BACKGROUND. The City's latest National Pollution Prevention Discharge (NPDES) permit requires backup power to wastewater facilities. Generators are being provided to all plants, all west side lift station components of the WSIP and the east side lift stations that are being upgraded as part of the WSIP. DISCUSSION These generators were planned as part of WSIP subproject EL -4, East Side Lift Station Upgrades In order to save funds, we purchased the generators separately from contracts for the mechanical portions of the lift station upgrades. The specifications were generally developed by Garver, with review from City and OMI staff. To reduce contract costs, the bidding process has been handled in-house. These generators operate on natural gas. The City received six bids on 9 April 2007 for this project, as follows: United Engines, LLC Riggs Power Solutions RP Power Jack Tyler Millennium Products, Inc. Suller Tech, Inc. $ 73,275.00 Does Not Meet Specifications $ 74,268.72 Lowest Bid That Meets Specifications $ 78,967.00 $ 86,400.00 $ 98,895.00 $150,000.00 Does Not Meet Specifications The bid from United Engines, while low, does not meet the technical specifications and thus cannot be accepted. The specific item that it does not meet is the engine operating speed. The United Engines generator operates at 3000 RPM, while the specifications require an operating speed of 1800 rpm. The other bids meet the specification, so it was not an unreasonable requirement. The impact of the higher speed would mean that the generator will wear out much quicker, significantly increasing long term costs. BUDGET IMPACT Funds are available in the WSIP project budget. Upon review, it was noted that the motor for the Generac generator for the 130 kW generator unit is rated at 3000 rpm. The specifications are to deliver power at a governed speed of 1800 rpm. It was also noted the Generac was not on the list of approved manufacturers. The bid documents stated, "Brands or manufacturers that are included in a bid that are of at least equal quality, size, and specification as to what has been specified, will be acceptable for consideration only if approval within seventy-two (72) hours obtained prior to bid opening from the City of Fayetteville Purchasing Division." The vendor did not submit a request to be included on the list of approved manufacturers. Therefore, I recommend awarding the bid to Riggs Power Solutions in the amount of $ 74,268.72 for the purchase of standby generators.
