A RESOLUTION APPROVING TASK ORDER #3 WITH
MCCLELLAND CONSULTING ENGINEERS, INC IN THE
AMOUNT OF $183,700.00 FOR PLANNING TASKS ASSOCIATED
WITH THE RUNWAY 16 SAFETY AREA IMPROVEMENTS AT
DRAKE FIELD; AND APPROVING A BUDGET ADJUSTMENT IN
THE AMOUNT OF $183,700.00.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas,
hereby approves Task Order #3 with McClelland Consulting Engineers, Inc. in
the amount of $183,700.00 for planning tasks associated with the Runway 16
Safety Area Improvements at Drake Field.
Section 2. That the City Council of the City of Fayetteville, Arkansas,
hereby approves a budget adjustment in the amount of $183,700.00.

RUNWAY 16 SAFETY AREA IMPROVEMENTS
STATE OF ARKANSAS
COUNTY OF WASHINGTON
This Task Order is written pursuant to the basic agreement entitled CITY OF
FAYETTEVILLE, AGREEMENT FOR ENGINEERING SERVICES, executed on June 6,
2006, as amended. The referenced basic agreement pertains to proposed
improvements to Drake Field, Fayetteville's Municipal Airport. This Task Order entered
into and executed on the date indicated below the signature block, by and between the
City of Fayetteville and McClelland Consulting Engineers (MCE) sets forth the project
description, project schedule, and engineering fees related to the Runway 16 Safety
Area Improvements, Drake Field.
SECTION I - PROJECT DESCRIPTION
The project is to consist of the Runway 16 Safety Area Improvements, including
relocation of US Hwy 71 from the safety area, relocation of the northern portion of
Ernest Lancaster Drive from the safety area, the removal of the existing roadways and
regrading of the Runway 16 Safety Area. The services to be performed include:
Surveying; Preliminary Design; Preliminary Cost Estimates; Detailed Design; and review
with State or Federal Agencies.

SECTION II - PROJECT SCHEDULE
From the time the City of Fayetteville issues the Notice To Proceed (NTP), McClelland
Consulting Engineers, Inc. will endeavor to execute the project within the following time
periods:

SECTION III - SCOPE OF SERVICES
McClelland Consulting Engineers, Inc. shall, generally, provide those services listed in
the basic agreement which are applicable to this specific Task Order. Specifically, the
project is likely to include:
A. Topographic Surveying for the Runway 16 Safety Area Improvements
B. Boundary Surveys for the 3 parcels to be acquired.
C. Alignment Study for Hwy 71 and Lancaster Drive relocation.
D. Geotechnical Investigation.
E Performing preliminary engineering design services for the Runway 16
Safety Area Improvements; formulating preliminary construction cost
estimates, and meeting with the City to discuss the project.
F. Performing the detailed design of the Runway 16 Safety Area Improvements.
G. Assist the City of Fayetteville advertising for competitive bids and
recommending the award of a construction contract.

SECTION IV - FEES AND PAYMENTS
The following fees are to be paid to McClelland Consulting Engineers, Inc. as
compensation for his services:
A. Topographic Survey: a lump sum of $ 8.850.
B. Boundary Surveys: a lump sum of $ 10.500.
C. Alignment Study: a lump sum of $ 25.000.
D. Geotechnical Investigation: a lump sum of $ 4.550.
E Preliminary Engineering Design &Cost Estimates: a lump sum of $ 45.000.
F. Detailed Plans & Specs: a lump sum of $ 84.000.
G. Bidding Service: a lump sum of $ 5.800.
Appendix A presents hourly rates for personnel anticipated to be assigned to this
project by McClelland Consulting Engineers, Inc.
SECTON V - BASIC AGREEMENT IN EFFECT:
Except as amended specifically herein, the basic AGREEMENT FOR ENGINEERING
SERVICES shall remain in full force as originally approved and executed.
IN WITNESS WHEREOF, the parties hereto have caused this AGREEMENT to be duly
executed as of the date and year first herein written.

