A RESOLUTION TO APPROVE AND AUTHORIZE THE CITY
TO APPLY FOR GRANT FUNDING FROM THE ARKANSAS
DEPARTMENT OF PARKS AND TOURISM FOR A $35,000.00
GRANT FOR A PAVILION AT GARY HAMPTON SOFTBALL
COMPLEX AND A $90,000.00 GRANT FOR A PAVILION AT
THE YVONNE RICHARDSON CENTER
WHEREAS, the City of Fayetteville, Arkansas recognizes the need to provide public
recreation facilities for its local citizens and visitors; and
WHEREAS, the City wishes to apply for General Improvement grant funds through the
Arkansas Department of Parks and Tourism; and
WHEREAS, the Mayor and the City Council understands that if granted funds for park
development, they must account for fund expenditures and complete the project prior to June 30,
2009; and
WHEREAS, Fayetteville Arkansas will sign a contract agreeing to provide the necessary
resources to maintain this park and facilities for a period of 15 years.
NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE
CITY OF FAYETTEVILLE, ARKANSAS*
Section 1: The City Council of the City of Fayetteville, Arkansas hereby approves and
authorizes the City to apply for grant funding from the Arkansas Department of Parks and
Tourism for a $35,000.00 grant for a pavilion at Gary Hampton Softball Complex and a
$90,000.00 grant for a pavilion at the Yvonne Richardson Center, and authorizes the Mayor to
sign a maintenance agreement described above.

The proposed proiect includes construction of a 20 -foot diameter pavilion located east
of Gary Hampton Softball Complex and west of the existing parking area. (See attached
map.) The pavilion will be constructed of powder -coated steel posts and steel panel
roof. A 5' concrete sidewalk will connect to the existing parking to the proposed
pavilion. Parking spaces would be striped in the existing parking area to provide ADA
accessible parking to provide ADA access to the pavilion.

E. Project Justification: Why does your area need these facilities?
The pavilion will serve many people for various purposes such as a covered area for
outdoor class instruction for the adjacent school. It would also serve as shelter for
the thousands of softball participants and fans who use the softball facilities at Gary
Hampton Softball Complex each year. Additionally, this pavilion would be located in
close proximity to Clabber Creek trail and could be used as a trailhead aathennq space.
Clabber Creek trail is an east -west trait thoroughfare connecting Holcomb Elementary
and Holt Middle Schools to nearby neighborhoods. The trail also connects to several
other trails in the city, providing a vital means of transportation for residents.
F. Can the major elements of this funding request be pnontized. If so, list the prionties in
order.
Both elements must be constructed for this protect to comply with ADA. If necessary,
the pavilion size will be decreased.
G. If funding of the entire project is not recommended, what is the minimum amount
required to make this a viable project?
Minimum funding required for the pavilion and associated sidewalk is $50,000. The
Fayetteville Rotary Club is providing funding in the amount of $15,000 to supplement
the prosect.

The proposed project includes construction of a 25 -foot diameter pavilion located west
of the Yvonne Richardson Community Center (YRCC) building and northwest of the
existina plavaround. (See attached drawing.) The pavilion will be constructed of powder -
coated steel posts and steel panel roof. A handicap parking area and sidewalk would be
installed to provide ADA access to the pavilion as well as the existina plavaround.
Currently the existing plavaround is not provided with ADA accessible sidewalk and
ramp as required.

E. Project Justification: Why does your area need these facilities?
The pavilion would be made available to all people living within the City: however. it is
anticipated that the primary usage will be from the surrounding target area in which
citizens may walk to the site or have a short distance to drive. The ADA accessible
pavilion will provide a gathering place for citizens in the area. The pavilion would
provide a shaded area for educational classes offered at YRCC, birthday parties.
neighborhood/church gathenngs, family reunions. companv/business picnics. a place to
relax or a shaded area to watch children on the playground, etc. This project would
make an ADA accessible connection from a handicap parking spot located on
Washington Street to the pavilion and an existing playground in which does not
currently have ADA access.

