A RESOLUTION TO APPROVE CHANGE ORDER #1 OF THE
CONTRACT WITH TIME STRIPING, INC. IN THE AMOUNT
OF $7,500.00 AND TO APPROVE A BUDGET ADJUSTMENT
OF $7,500.00
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: The City Council of the City of Fayetteville, Arkansas hereby approves
Change Order #1 of the contract with Time Striping, Inc. to increase the contract in the amount
of $7,500.00 to pay for an increase of the amount of reflective beads in the paid as required by
new FAA regulations.
Section 2: The City Council of the City of Fayetteville, AR hereby approves the attached
budget adjustment of $7,500.00.

The following changes are hereby made to the CONTRACT DOCUMENTS:
1. Adjust project cost for Bid Item No. 3 to Change the Type III beads from 71bs/Sf to 10 Lbs/SF. The revised bid price is this
item is $ 38,000 00. Add cost of $4,000.00 to contract.
2. Adjust project cost for Bid Item No. 4 to Change the Type III beads from 7lbs/Sf to 10 Lbs/SF and delete the Striping for
Taxiway "G" and add the enhanced Taxiway Striping at all 10 Taxiway Hold line locations. The revised bid price for this item
is $ 17,500.00. Add cost of $2 500.00 to contract.
3. Adjust project cost for Bid Item No. 3 to Change the Type 111 beads from 7lbs/Sf to 10 Lbs/SF. The revised bid price 's this
item is $ 2,000.00. Add cost of $1 000.00 to contract.
Justification:
1. The Project Specification stated 7 lbs per gallon of paint instead of the required 10 lbs for the Type 111 glass beads. The
enhanced taxiway markings are required for the airport per recent letter from FAA. The striping on Taxiway "G" is only two
years old and is n very good condition and to save money on this project this area is deleted.

SUBJECT: Approval of Change Order #1 to Airfield Pavement Restriping
Project.
RECOMMENDATION: Approve Change Order #1 to the pavement restriping project at Fayetteville
Municipal Airport, Drake Field.
BACKGROUND; The Fayetteville Municipal Airport, Drake Field Board was written up during the
annual Certification Inspection for pavement markings being faded and non -reflective. A project was
designed and bid under Task Order #2, August 14 2007 with McClelland Consulting Engineers which
contains funding for design, bidding services and construction oversight of the project. Task Order #2
was approved by City of Fayetteville Contract Review Committee. The contract was awarded to Time
Striping, and approval was granted to the airport to apply and receive State Aeronautics Grant funds to
complete the protect by the City Council Resolution October 2, 2007. The State Aeronautics Commission
approved a 100% grant in the amount of $73,448.00 to complete the project.
DISCUSSION: The project was bid including type 3 reflective beads at the rate of 7 lbs per gallon of
paint applied. The contractor brought up a change to the FAA Advisory Circular that requires 10 lbs of
beads per gallon of paint applied. Type three beads are $2.60 per pound. The Advisory Circular
150/5340-1J which was published September 29, 2007 required that the taxiway stripes be enhanced
leading up to the hold line at all Part 139 airports to further combat runway incursions. The enhanced
markings were not in our project. It was briefed at the Airports Conference, October 24 and 25 and a
letter from the Regional Manager was received October 23 encouraging all part 139 airports in the
Region to install the new stripes (FAA letter attached). We agree that the project needs to be
additionally changed to include the enhanced markings. We cut some paint that is still in very good
condition, added the cost of the new enhanced taxiway striping, and added the cost of the additional
three pounds of beads per gallon which increases the cost of the project by $7,500.
BUDGET IMPACT: A portion of the Change Order is offset by Grant Funds in the amount of the
contingency, $3,498.00. The remainder will use existing project budget from the Airport Fund Balance.

The Federal Aviation Administration (FAA) and the aviation industry have been working
together to reduce the risk of runway incursions for many years. We have some successes,
but we still have room for improvement and need your help.
On August 15, 2007, the FAA Administrator put out a Call to Action to the aviation
industry. She asked the aviation mdustry to partner with the FAA to reach consensus on a
manageable number of short, medium, and long-term initiatives. These initiatives would be
to further improve the safety of operations at our airports and reduce runway incursions.
Recall that all airports with 1.5 million or more enplanements are required to install the new
enhanced taxiway centerline markings at runway entrances by June 2008. The group of
airports that met with FAA agreed to fulfill this commitment within 60 days of the August
15, 2007 meeting.
On August 22, 2007, the FAA Administrator sent a letter to Airports Council International
informing them of the initiative's call to action. This letter extended the commitment to all
Part 139 Certificated airports. We encourage all Southwest Region Part 139 airports to
complete the increased marking standards in accordance with AC 150/5340-1J within the
next 60 days. We would also like you to establish mandatory recurrent training for all
employees (including employees of tenants and contractors) to ensure all operators in the
movement area do not cause vehicle/pedestrian deviations.
We know this is a monumental effort, but we sincerely need your prompt action to assure
your airport and the airports in our national system are implementing these critical items
uniformly. We have also determined that enhanced markings are eligible under the Airport
Improvement Program. We will work with your team to make appropriate adjustments to
your capital plans. One of our FAA Airport Certification Inspectors will contact you within
the next two weeks to discuss your progress or your ability to meet this goal.

APPENDIX 3. ENHANCED MARKINGS FOR RUNWAY HOLDING POSITION.
1. GENERAL Enhanced taxiway markings are intended to provide additional visual cues to taxiing pilots to
help them identify the location of the runway holding position. This appendix provides standards for these
enhanced markings and guidance, including examples, on where to use the enhanced markings.
The figures included in this appendix are not drawn to scale.
2. APPLICABILITY. The guidelines and standards contained in this appendix for enhanced taxiway markings
may be used as a runway incursion prevention initiative. They may be used in combination or separately with
existing taxiway markings. However, all intersections at an airport must use the same combination of markings.