cost estimates and bidding services, and coordination with Federal and
State Agencies associated with the North End Runway Safety Area
Improvement Project at Fayetteville Municipal Airport, Drake Field and
Approval of application and receipt of FAA Airport Improvement Program
Arkansas Department of Aeronautics Grants to fund the project.
RECOMMENDATION: Approve Task Order #3 in the amount of $183,700.00 and application and
receipt of FAA and State Grants to fund the North End Runway 16 Safety Area Improvement
Project.
BACKGROUND: During the Airport Master Planning process, it was determined by the Airport
Board that an additional 1000 feet of runway would be necessary in the next 5 to 10 years During
research it was determined that the FAA requires there to be no safety area deficiencies at the
airport prior to any project to improve the landing area. Thus, the board directed staff and the
Master Plan Consultant, Barnard Dunkelberg, to research the potential for bringing the North End
Runway 16 Safety Area up to FAA standards. The project was then developed to realign Hwy 71
outside the Runway 16 Safety Area and grade the area to RSA standards. The improved RSA has
additional benefit to allow lower minimum descent altitudes for the instrument approaches from the
North and the potential for new instrument approached with vertical guidance.
DISCUSSION: This project will encompass three years of FAA funding and support. The first
project was to perform an Obstruction Survey. This project was fully funded by the FAA from special
project funds transferred to the State of Arkansas for Obstruction Surveys. This Task Order #3 will
continue the project by initiating the planning and engineering work to determine alignment and
elevation of the highway, property that must be acquired to complete the project and will initiate the
Environmental investigation in preparation for an Environment Assessment and coordinate with
State and Federal agencies to get the project approved.
BUDGET IMPACT: This Task Order #3 will be funded by the FAA Airport Improvement Program
and the Arkansas Aeronautics State Airport Aid grant programs.

SUBJECT:. Approval of Amendment No. 1 to Task Order #3, Runway 16 Safety Area
Improvements, with McClelland Consulting Engineers eliminating the Final
Design and bidding services and adding Environmental Assessment for the
project. Project now consists of Topographic, Boundary and Alignment
surveys and the environmental study. The changes were required by the
FAA Project Management Staff at Southwest Region of the FAA. The
change results in a total decrease in cost to $157,900.00
RECOMMENDATION: Approve Amendment No. 1 to Task Order #3 in the amount of $157,900 a
decrease of $25,800. Signature of the Mayor.
BACKGROUND' This project has been approved by the City Council at their December 4, 2007.
The amendment No. 1 of Task Order #3 is result of a change in the requirements directed by the FAA
Southwest Region Project Management Staff. It does not affect the total project but aligns the tasks
in accordance with the expectations of the FAA. Additional Task Orders will be required at a later
date to conduct final design, property acquisition, and construction.

The Task Order No. 3 executed on Deti acr6k0007 for basic agreement entitled
CITY OF FAYETTEVILLE, AGREEMENT FOR ENGINEERING SERVICES, executed
on June 6, 2006 is hereby amended. The referenced task order and basic agreement
pertains to proposed improvements to Drake Field. This Amendment entered into and
executed on the date indicated beneath the signature blocks, by and between the City
of Fayetteville and McClelland Consulting Engineers, Inc. (hereinafter "McClelland")
changes the Description of the Project, and the Fees and Payments due to the
requested change in scope of services at Drake Field. This action is taken at the
request of the City of Fayetteville for McCLELLAND to revise the scope of services to
follow the anticipated funding from the FAA for the year of 2008.
The following sections are hereby amended as follows:

