A RESOLUTION AWARDING BID #07-26 TO SCOTT CONSTRUCTION
EQUIPMENT FOR THE PURCHASE OF ONE (1) SINGLE -AXLE TRUCK
MOUNTED EXCAVATOR IN THE AMOUNT OF $206,019.70 FOR USE
BY THE TRANSPORTATION DIVISION; AND APPROVING A BUDGET
ADJUSTMENT IN THE AMOUNT OF $1,020 00
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas hereby
awards Bid #07-26 to Scott Construction Equipment for the purchase of one (1) single -
axle truck mounted excavator in the amount of $206,019 70 for use by the
Transportation Division.
Section 2. That the City Council of the City of Fayetteville, Arkansas hereby
approves a Budget Adjustment in the amount of $1,020.00

$1,020 to provide the total amount needed to purchase a
truck mounted Excavator as a replacement for unit #623.
Project or Item Deleted/Reduced:
Decrease Project #02081 by $1,020.
Justification of this Increase:
This replacement was budgeted for replacement in 2007,
but the estimated purchase price was underestimated at
$1,020 tinder actual bid price.
Justification of this Decrease:
Purchase price for the replacement of unit #1047 was
overestimated by $1,934. There are sufficient funds
available in project #02081 to meet City Policy and 2006
objectives.

Subject: Purchase of one Truck mounted Excavator
RECOMMENDATION: That City Council approve the purchase of one truck mounted Excavator
for Transportation Division in the amount of $206,019.70.
BACKGROUND: Bid #07-26 was opened on March 13, 2007 for one single axle truck mounted
excavator for assignment to the Transportation Division. Two bid responses were received. A
detailed tabulation sheet is attached.
The lowest bid from Wamor of Arkansas (John Deere) does not meet specifications in many
areas:
Specified machine is designed for road travel at speeds up to 50 mph. Top speed of John
Deere is 13 mph.
Specified rotating telescopic boom designed for slope grading and ditch cleaning. John
Deere boom is knuckle design without rotation designed for digging.
Numerous other basic design differences essential to specified job performance
The second lowest bid from Scott Construction Equipment of Springdale for a Gradall machine
meets all specifications
I recommend acceptance of the bid from Scott Construction Equipment in the amount of
$206,019.70
This unit is a replacement for unit #623, a 1993 Gradall with 5,612 hours of use. This unit is
several years past its scheduled replacement date and is no longer dependable for daily use.
$205,000 is budgeted and available in the 2007 CIP budget, Project 02077, Construction
Equipment. A budget adjustment is attached to transfer $1,020.00 from Project 02081 to Project
02077.
This purchase was approved by the Equipment Committee at the meeting on March 27, 2007.

Bid #07-26 was opened on March 13, 2007 for one single axle truck mounted excavator for
