A RESOLUTION AUTHORIZING THE SOLID WASTE & RECYCLING
DIVISION TO ACCEPT A RECYCLING GRANT FROM THE BOSTON
MOUNTAIN SOLID WASTE DISTRICT IN THE AMOUNT OF $81,605.00 TO
PARTIALLY FUND THE PURCHASE OF A NEW BALER FOR THE
RECYCLING CENTER.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE,
ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas hereby authorizes
the Solid Waste & Recycling Division to accept a Recycling Grant from the Boston Mountain
Solid Waste District in the amount of $81,605.00 to partially fund the purchase. of a new baler

Subject: A resolution authorizing the Solid Waste and Recycling Division to accept
a recycling grant in the amount of $81,605 for purchasing a new recycling
baler.
Recommendation: Staff recommends authorizing a resolution to accept the recycling
grant for $81,605 to help with the purchase of a new recycling baler.
Background: Staff applied for a recycling grant with the Boston Mountain Solid Waste
District in the amount of $32,599 and also had recycling grant funds left from previous
awards in the amount of $49,006 that are available to help purchase a new recycling baler
for the recycling program.
Discussion: The current recycling baler is approximately 16 years old. During hot
summer months the baler will shut down when overheated and delays baling operations
at the recycling center. Due to the large volume of materials being recycled through the
program, downtime is not acceptable. Newer balers also have features such as modems
that allow the operator to contact the manufacturer over the phone to diagnose a problem
with the baler instead of having a service call. Other features such as a bale separation
door will improve the baling of plastics allowing for more dense bales which make it
easier to load trailers to 40,000 lbs thereby decreasing the chances of being charged a
freight charge for loads under 40,000 lbs.
Along with a letter from the Boston Mountain Solid Waste District, attached with this
request is a grant application and signed change order forms for this request. A new baler
will allow the Division to move forward in keeping up with expected increases in tonnage
through the recycling program.
Budget Impact: This is not a matching grant; however, the remainder of the costs will
be incurred by the City through CIP project number 07017 — Recycling Baler. There is
$240,000 approved for the purchase of the recycling baler of which $81,605 is expected
from the grant.
