Becker, Finance Director DATE: April 30, 2008 SUBJECT: Permission to Fill the Database Administrator Position Our current Database Administrator (Scott Caldwell) has submitted his resignation effective May 7, 2008. I am requesting to fill that position as soon as possible. Scott has been with the City for 12 years and his absence will create a void within the department. This position is responsible for the installation, creation, operation and maintenance of all hardware and software related to City database systems. Database systems collect, organize, store data and provide for reporting of that data. Examples include: Hansen Municipal Management system, District .Court software, GIS Spatial database systems, Document Management systems, Fleet Management systems, Access Fayetteville and City Net. These systems are varied and are utilized by almost every City employee on a daily basis. The Database Administrator must maintain a stable environment for City Business operations which ensures the security, backup and recovery of millions of records stored in the various databases. The Database Administrator must have the ability to troubleshoot complex hardware and software issues relating to database issues. The position must also provide interface programming among applications. In summary, the responsibility of the Database Administrator requires a unique combination of specialized skill, training and experience to be successful. We do not have personnel currently available in the IT division with background or time to absorb these responsibilities I believe the ramifications associated with not replacing this position would be severe. Therefore, I respectfully request permission to fill this position as soon as possible. Please find attached the Position Description for the Database Administrator for your review. Other essential duties of this position include the following: 1. Install, configure, administer and tune database management system software. Monitor system performance, implement changes as necessary. 2. Analyze business service areas and develop conceptual and logical information and database models to be used for actual information system databases. 3. Provide implementation, architecture, and operational support of purchased database application software, including financial management systems and work management systems.. - 4. Develop and maintain integration and interfaces among the City's Relation Database Management Systems (RDMS). 5. Develop and implement database backup and recovery plans. 6. Research and analyze complex technical problems, database -related system errors, or application software problems. Isolate problem areas. Recommend and/or develop and implement solutions. 7. Develop and implement physical database designs to ensure efficient and reliable information access. 8. Work with users and other IT staff to develop detailed data models; provide guidance and expertise in the development of database models. 9. Research and analyze upgrades and service packs of database management and operating system software. Recommend, install, or participate in installation of upgrades and service packs on multiple servers. Assists with preparing applications for upgrades when necessary. 10. Create procedures and maintain various database related documents such as manuals and programmers handbooks. 12. Participate in design and support of regional shared databases, including geographical (GIS) data. 13. Research current and future trends in computer technology generally, and database technology specifically. Provide expertise and direction on the appropriate application of new database technology. 14. Implement and administer advanced SQL Server functionalities such as Data Transformation Services, Replication Services, SQL Server Job Scheduling. 15. Perform other related duties as assigned. SECONDARY DUTIES AND RESPONSIBILITIES include the following: 1. Secondary duties as assigned. MINIMUM QUALIFICATIONS I. Bachelor's degree (B.A. or B.S.) from four year college or university and three years of database administration experience. 2. Effectively communicate with others orally and in writing. 3. Thorough knowledge of Enterprise level servers, disk storage sub -systems and/or other related software programs. 4. Must have extensive knowledge of principles and processes of relational data base management and development, structured system analysis/design and programming, computer hardware/software and database management system software as well as operating systems and network capabilities. Database tools and design techniques. Computer programming languages used for personal computers, web based applications, and client server applications. 5. Must be proficient in the use of a personal computer and other related software programs. Must be able to effectively operate standard office equipment. 6. While performing the functions of this job, the employee is regularly required to communicate with others. The employee frequently is required to move from location to location; use hands to finger, handle, or feel; reach with hands and arms. Background: On January 4, 2008, the Fayetteville City Council approved a hiring freeze for replacement employees funded by General Fund. This hiring freeze allowed replacement of these positions with Council approval. Discussion: The Fayetteville Police Department Central Dispatch currently has 18 authorized dispatch positions. We are currently training three dispatchers for the Night Shift and this vacancy is for that shift also. We have been covering this shift by using Shift Supervisors, Trainers and dispatchers from other shifts. It takes us six months to train a new dispatcher and any delay could cause a critical situation for this shift.