Program of Services
Environmental Assessment for Runway Safety Area Improvements at
Fayetteville Municipal Airport/Drake Field
The following Program of Services has been developed specifically for the
preparation of an Environmental Assessment for the proposed Runway Safety
Area Improvements at Fayetteville Municipal Airport/Drake Field. These tasks
will be conducted pursuant to the National Environmental Policy Act (NEPA),
Federal Aviation Administration (FAA) Orders 5050.4A and 1050 1E, 42 U.S.C.
4332(2)(c), 49 U.S.C. 303, 23 U.S.C. 138, and Council on Environmental Quality
(CEQ) guidelines. This Program of Services is written in a form that generally
parallels FAA Order FAA Order 1050.1E. Where applicable, certain sections
have been modified to address local issues and concerns related to the proposed
airport development action.
Specific tasks are identified and described in the following sections, and
consolidated into the following eight (8) distinct work elements:
1) Public Coordination
2) Prepare Purpose and Need Chapter
3) Prepare Alternatives Chapter
4) Prepare Affected Environment Analysis and Chapter
5) Prepare Environmental Consequences Analysis
6) Prepare Draft Environmental Assessment
7) Request Public and Agency Comment/Conduct Public Hearing
8) Prepare Final Environmental Assessment
Element One/PUBLIC COORDINATION
A Public Coordination effort will be implemented at the initial stages of the
Environmental Assessment that facilitates coordination between the Airport, FAA,
FHWA, agencies, local governments, surrounding property owners, the public, and
Tribal groups. It will also help focus the Study and identify public and agency
concerns. During the course of the study, all viewpoints will be carefully weighed and
solutions developed that will strive to serve the common interest of all parties to the
extent possible. FAA retains responsibility for tribal coordination and some
coordination efforts associated with specific regulatory requirements (such as Section 7
consultation and Section 106 consultation, if required). The Consultant will assist the
FAA with such coordination.

Task 1.1 Conduct Agency Meeting
The Consultant will conduct a meeting with local, state, and federal resource agencies
with authority, jurisdiction, or expertise pertaining to subjects relevant to the proposed
project. Pre -meeting coordination will be conducted via telephone, email, and letter; as
appropriate, providing information about the meeting location, date, and time of the
meeting. The Consultant will draft a letter and proposed project map to be sent to
resource agencies informing them that an Environmental Assessment is being initiated
and requesting initial comments and concerns. The Consultant will be available to
answer questions or concerns of the agencies raised at the meeting
Task 1.2 Conduct Public Meeting
The Consultant will communicate with the surrounding landowners and general public
to address questions and concerns prior to the Environmental Assessment analysis
being conducted. The Public Meeting will be advertised in at least one local
newspaper, and notices of the meeting will be mailed to surrounding landowners
informing them of the details of the meeting. The Consultant will be available to
answer questions or concerns of the public raised at the meeting No public workshops
are planned during the preparation of the Environmental Assessment. However, an
opportunity to request a Public Hearing will be advertised in a newspaper upon
completion of the Draft Environmental Assessment (this effort is included in Task 2.7).
Element Two/PURPOSE AND NEED
Task 2.1 Prepare Purpose and Need
The Consultant will document the local and regional need for the project, the reasoning
behind its initiation and the planning that has occurred to this point. This must not be
construed as a "project justification", but rather as a rational basis for determining that
such a project may be feasible and desirable. Where appropriate, planning data and
study findings from the Fayetteville Municipal Airport/Drake Field Master Plan
Update will be referenced.
Utilizing existing planning document described above, the Consultant will review the
need for the proposed Runway Safety Area Improvements in a concise manner. This
information will be used in the analysis and documentation of existing conditions and
the detailed description of existing facilities is expected to be included in the Purpose
and Need chapter.
The Consultant will rely on the AHTD or FHWA to provide traffic data and no Level
of Service analysis will be prepared as the Proposed Project is assumed to have no
impact on highway capacity.

Element Three/DEVELOPMENT OF ALTERNATIVES
Task 3.1 Develop Alternatives
This task will identify alternatives to the Proposed Project. Evaluation of all
reasonable alternatives identified in the NEPA process will be, at a minimum, to the
same extent and depth of existing published information for each previously identified
alternative. The alternatives analysis and description will be developed in
conformance with FAA, NEPA, and CEQ guidelines.
The documentation developed through this task will rely greatly upon the alternatives
analysis conducted in the Fayetteville Municipal Airport/Drake Field Master Plan
Update. The Consultant, along with the Airport, the FAA, the FHWA, and AHTD will
identify reasonable alternatives to the proposed project. The range of alternatives to be
considered in the Environmental Assessment shall be consistent with the magnitude of
the purpose and need identified in the previous task. The No Action Alternative will
be discussed and evaluated in detail in accordance with FAA and CEQ guidance.
Additionally, no Transportation System Management (TSM) or Mass Transit
alternatives will be evaluated. It is anticipated that the range of alternatives will
include:
• Relocate U.S. Highway 71
• No-Build/No-Action
Element Four/AFFECTED ENVIRONMENT
The Consultant will identify and describe, according to the format and procedures
outlined by the FAA and the Council on Environmental Quality, the existing
environment which may be affected if any of the alternatives are implemented. This
includes the natural, built, and social/economic environment. All appropriate and
necessary data will be mapped and presented in graphic form. Background information
will be gathered and special scientific field investigations will be conducted to augment
exiting data as necessary for various disciplines and concisely summarized in the
Environmental Assessment document. Existing base line information obtained from
the Airport and other various sources will be utilized to the greatest extent possible for
both this section and the Environmental Consequences section.

