A RESOLUTION ACCEPTING AN ARKANSAS STATE POLICE DRUG
TASK FORCE GENERAL IMPROVEMENT GRANT IN THE AMOUNT OF
$54,455.00 FOR THE PURCHASE OF A VEHICLE, SURVEILLANCE
EQUIPMENT AND SUPPLIES FOR USE BY THE 4TH JUDICIAL DISTRICT
DRUG TASK FORCE; AND APPROVING A BUDGET ADJUSTMENT.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas hereby accepts an
Arkansas State Police Drug Task Force General Improvement Grant in the amount of $54,455.00
for the purchase of a vehicle, surveillance equipment and supplies for use by the 4th Judicial
District Drug Task Force.
Section 2. That the City Council of the City of Fayetteville, Arkansas hereby approves a
Budget Adjustment recognizing the grant revenue.

SUBJECT: Drug Task Force General Improvements Grant Award
Background
With the diligent efforts of Senator Bill Pritchard, Act 1717 of the 2007 session of the Arkansas
86th General Assembly was passed which charged the Arkansas State Police with the
responsibility of disbursing $115,000 in grant funding to drug task force operations. The
Arkansas State Police established the Drug Task Force General Improvement Grant Committee
to award funds which best facilitate a drug task force or drug task forces operations and related
programs. The 4th Judicial Drug Task Force (JDTF) submitted a grant application in which grant
funding was requested in the amount of $69,255.
Discussion
The Grant Committee awarded the 4th JDTF grant funding in the amount of $54,455 for the
purchase of a vehicle, updated surveillance equipment and purchase evidence/drug test kits.
These items are essential to our drug enforcement operations and grant funding allows these
purchases without reducing our limited funding and resources.
A 4x4 SUV is vital to the operation of the task force and is used during search warrants,
surveillance, and undercover investigations. This vehicle must be able to withstand the rugged
terrain of the rural area of Washington and Madison Counties. The 4th JDTF will begin drug
interdiction on the highways to combat the influx of drugs to our area. The 4'h JDTF will
purchase various types of probes, fiber optic scopes, density meters, etc. to support this effort.
This equipment is necessary to find hidden compartments where drugs are stored for
transportation. The evidence collection supplies and personal protective equipment which
include: wide-mouth bottles, screw cap liners, pipettes, StanSlov gloves, and presumptive drug
test kits are essential for the safety of our officers while collecting, sampling, and preserving
evidence at methamphetamine lab sites and other drug investigations.
Recommendation
Staff recommends approval of this grant award and authorization to accept grant funding through
the Drug Task Force General Improvements Grant in the amount of $54,455.
Budget Impact
None. This is a reimbursement grant, therefore, City funds will be expended prior to the receipt
of grant funds.

MEMORANDUM OF UNDERSTANDING
In accordance with Act 1717 of the 2007 session of the Arkansas 86th General Assembly
the Arkansas State Police was charged with the responsibility of disbursing funds in the
sum of $115,000.00 for grants and aid for drug task force operations and related
programs in the State of Arkansas.
Pursuant to the foregoing authority, the Arkansas State Police has established the Drug
Task Force General Improvement Grant Committee to award funds, which in the
Committee's opinion, will best facilitate a drug task force or drug task forces operations
and related programs.
In accordance with the foregoing a joint agreement between the Arkansas State Police
and the 4th Judicial District Drug Task Force is entered for a period of January 1, 2008
through December 31, 2008.
The recipient of the awarded funds agrees to maintain records and receipts for items
purchased with the grant funds and will fiunish copies of all receipts to the Arkansas
State Police by the 10th day of the month following the expenditure.
Any modification or changes above the 10% to the grantee's approved budget must be
authorized by the Arkansas State Police before expenditures for the changes can be made.
Any awarded funds not expended during the period set out in the preceding paragraph
and in accordance with grantee's budget or approved changes shall be refunded to the
Arkansas State Police.
The awarded funds are subject to audit by the Arkansas State Police and/or the
Department of Legislative Audit. Misuse of these funds will result in the 4th Judicial
District Drug Task Force reimbursing the Arkansas State Police for the finds awarded.
The following items will NOT be considered for funding and any funds awarded should
not be used for these items:
• Salaries, over time, fringe benefits related to salaries
• Contractual services, and travel related expenditures
• Electronic Immobilization Devices
• Drug Court Programs
• Real Estate
• Vessel or Aircraft
• Construction Projects
This MOU shall remain in full force and effect beginning on the date of signature and
continuing for the duration of the current agreement period.
