A RESOLUTION APPROVING BUDGET ADJUSTMENTS IN THE
AMOUNT OF $19,500.00 FROM THE SOUTHEAST PARK DISTRICT TO
BUILD AN ADA ACCESSIBLE TRAIL IN MT. SEQUOYAH WOODS,
AND $4,100.00 FROM THE SOUTHWEST PARK DISTRICT TO INSTALL
STONE PAVERS AT THE WILSON PARK CASTLE.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas hereby
approves a Budget Adjustment in the amount of $19,500.00 from the Southeast Park
District to build an ADA accessible trail in Mt. Sequoyah Woods
Section 2. That the City Council of the City of Fayetteville, Arkansas hereby
approves a Budget Adjustment in the amount of $4,100.00 from the Southwest Park
District to install stone pavers at the Wilson Park Castle.

$4,100 is requested in the Park improvements account in
the Other Park and Safety Improvements Project to fund
landscaping improvements in Wilson Park as approved
by the Parks and Recreation Advisory Board on March 5,
2007.
Project or Item Deleted/Reduced:
None. This adjustment is to recognize $4,100 in the
Greenspace Fees SW revenue account.
Justification of this Increase:
Funding will be used for installation of stone pavers at
the new ornamental concrete bench located in the
Wilson Park Castle area. This will provide a hard surface
to alleviate erosion and damage to turf. The project also
includes installation of five to seven boulders
approximately 5 ft. x 2ft x 1.5 feet to function as a
retaining wall, as well as to soften a steep slope that was
created by the construction of the curb on Prospect
Street.
Justification of this Decrease:
The Parks & Recreation Advisory Board on March 5, 2007
approved $4,100 of Greenspace fees for this project.

RECOMMENDATION
Parks and Recreation Staff recommends approval of a Resolution for a Budget
Adjustment of Park Land Dedication Funds for park projects.
BACKGROUND
It was discussed at the City Council budget session for park projects funded by the Park
Land Dedication Funds to be approved as a budget adjustment after the project is
reviewed by the Parks and Recreation Advisory Board (PRAB)
DISCUSSION
PRAB approved $19,500 from the Southeast Park District on January 23, 2007 to build
an ADA accessible trail to the donated Lindsey -Underwood pavilion at Mt. Sequoyah
Woods. PRAB also approved $4,100 from the Southwest Park District to install stone
pavers at the Wilson Park Castle new ornamental concrete bench on March 5, 2007. This
will provide a hard surface to alleviate erosion and damage to the turf. The project also
includes installation of 5 to 7 large boulders to function as a retaining wall, as well as to
soften the steep slope that was created by the construction of the Prospect Street curb.
BUDGET IMPACT
Revenues are available in both of these Park Districts to fund these projects.

Meeting Minutes March 5, 2007
A site visit to Walker Park was conducted at 5:30 P.M. to survey the location proposed
by Staff for the communication tower to be installed by Smith's 2 -way Radio.
Discussion continued during the regular meeting at City Hall.
Opening:
The regular meeting of the Parks and Recreation Advisory Board was called to order by
Chairman Wade Colwell at 6:05 P.M , on March 5, 2007 in Room 326 of the City
Administration Building located at 113 West Mountain Street, Fayetteville, Arkansas.
Present:
Parks and Recreation Advisory Board members Colwell, Davidson, Burke, Davis,
Biendara, Mauritson, Hatfield and Bitter were present; Park Staff Edmonston, Coles,
Whitlock, Curry, Wright and Jumper, City Horticulturist Netherland and audience were
in attendance.
3. SW Park Land Dedication Fund Request: Lisa Netherland, Parks
Horticulturist
Parks and Recreation Staff is requesting approval of improvements to Wilson
Park to be funded from the SW Park Land Dedication Fund in the amount of
$4,100. There is ample funding in the SW Park District to fund this project.
The project includes installation of stone pavers at the new ornamental concrete
bench located near the Castle. This will create unity and provide a hard surface
to alleviate erosion and damage to turf. The new stone pavers will match and
tie into the existing paved walk that runs from the parking lot to the east
sidewalk The funds for this bench were donated by Jimm Garlock in memory of
several family members, a plaque will be installed at the foot of the bench.
This project would also include installation of five to seven boulders
approximately 5 ft. x 2ft x 1.5 feet to function as a retaining wall, as well as to
soften a steep slope that was created by the construction of the curb on
Prospect Street. The boulders will be selected to match existing boulders
previously installed in the north ornamental garden.
PRAB Motion:
Davis moved to approve $4,100 of SW Park Land Dedication Fund to pay for
improvements to Wilson Park as listed above. Mauntson seconded the motion.
The motion passed by a vote of 8-0-0

Colwell adjourned the meeting at 8:15 P.M.

Discussion
Present:
Parks and Recreation Advisory Board members Colwell, Biendara, Bider, Burke
Davidson, Davis, Hatfield and Mauritson were present, Park Staff Jumper, Curry,
Edmonston, Coles, Wright, and audience were in attendance
Funding Request in the amount of $19,500 from the SE Park District Fund for
ADA access to the pavilion at Mt. Sequoyah Woods.
Colwell asked if the trail could be a permeable surface rather than concrete or
asphalt.
Jumper replied yes, that is an option, ADA requires the surface to be firm and
stable.
Biendara - Why aren't they (FNHA) providing the trail? Are you going to keep it
as natural as possible?
Edmonston replied yes, we will keep it as natural as possible.
PRAB Motion: Davis moved to approve the funding request. The motion was
seconded by Mauntson. The motioned passed by voice vote.