Task 4.1 Air Quality
Washington County, Arkansas is an attainment area for all EPA regulated criteria
pollutants. As such, a detailed emissions inventory is not needed for the
Environmental Assessment.
Task 4.2 Compatible Land Use
The land use of the project area will be investigated, described, and mapped for
inclusion m the Environmental Assessment document. The Consultant will identify
existing and future land uses in the Airport environs through a collection of local land
use maps, comprehensive plans, zoning ordinances, and development regulations. In
addition, sites of schools, hospitals, nursing homes, parks, libraries, and other non-
residential noise sensitive uses will be identified. The existing generalized land uses in
the area will be identified and illustrated. Future land use plans will be reviewed to
prepare a future land use map.
Task 4.3 Department of Transportation Act: Section 4(f)
The U.S. Department of Transportation Act of 1966, specifically
Section 4(f), provides for the protection of certain publicly owned
resources. DOT Section 4(f) resources include public parks;
recreational areas; wildlife and waterfowl refuges of Federal, State,
or local significance; or any land from an historic site of Federal,
State, or local significance. Such properties in the Airport environs will
be identified through coordination with local officials and site visits.
Task 4.4 Fish, Wildlife, and Plants
Biotic communities, including flora and fauna, which exist in the study area will be
surveyed, described, and documented. These surveys and the field reports generated
from collected data will be described and will provide the baseline information for the
assessment of impacts resulting from the Proposed Project and its alternatives.
The Consultant will review listed Federal and State of Arkansas species and assess the
presence of these species in the study area. Team members will communicate with
U.S. Fish and Wildlife Service to confirm listed or proposed listed species presence
and to identify agency concerns.
Task 4.5 Floodplains
Floodplains will be identified through existing floodplain delineations and Federal
Emergency Management Administration (FEMA) Flood Insurance Rate Maps (FIRM).

A description of the floodplains on and near airport property will be produced for
inclusion in the document
Task 4.6 Hazardous Materials, Pollution Prevention, and Solid Waste
Existing documentation concerning hazardous materials and hazardous wastes
generated, used, stored, and/or disposed at the Airport will be reviewed and referenced
in the Environmental Assessment document. The work performed under this task will
be conducted in reference to FAA Order 1050.10C, Prevention, Control, and
Abatement of Environmental Pollution at FAA Facilities. However, this Program of
Services does not include the completion of Environmental Due Diligence Audits for
this specific project.
Task 4.7 Historical, Architectural, Archeological, and Cultural Resources
Historic, cultural, architectural, and archeological sites will be identified through
Consultant coordination with the Arkansas State Historic Preservation Office (SHPO),
the National Park Service, the Advisory Council on Historic Preservation, and tribal
interests. If necessary, a site visit will be conducted to visually assess the Proposed
Project area site and determine the potential eligibility of questionable sites.
Ultimately, the determination of historic status will be made by the FAA for SHPO
concurrence.
Task 4.8 Noise
Because the proposed project and alternatives would not result in changes to aircraft
noise exposure, no new aircraft noise contours will be generated during the preparation
of the Environmental Assessment. A recent existing (2005) noise contour prepared
previously will be presented for disclosure purposes.
The existing highway noise environment will be described by noise modeling at
sensitive receptor locations using the most recent version of the FHWA's Traffic Noise
Model (TNM). The traffic noise levels will be determined in terms of the LEQ
(Equivalent Noise Level). LEQ is specified by the FHWA and is required for all
highway projects.
Task 4.9 Socioeconomics
The information gathered through previous studies will be supplemented with
additional data to identify and describe the economic and demographic trends in the
area to the extent that they may be affected by the Proposed Project.

