hired
officer is $11,292.

Telecommunications Engineer Position Opening
On Monday of this week, our Telecommunications Engineer position became vacant. I
am requesting an approval to open this position to be refilled as soon as possible. This is the sole
position that performs all telecommunications needs for 750 — 800 City employees.
Telecommunication needs include all telephone lines and equipment, cell phone service and
equipment, pager service and equipment, cabling needs for all city facilities, and all additions
and changes to the City's communications systems that serve the public. This also includes
critical 24/7 service for our police and fire departments.
We have several high priority projects that are pending such as the new Wastewater
Treatment Plant, the new Fire Station 3, and the renovation of the Animal Shelter offices.
Without this position occupied, the City will pay $90.00 to $140.00 per hour to contract out for
these services. Plus, all work requests have a lead time of 4 to 12 days to complete. This lead
time is unacceptable where it comes to public safety issues. With someone on staff, we respond
to emergencies immediately on a 24/7 basis, and complete most routine work orders within 24
hours.
Again, this is the only position that provides telecommunications services for all city
employees and facilities. Until we get this position filled, 1 will personally have to perform a lot
of this work myself and with the help of high-priced outside contractors. Without this position,
the negative impact ori all city divisions will be immediately noticeable to both the employees
and our citizens.

The Animal Services Division currently has one full-time Animal Services
Caregiver position vacant. The vacancy was created when the current caregiver
resigned.
Replacing the full-time caregiver position is vital to continue to provide the
shelter animals care 7 days a week, 365 days a year. The caregiver staff is not
only responsible for the cleaning, feeding, vaccinating, and handling of over 5,000
animals each year, they conduct adoption counseling and assist the Animal
Services Officers with the task of euthanasia and loading the incinerator. The
division does not have any additional staff members to assist with the caregiver
duties. The current caregivers are working additional hours on their scheduled
days off to perform essential duties. Although we are utilizing volunteer and
community service workers, many of the caregiver duties require trained and
certified staff due to health and safety concerns such as handling dangerous
animals and zoonotic diseases. The starting salary for this position is $9.53 per
hour.
