NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY
OF FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby changes the
names of the listed streets to the new names as shown:
(a) Zion Drive — changed to North Columbia Drive
(b) Harmon Road South and Harmon Road — both changed to 85th
Avenue (with northern and southern portions identified)
(c) West Hill Side Drive — changed to West Stonehenge Drive
(d) West Highway 16 — changed to West Wedington Drive
(within City ' limits)
(e) East Overlook Place — changed to East Canyon Court
(1) Timber Ridge Lane — changed to North Riding Ridge Lane
(g) Edwards Lane — changed to Athens Lane
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby renumbers all
recently annexed addresses to conform with the established City grid.
Section 3: That the City Council of the City of Fayetteville, Arkansas hereby approves a
budget adjustment in the amount of $8,000.00 and authorizes the City to reimburse the renumbering
of existing houses to conform with the City's grid system not to exceed $50.00 per house.
Section 4: That the City Council of the City of Fayetteville, Arkansas hereby authorizes this

RECOMMENDATION
Staff recommends approval of a resolution to change seven street names and convert
addresses to the Fayetteville E91 1 street numbering system within the City of Fayetteville
as a result of the West Fayetteville annexation.
BACKGROUND
The City of Fayetteville has adopted an addressing system that provides a uniform four -
digit numbering grid system, which also doesn't allow duplicate street names. Currently,
there are seven street nanies that are duplicated in the City as the result of the annexed area.
This grid also differs from the Washington County five -digit street numbering system.
After consulting with Fayetteville Central Dispatch, Fire Department, and Police
Department, the City recommends making this change in order to provide the best
emergency response to this area. Attached is a list of proposed street name changes.
BUDGET IMPACT
The City proposes to distribute new address numbers to the residents at a cost of
approximately $1,800.

1. ZION DR change to N COLUMBIA DR
• Prior to ORD 4888, there was already a ZION RD and ZION PL. Propose change due to
possible confusion for e911 dispatch.
2. HARMON SOUTH RD change to N HARMON RD and S HARMON RD
• Using the City's address blocks, the northern half of HARMON SOUTH RD would have
been given a NORTH pre -direction, making it N HARMON SOUTH RD. In order to
avoid confusion for citizens & e911 dispatch and comply with the addressing system,
HARMON SOUTH RD should be split at the 00 N/S block line
3. W HILL SIDE DR change to W SCARBOROUGH DR
• Prior to ORD. 4888, there was already a N HILLSIDE TER. Propose change due to
possible confusion for e911 dispatch
4. W HWY 16 change to W WEDINGTON DR
• Propose change because W HWY 16 is the continuation of W WEDINGTON DR within
the City Limits.
5. E OVERLOOK PL change to E CANYON CT (there are Lots, but no housing units on this
street yet)
• Propose change to E OVERLOOK PL (within City Limits prior to ORD. 4888) because
there are currently no addresses off this street and would not affect anyone. There is also,
in the newly annexed area, a S OVERLOOK DR. Propose change to avoid confusion for
e911 dispatch.
6. TIMBER RIDGE LN change to N RIDING RIDGE LN
• Prior to ORD. 4888, there was already a N TIMBERRIDGE CT. Propose change due to
possible confusion for e911 dispatch.
7. EDWARDS LN change to ATHENS LN
• Prior to ORD. 4888, a street named Ed Edwards Rd existed within the City. Proposed
change due to possible confusion for E911

Notice of Address Change
In the event of an emergency, the rapid response of emergency service personnel is critical for your
safety and well being. When the E911 system was developed, there were two types of address
numbering systems put in place. One is used by the county and the other is used by cities, individually.
As the population of each city increases, there is a need to incorporate the county addresses into the •
city's addressing scheme. For this reason, with the recent annexation in west Fayetteville, it is
appropriate to change the county addresses to fit the City of Fayetteville's addressing scheme.
While this will create some short-term inconvenience, the long-term benefit to your safety and well-
being will be well worth the inconvenience.
In order to comply with E911 standards the following address has changed:
Old Address: «FULLADD OLD», «CITY», «STATE» «ZIP»
New7Address: <1 11Add new»„<New City» „«STATE>y <New Zip;>
We will notify the utilities, the post office, AT&T and Prairie Grove Telephone and E911 response
agencies. Your mail will be forwarded for up to one year, this will allow time for you to notify those you
do business with, and deplete your existing stationary, checks etc. It is important that you verify that the
County Clerk's office has changed the address for your voter registration (444-1711).
For your convenience, I have enclosed new address numbers for your use. For your safety and the
convenience of those who are delivering items to you, or to locate your home or business in an
emergency situation please post your address so it can be seen from the street. Please change your
address numbers as soon as possible, as E911 will begin using this new address immediately. The
enclosed nail -up house numbers and mail box labels are highly visible and will assist all those trying to
locate your home or business. Using an old address may increase the time it takes emergency services
to reach your location.
In the cases where this letter goes to a corporate office or property owner at a different location than this
address, please make sure those doing business at this address are notified of this change and will make
the appropriate adjustments.