Task 4.10 Water Quality
Water resources, including groundwater, surface water, drinking water supply, and
municipal waste water, within the Proposed Project area will be investigated through
review of existing published reports and maps.
Task 4.11 Wetlands
Potential wetland areas will be identified and presented through the use of U S. Fish
and Wildlife Service National Wetland Inventory Maps and consultation with the U.S.
Army of Corps of Engineers. If additional wetlands work is needed, it will require an
amendment to this work task.
Element Five/ENVIRONMENTAL CONSEQUENCES
This element will involve documenting the technical analyses of the direct and indirect
environmental effects of the Proposed Project and reasonable alternatives for the
specific impact categories listed in FAA Orders 5050.4B and 1050.1E. Where
applicable, mitigation measures will be address as required to avoid and/or minimize
adverse effects.
Task 5.1 Air Quality
It is anticipated that no Air Quality analysis or modeling will be necessary for this
project. A general description explaining that no impact would result will be provided.
If air quality modeling is required, an amendment would be needed.
Task 5.2 Coastal Resources
No Coastal Resources review will be affected by this project. The Environmental
Assessment document will note that no Coastal Resources are in the vicinity of the
Proposed Project area.
Task 5.3 Compatible Land Use
A review of land uses in the vicinity of the project area will be conducted. The
Environmental Assessment will include documentation to support the required the
Airport's assurance under 49 USC 47107(a)(10) of the 1982 Airport Act, that
appropriate action has been or will be taken, to the extent reasonable, to restrict the use
of land adjacent to or in the immediate vicinity of the Airport to activities and purposes
compatible with normal Airport operations.

Task 5.4 Construction Impacts
Construction impacts associated with the proposed development will be investigated.
Temporary measures to mitigate construction impacts will be identified. These could
include such items as erosion control, temporary detention basins, and construction
material haul routes. The Consultant will coordinate with Airport staff concerning the
probable construction schedule for the Proposed Project.
Additionally, a description of potential disruption of Airport operations/service that
could occur dunng construction activities will be included within this section.
Provisions of Advisory Circular 150/5370-10A will be followed and included.
Task 5.5 Cumulative Impacts
The Consultant will assess each of the impact categories to determine if potential
cumulative impacts would result from the Proposed Project or alternatives.
Cumulative impacts will be assessed by reviewing past, present, and reasonably
foreseeable projects at the Airport, and within its surrounding environs.
Task 5.6 Department of Transportation Act: Sec. 4(f)
An analysis of all potential Section 4(0 properties as well as 6(0 properties will be
conducted as part of this study. Such properties will be identified, described, and
potential impacts to them evaluated as outlined in FAA Order 5050.4B and 1050 lE
Task 5.7 Farmlands
Farmland values will be identified based upon the criteria of the Farmland Protection
Policy Act. Prime farmlands will be identified and delineated with data and
information from the U.S. Department of Agriculture Natural Resources Conservation
Service. Coordination with the Service will take place to identify prime farmland
impacts. The National Agricultural Land Evaluation and Site Assessment (LESA)
methodology and Form AD -1006, Farmland Conversion Impact Rating will be used, if
necessary, to determine impacts.
Task 5.8 Fish, Wildlife, and Plants
Biotic communities, including flora and fauna, which exist in the immediate area of the
Proposed Project will be described and documented. The potential impacts to these
communities due to the Proposed Project will be quantified and compared. The results
will be coordinated with the appropriate federal, state, and local agencies. The results
of agency coordination will be documented and reflected in the Environmental
Assessment. The Consultant will consult with the state wildlife agency and the U.S.
Fish and Wildlife Service concerning the conservation of wildlife resources.