Subject: Resolution to apply for an Arkansas Department of Parks and
Tourism's Outdoor Recreation Grants Program
RECOMMENDATION Parks and Recreation requests City Council approval of a
resolution to authorize the City to apply for grant funding from Arkansas Department of
Parks and Tourism in the amount of $35,000 for a pavilion at Gary Hampton Softball
Complex and $90,000 for a pavilion at the Yvonne Richardson Community Center.
BACKGROUND
The 86"' Session Arkansas Legislature's General Improvement Fund appropriated grants
for Arkansas cities of the first and second class through the establishment of Acts 1523,
1527, and 1658. This is the first year a grant of this type has been appropriated by the
Arkansas Legislature. The grant submittals are due on January 11, 2008. The grant
funding appropriations for these Acts expire at the end of 2008 and the projects must be
completed by June 30, 2009.
Matching funds are not required for this grant. The only requirements are to complete
and sign a General Improvement Fund Expenditure Report certifying the accurate
expenditure of funds at the end of 2008, to submit a final expenditure report within 30
days of the project's completion, and to agree to maintain the park and facilities for a
period of 15 years. The projects submitted will be evaluated by the Outdoor Recreation
Grants Advisory Committee and grant awards will be approved by the Executive Director
of the Arkansas Department of Parks and Tourism.
DISCUSSION
Parks and Recreation requests approval to apply for Act 1527, which was sponsored by
Senator Barbara Hom for grants up to $35,000 "for recreational parks". This project
would construct a 25 foot pavilion at the Gary Hampton Softball Complex. Fayetteville
Rotary Club has pledged $15,000 to Parks and Recreation to assist in building the
pavilion at Gary Hampton Softball Complex. This $15,000 match would be applied to
the $35,000 grant in order to build a $50,000 pavilion meeting ADA requirements. The
pavilion would be used by participants during softball games and tournaments, Holcomb
Elementary students, community gatherings, as well as serving as part of a trail head for
Clabber Creek Trail Fayetteville Public Schools has approved this project.
Parks and Recreation also seeks aproval to apply for Act 1523, which was sponsored by
Senator Jim Hill "for the purchase of land, construction and renovation of facilities and
park maintenance" for $90,000. The project would construct a 25 foot pavilion at the
City Council Meeting of January 3, 2008

Yvonne Richardson Community Center. The pavilion would be located west of the
building and northwest of the existing playground. An ADA parking area and sidewalk
would be installed to provide ADA access to the pavilion as well as the existing
plagyround. The pavilion will be used to provide the Center with an additional area to
hold recreational and educational programs, as well as a gathering place for the
community to host birthday parties, family gatherings, reunions and such.
BUDGET IMPACT
No funding will be needed to construct these projects from the Parks and Recreation
Budget. These grants would provide as much as $125,000 for park and recreation
improvements from the Arkansas Department of Parks and Tourism if awarded. If the
grants are awarded, this item would be presented to City Council for approval of
acceptance. There would be minimal maintenance of litter control for both of these
projects.

The Arkansas Department of Parks and Tourism's Outdoor Recreation Grants Program
Section is soliciting applications for projects to he funded by appropriations made available
by the 86i11 Session Arkansas Legislature's General Improvement fund. Funds may be
requested by Arkansas cities of the first and second class for the purposes of Acts 1523,
1527, 1658. Those persons reading this letter that know of any 501 c3 non-profit
organizations that (night wish to apply for funding made available by Act 1697 are asked to
forward this in(brmation to them. Colleges and Universities only may apply for funds
appropriated by Act 1227. These funds will be granted and require no matching share,
although they can be used for matching purposes tor other state and/or federal grants.
Available funds may be granted to one or more grantees.
Request proposals for funds will be evaluated and funding recommendations will be made
by the Outdoor Recreation Grants Advisory Committee. Iteconnnendations will be
submitted to the Executive Director of the Arkansas Department of Parks and Tourism for
approval. Announcements of grant awards will be made by letter and by a general
statewide news release. Warrants for approved projects will be mailed immediately
following the announcements of grant awards. The Arkansas Department of Parks and
Tourism's Outdoor Recreation Grunts Program Section will notify unsuccesslill proposal
applicants immediately following the :Announcements of grant awards.
Request proposals for funds ntusl include:
I. Proposals must be in the Arkansas Department of Parks and Tourism's Office
Friday January I I, 2008, 5:00 p.m.
2. A city neap locating proposed project site must be attached to the proposal.
3. Photographs of the proposed project site and other support material will be helpful
to assist the Outdoor Recreation Grants Advisory Committee
4. If project is in an existing park, attach a site development plan to the proposal.
5. Proposals will be evaluated by the Outdoor Recreation Grants Advisory Committee
base(( on brief but thorough answers to the questions on the following forms and
any additional information that you provide to support your request.
Because funding appropriations expire at the end of the fiscal year, project fbncls must be
expended and project completed by June 30, 2009.
(Jnmtecs will be required to complete a General Improvement Fund Expenditure Report
and sign it, certifying the accurate expenditure of funds. The expenditure report is due to
the Department of Parks and Tourism within 10 working clays after the end of each calendar
year. A final expenditure report is due 30 days after the final expenditure is made.