provides the highest level of service and offers many opportunities for its
residents to enjoy. As fire chief, it is my priority to maintain the reputation of
the City as a "Safe Community."
In an effort to continue with our reputation and to provide for an effective,
efficient and accountable emergency response, I'm supporting a request that will
be going before the Fayetteville City Council for •address and street name
changes. Your current house number does not follow in sequence with
Fayetteville's numbering system. In addition, there may also be a need to
change the name of your street from the county index to a municipal index.
These changes are important from an emergency service standpoint and it will
assist the firefighters and emergency medical technicians of our department to

We are writing you in regards to the proposed E911 address change of Hill Side Drive
located in the Park Ridge Estates Subdivision to West Scarborough Drive that is
currently scheduled for approval at the April 17, 2007 City Council Meeting. The Park
Ridge Estates Property Owners Association Board of Directors and those residents
currently living in Park Ridge are not in favor of the proposed name of West
Scarborough Drive.
It is our feeling that the proposed name of West Scarborough Drive does not coincide
with the other street names in our subdivision or reflect the ambience of the area. We
realize the importance of the name change itself and have therefore researched current
Fayetteville street names, and have the following suggestions which we feel will be an
adequate replacement for Hill Side Drive. We have listed these suggestions in the order
of our preference.
1. Stone Ridge Drive
2. Trace Ridge Drive
Stonehenge Drive
It should be noted that four property owners currently residing in the subdivision
contacted the number provided by the mail placard which was received on Friday, April
6, 2007. Those four property owners were told the new street name for Hill Side Drive
was as of yet undetermined pending the April 17th City Council Meeting. Only after
reviewing the agenda posted on the city website did we leam of the proposed name that
was chosen for our subdivision. None of the property owners or members of the Board
of Directors in the subdivision were contacted for suggestions regarding a new street
name prior to the selection of West Scarborough Drive. We chose to be a part of this
new development for many reasons and would like to have a voice in the decisions that
affect its growth, perception and prosperity in the future.

We respectfully ask that one of the three selections that we have listed will be approved
as the new E911 street name in lieu of the proposed West Scarborough Drive; we feel
that these names more closely reflect the remaining street names as well as the
character of the subdivision.

Dear Susan,
Please take this letter to the City Council Meeting this evening.
I cannot get there - but I want the Council to know how I feel
about these proposed changes.
I want to know why the City of Fayetteville cannot adjust their 911 system
to accommodate the addresses as they are. 911 Service is working so 1 don't
understand the issue .. IF you have problems . fix the system .. you have
programmers, IT support etc. You should have addressed those issues
prior to annexing .. if the costs were too great .. then you should have left
us alone .. now you expect us to pay — pay and pay more.
Who is going to reimburse us for stationary? Business cards? Yellow Page
Advertising that is already contracted far until late 2008, and the fees that must be
paid to regulatory entities (ARC Corp) for us to change an address.
Will be guaranteed to receive mail sent to the current address at the new
address for a least two years .. Who is going to guarantee that?
Annexation seems to benefiting the City of Fayetteville and NO ONE
ELSi1.

Since the annexation, you have rezoned us ., mandated utilities that we
previously had a choice of providers for ... and now . you want to change
our addresses. When is it going to stop??
You are causing undue hardship and 1 am sure that you have no intention
of reimbursing us for our losses .. the same as you probably don't give a darn

RECOMMENDATION
Staff recommends that Harmon South (south of Hwy 16) and Harmon Rd. (north of Hwy
16) to be renamed to 85th St.
BACKGROUND
A task force met on Monday April 23rd to make a recommendation to the City Council
regarding the re -addressing of the West Side Annexation (Ord. 4888). In that meeting
there was a unanimous consensus that Harmon South and Harmon Rd. should be renamed.
There were two reasons brought forth for this: 1) The meme of referring to this Road with
its "South" designation, and the concern that sections of it will now have both North and
South designations. The fear is that if the name remained Harmon, it would continue to be
referred to as "Harmon South". 2) We have a Harmon Ave on the University Campus.
It was also recommended that it be renamed 85th Ave to serve as a reference to the
addressing Grid.
Note:
The task force consisted of Emergency Service Personnel (Police, Fire, and Dispatch) from
both the City of Fayetteville and Washington County.

It is important that we site both Hannon South Rd and Hannon Rd for changing to 85th Ave (see attached). I

Subject: Ammendment to Proposed Resolution for Street Name Changes.
RECOMMENDATION
Staff recommends that Harmon South (south of Hwy 16) and Harmon Rd. (north of Hwy
16) to be renamed to 85`h Ave.
BACKGROUND
A task force met on Monday April 23rd to make a recommendation to the City Council
regarding the re -addressing of the West Side Annexation (Ord. 4888). In that meeting
there was a unanimous consensus that Harmon South and Harmon Rd. should be renamed.
There were two reasons brought forth for this: 1) The meme of referring to this Road with
its "South" designation, and the concern that sections of it will now have both North and
South designations. The fear is that if the name remained Harmon, it would continue to be
referred to as "Harmon South". 2) We have a Harmon Ave on the University Campus.
It was also recommended that it be renamed 85th Ave to serve as a reference to the
addressing Grid.
Note:
The task force consisted of Emergency Service Personnel (Police, Fire, and Dispatch) from
both the City of Fayetteville and Washington County.