Letters will be obtained from appropriate federal, state, and local resource agencies on
the possible effects of the proposed projects on fish, wildlife, and plant resources and
possible mitigation measures. As needed, the Consultant will ensure that consultation
and coordination with wildlife management specialists from the U.S. Department of
Agriculture's Wildlife Service or other qualified wildlife biologists has occurred.
These efforts shall focus on proposed activities, including mitigation efforts, to prevent
creating wildlife -aircraft hazards or exacerbating existing ones.
Through contact with state and federal resource agencies, all known endangered and
threatened species of flora and fauna will be identified. The Endangered and
Threatened Species section will document the presence or absence of critical habitat.
This Program of Services assumes that a formal Biological Assessment will not be
needed. If required, an amendment would be needed.
Task 5.9 Floodplain
The effect of the Proposed Project and its alternatives upon designated floodplains and
floodways will be determined in compliance with Executive Order 11988 and DOT
Order 5650.2, Floodplain Management and Protection. This evaluation will consider
the direct and indirect potential of the actions to impact floodplains. Additionally, the
requirements of applicable state and local regulations will be identified and complied
with.
Task 5.10 Hazardous Materials Pollution Prevention and Solid Waste
The potential impacts of the Proposed Project upon solid wastes will be determined as
required in FAA Order 5050.4B and FAA Order 1050.1E Additionally, the regional
solid waste disposal concerns will be considered. This will include an analysis of
distance from proposed development to existing or potential disposal areas, methods of
disposal, and capacity of disposal sites or destruction facilities. The presence of any
underground storage tanks affected by the Proposed Project or its alternatives will be
confirmed and presented.
Task 5.11 Historical, Architectural, Archeological, and Cultural Resources
All National Register eligible and listed historic resources within the Proposed Project
area will be assessed using the criteria of effect presented in 36 CFR 800 5 In
addition, the Consultant will identify all sites of federal, state, and local significance.
Coordination and communication with the Arkansas State Historic Preservation Office,
the National Park Service, the Advisory Council on Historic Preservation, and tribal
interest will be conducted and presented.

Task 5.12 Light Emissions and Visual Impacts
Because of the relatively low levels of light intensity associated with most air
navigation facilities and other Airport development actions, light emissions impacts are
unlikely to have a significant adverse impact This Program of Services does not
include any special lighting studies, such as those determining specific intensity of
light at receptor sites. This task does not include the production of visual models or
rendering of the existing or future environment
Task 5.13 Natural Resources and Energy Supply
The effect of the Proposed Project on energy supplies and natural resources shall be
evaluated and documented. This would include the effects on vehicular energy
utilization, electrical requirements, and the use of any resources that may be in limited
supply. The analysis will also include an assessment of the use and extraction of such
items as oil, gas, and mineral and other natural resources reserves.
Task 5.14 Noise
No changes to aircraft noise exposure are anticipated to result from the Proposed
Project or its alternatives. This will be confirmed and thoroughly documented within
the Environmental Assessment. Future aircraft noise contours recently prepared will
be presented for disclosure purposes.
The future highway noise impacts will be described by noise modeling at sensitive
receptor sites using the most recent version of the FHWA's Traffic Noise Model
(TNM). Traffic noise levels will be, determined using LEQ, which is specified by the
FHWA and is required for all highway projects
Task 5.15 Secondary (Induced) Impacts
The Consultant will assess and document secondary (induced) impacts that could result
from implementation of the Proposed Project or its alternatives. Potential secondary
impacts that will be assessed include• shifts in patterns of population movement and
growth; public service demands; and changes in business and economic activity to the
extent influenced by the Airport development.
Task 5.16 Socioeconomic Impacts, Environmental Justice, and Children's
Environmental Health and Safety Risks
The potential for socioeconomic impacts to the extent that they are influenced by the
proposed project will be assessed. The impact analysis will consider both beneficial as
well as adverse induced economic impacts, changes in the economic structure of the

