A RESOLUTION APPROVING A BUDGET ADJUSTMENT IN
THE AMOUNT OF $150,000.00 TO THE FIXED ASSETS
ACCOUNT AND RECOGNIZING LIKE REVENUE FROM THE
FAYETTEVILLE PUBLIC SCHOOLS FOR THE INSTALLATION
OF TRAFFIC SIGNALS AT THE INTERSECTIONS OF GARLAND
AVENUE/SIXTH STREET AND STARR ROAD/MISSION
BOULEVARD.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas
hereby approves a budget adjustment to the Fixed Assets Account and
recognizing like revenue from the Fayetteville Public Schools for the installation
of traffic signals at the intersections of Garland Avenue/Sixth Street and Starr
Road/Mission Boulevard.

None. This budget adjustment recognizes $150,000 in
revenue from the Payments By Property Owners account
within the same capital project.
Justification of this Increase:
Funding is necessary for the installation of traffic signals
at the intersections of Garland & 6th and Starr & Mission.
Justification of this Decrease:
Fayetteville Public Schools has agreed to contribute
$150,000 for the purchase of materials and equipment
necessary for the installation of the new traffic signals.
The City of Fayetteville Transportation Division has agreed
to provide the labor and installation of the traffic signals at
no charge.

Subject: Fayetteville Public Schools contribution for traffic signal installations acceptance and
budget adjustment
Recommendation:
Staff requests a resolution approving a budget adjustment recognizing and accepting a contribution of
$150,000 by the Fayetteville Public School System for two traffic signal installations. The funds will be
used to purchase materials and traffic signal equipment for the Garland/6th (Hwy 180) and Starr/Mission
(Hwy 45) intersections.
Background:
For several years two locations have been identified as critical areas for traffic signal installations
needed to provide safety for students crossing state highways. The two locations of concern are the
Garland and Sixth (Hwy 180) intersection at Fayetteville High School and the Starr Rd/Mission Blvd
(Hwy 45) intersection near both Vandergriff Elementary and McNair Middle School. Many years of
traffic counting, meetings with concerned parents, and input from school officials have resulted in
approval of traffic signal installations by the Arkansas Highway and Transportation Division at these
locations.
Discussion: - -
Due to lack of funding, the.AHTD has indicated it would be three years before a 90/10 project could be
implemented. The Fayetteville Public Schools and the City of Fayetteville Transportation Division
desire to expedite this project in order to improve the safety of students crossing these highways. The
Fayetteville Public Schools and the City of Fayetteville have agreed to partner together on both projects.
The Fayetteville Public Schools will provide $150,000 toward the purchase of traffic signal equipment
and materials for these intersections. The City of Fayetteville Transportation Division will provide all
plans, permits, equipment, and labor required to install both traffic signals.
Budget Impact:
The Fayetteville Public School System deposited $150,000 with the City of Fayetteville to purchase the
capital equipment and materials required to install two traffic signals at the above referenced locations.
The Transportation Division will be responsible for all future utility and maintenance costs associated
with these traffic signal installations.
