A RESOLUTION AWARDING BID #07-39 TO WILLIAMS TRACTOR
FOR THE PURCHASE OF TWO (2) COMPACT TRACK EXCAVATORS
IN THE AMOUNT OF $99,377.00, ONE FOR USE BY THE WATER &
SEWER DIVISION AND THE OTHER FOR USE BY THE
TRANSPORTATION DIVISION; AND APPROVING BUDGET
ADJUSTMENTS IN THE AMOUNT OF $41,627.00 AND $750.00
RESPECTIVELY.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas hereby
awards Bid #07-39 to Williams Tractor for the purchase of two (2) compact track
excavators in the amount of $ $99,377.00 one for use by the Water & Sewer Division and
the other for use by the Transportation Division.
Section 2. That the City Council of the City of Fayetteville, Arkansas hereby
approves Budget Adjustments in the amount of $41,627.00 and $750 00 respectively.

Justification of this Increase:
This expansion was approved in the budget process Funds
were not put into Fleet's expense account, but were put into
. ' Water & Sewer. Fixed Asset account. •
Justification of this Decrease:
There are sufficient funds available in Minor Equipment for
this purchase and to purchase other minor equipment as
needed throughout the year and to meet City policy and
objectives.

This replacement was budgeted for replacement in 2007,
but the estimated replacement price was underestimated at
$750 under actual price
Justification of this Decrease:
Purchase price for the replacementof unit #69 was
overestimated by $8,000. There are sufficient funds
available in project #02080 to meet Cly Policy and 2007
objectives.

Subject: Purchase of two compact Track Excavators
RECOMMENDATION: That City Council approve the purchase of two compact Track
Excavators: one as an expansion for Water and Sewer Division for $41,361 and one as a
replacement of #640 for Transportation Division for $57,485.
BACKGROUND: Bid #07-39 was opened on April 10, 2007 for two Compact Track Excavators
for assignment to Water and Sewer Division and Transportation Division. Seven bid responses
were received. A detailed tabulation sheet is attached.
The lowest bid from Williams Tractor Company meets all specifications.
1 recommend acceptance of the bid from Williams Tractor Company in the amount of
$98,844.93.
Item 1 ($41,360.88) is an equipment expansion approved in the 2007 budget for Water and
Sewer Division. Funds are budgeted and available in Water and Sewer accounts 5400-5610
and 5400-4000-5210-00. A budget adjustment will be requested to transfer the necessary funds
to Fleet 2007 CIP budget, Project 02076, Backhoes/Loaders.
Item 2 ($57,484.05 - same as Item 1 with additional attachments) is a replacement for unit
#640, a 1998 Ford 575E tractor backhoe. This unit is past its 8 year scheduled replacement
date and requires frequent repair. The compact excavator with attachments is much more
versatile for many applications for the same cost as a conventional tractor backhoe.
$57,000 is budgeted and available in the 2007 CIP budget, Project 02076, Backhoe/Loaders. A
budget adjustment will be requested to move an additional $750 from Project 02080, Other
Vehicles/Equipment to cover $484 over -budget, as well as logos and beacons.
This purchase was approved by the Equipment Committee at the meeting on April 24, 2007.