area, and economic opportunities and potential displacements resulting from shifts in
economic demand.
Environmental Justice analysis will be prepared and presented following the guidelines
contained in Order DOT 5610.2. It requires the fair treatment of people of all races,
cultures, and income levels, and no group of people should shoulder a disproportionate
share of environmental impacts
The Consultant will identify and assess environmental health risks and safety risks that
could disproportionately affect children. Environmental health risks and safety risks
include risks to health or to safety that are attributable to products or substances that a
child is likely to come in contact with or ingest, such as air, food, drinking water,
recreational waters, soil, or products they might use or be exposed to.
Task 5.17 Water Quality
•
The effects of the Proposed Project on water quality will be examined and documented.
Task 5.18 Wetlands
During the Environmental Assessment process, coordination with the U.S. Army Corps
of Engineers will take place to identify the existence or absence of wetlands. Upon
confirmation from the U.S. Army Corps of Engineers that no wetlands or other waters
of the U.S. would be impacted, documentation of the finding would be prepared and
included in the Environmental Assessment.
Task 5.19 Wild and Scenic Rivers
The potential impacts to any designated or proposed Wild and Scenic Rivers will be
determined through coordination with the Department of the Interior (DOI). No
significant impact to such resources is anticipated.
Element Six/PREPARE DRAFT ENVIRONMENTAL ASSESSMENT
Task 6.1 Preliminary Draft Environmental Assessment Internal Review
The Consultant will document the results of the study coordination and analyses in a
Preliminary Draft Environmental Assessment to be submitted to the Airport for their
review and comments. The Preliminary Draft Environmental Assessment will be
organized in a format consistent with FAA Order 5050.4B and FAA Order 1050 lE
This document will include all previously prepared sections of text (i.e., Purpose and
Need, Alternatives, Affected Environment, and Environmental Consequences

Sections). Up to five (5) hardcopies of the document and an electronic version of the
text will be provided for review and distnbution.
Task 6.2 Preliminary Draft Environmental Assessment FAA Review
Once the Airport has reviewed and commented on the Preliminary Draft
Environmental Assessment, the Consultant will incorporate the comments and
reproduce a revised Preliminary Draft. This revised document will be distributed to the
FAA, FHWA, and AHTD for review. This advance coordination will ensure a ,
complete and comprehensive document before it is released for public review.
Task 6.3 Draft Environmental Assessment Preparation
•
Subsequent to receiving FAA, FHWA, and AHTD comments on the Preliminary Draft
Environmental Assessment, the Consultant will prepare the Draft Environmental
Assessment. It is anticipated that 15 copies will be printed, with eleven copies sent to
the Airport, two copies to the FAA, and two copies to the FHWA and AHTD. Copies
of the Draft Environmental Assessment will be distributed to local and regional
officials, agencies, and other commenting parties as requested. Additionally, copies of
the Draft Environmental Assessment will be placed in local libraries, the
administrative offices of the Fayetteville Municipal Airport/Drake Field, and other
public locations (as required) that are suitable for review by the general public.
Element Seven/REQUEST PUBLIC AND AGENCY COMMENT/PUBLIC HEARING
Task 7.1 Prepare Notice of Availability
The Consultant will draft a Notice of Availability of the Draft Environmental
Assessment for newspaper publication. The Airport will be responsible for publishing
the newspaper publication. The Notice will provide the opportunity to request a Public
Hearing within a 30 -day time frame. If a request for Public Hearing is not received
within the 30 days, then no Public Hearing will be conducted.
Task 7.2 Conduct Public Hearing
If requested, the Consultant will prepare and conduct a Public Hearing. The Public
Hearing will be advertised in the newspaper 30 days before The objective of the
Public Hearing will be to provide a brief summary of the Environmental Assessment
study and hear and record comments and concerns of the public, stakeholders, and
representatives of applicable governmental agencies. The Sponsor is responsible for a
court reporter, a transcript of the hearing, and a location for the public hearing. A
presentation will be made at the Public Hearing and comments will be received and
recorded. The Public Hearing will be preceded by an informal open house where the

general public can ask questions and submit either written comments, or oral
comments to a court reporter
Task 7.3 Respond to Comments
The Consultant will respond in written form to public comments obtained. It is
anticipated that no more than sixteen hours of response time will be required; if more
hours are required, these additional hours will be billed on an hourly basis.
Element Eight/PREPARE FINAL ENVIRONMENTAL ASSESSMENT
Upon receipt of comments from the Airport, FAA, FHWA, AHTD, other agencies, the
public, and other interested parties, the Consultant will respond appropriately and
prepare the Final Environmental Assessment. It is anticipated that up to 25 copies of
the document will be printed.
