RESOLUTION NO. 43-07
A RESOLUTION TO CREATE A MASTER PLAN FOR THE
SOUTH FAYETTEVILLE NEIGHBORHOOD AREA
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby directs the
Planning Department to create a Master Plan for the South Fayetteville area depicted on Exhibit
A as a complete neighborhood plan (ADM 07-2495).

RECOMMENDATION
Planning Staff recommends approval of a resolution to create a Master Plan for the South
Fayetteville neighborhoods area.
BACKGROUND
The City Council adopted City Plan 2025 by Res. No. 123-06 on July 17, 2006. The Plan
states that Planning staff will create one complete neighborhood plan each year,
beginning with the first plan in the fall of 2007. These plans will embody the goals and
principles of City Plan 2025 and target strategic areas throughout the City.
DISCUSSION
Planning staffwill present a recommendation for a complete neighborhood plan annually.
The following products can be expected from this process:
• Public participation: Staff will facilitate a five- to seven-day charrette that
encourages quality public participation from neighborhoods and other
stakeholders;
• Complete Neighborhood Plan vision document, which will include an analysis
and recommendations for applicable ordinances and zoning districts; and
• Illustrative maps.
Staff anticipates that the first charrette will be conducted in October 2007. Planning staff
discussed multiple areas and are recommending the most viable option for the first
complete neighborhood plan. The criteria used to compare sites included: 1) Meets the
City's goals as outlined in the City Council's Strategic Plan and City Plan 2025; 2) Has a
high percentage of nonconforming structures; 3) Is experiencing development pressure;
4) Has a high percentage of vacant or underutilized land; and 5) Has potential for
significant public participation; 6) Has potential partners in the design process; and 7)
The Plan would be developed concurrently with road improvement projects.

Planning staff recommends creating a complete neighborhood plan for an area in South
Fayetteville that has a rough boundary of Morningside Drive, Huntsville Road, the
Downtown Master Plan boundary, School Street (both sides of the street) and 15th Street
This area serves as a natural extension of the Downtown Master Plan and has a variety of
factors that make this neighborhood a strong candidate for a complete neighborhood plan
as measured by the following criteria.
City Goals: The Strategic Plan adopted by the City Council specifically mentions the
revitalization of Walker Park and the surrounding area and greater commercial
development in South Fayetteville that would offer a variety of places to 'shop and eat.
City Plan 2025 states, "We will make appropriate infill and revitalization our highest
priorities." This area offers multiple opportunities for addressing all the goals outlined in
City Plan 2025, with infill and revitalization remaining the highest priority.
Nonconforming Structures: Approximately 34 percent of the structures in this area are
nonconforming to the current zoning regulations. Most of the nonconforming structures
are in established neighborhoods of single-family detached homes. Currently, the entire
area, excluding Walker Park and the South School corridor, is zoned Residential Multi -
Family 24 units per acre, which is inconsistent with the existing structures and implies
the transformation of this area from single-family neighborhoods to multi -family
complexes. Developing a Master Plan for this area that proposed a form -based zoning
would protect these neighborhoods and bring the majority of these structures into
compliance.
The current zoning of this area may also have a paralyzing effect on development, any
new development often requires numerous waivers, variances or rezonings, lengthening
the approval process. A form -based zoning code applied to this area with as -of -right
development will decrease these barriers, creating opportunities for revitalization and
redevelopment.
Development Pressure: Development in this area of South Fayetteville is inevitable over
the next several years. The proximity to Downtown and the modest land values make this
area susceptible to significant development pressure. Creating a Master Plan for this area
will direct new development toward the creation of a complete, compact and connected
neighborhood that meets the goals of City plans and policies, protects established
neighborhoods, and creates a seamless interface with the Downtown Master Plan area.
Vacant or Underutilized Land: Approximately 25 percent of the parcels are vacant.
Additionally, multiple parcels on either side of South School have underutilized land.
These vacant and underutilized parcels indicate opportunities for infill and/or open space
preservation projects.
• Public Participation: Approximately 37 percent of the parcels in this area are rental
properties. Staff reviewed property records and attributed parcels with property owners
who had addresses in other cities, post office boxes or LLCs as rental property. This
estimate is probably a conservative estimate, but does indicate that a critical mass still has

a vested interest in this area. During City Plan 2025, the hands-on design workshop held
at the Senior Center attracted the largest number of attendees and included a significant
number of residents from this area. This area also has a rich history that includes many of
Fayetteville longtime residents and families who have attachments to the area and
institutions such as Jefferson School. A Master Plan for this area may generate less
interest than the Downtown Master Plan, but will likely engage Fayetteville residents
who live outside of the proposed boundaries but who have historic, academic and/or
property ties to the area.
Potential Partners in the Process: This area of South Fayetteville offers multiple
resources and partners in the design process. The Long Range Planning Division intends
to work closely with the Community Resources and Parks Divisions throughout the
process and include the Senior Center. The area also encompasses all or part of three
active neighborhood associations: Jefferson -Walker, Jennings Plus and Town Branch.
Planning staff also intends to engage and include organizations such as St. James Baptist
Church, the former Jefferson School, and students from the UniversityOf Arkansas
School of Architecture.
Street Projects: The 15th Street Improvement Projects design phase begins in January
2008. The South Fayetteville neighborhoods Master Plan project will precede the design
and construction phase, providing more certainty about land use along the 15th Street
corridor.

BUDGET IMPACT
Planning staff will use the remaining funds of the contingency fee appropriation for City
Plan 2025, which is in the amount of $7,381.19. These funds will be used for relevant
staff training related to charrette facilitation and design as well as publicity, rental space,
food and supplies.
