RESOLUTION NO. 191-07
A RESOLUTION AWARDING BID #07-63 TO SOUTHERN
UNIFORM EQUIPMENT FOR THE PURCHASE OF POLICE
UNIFORMS IN THE AMOUNT OF $59,178.00 PLUS APPLICABLE
TAXES; APPROVING ADDITIONAL UNIFORM PURCHASES
FROM THE BID ON AN AS -NEEDED BASIS THROUGH
DECEMBER 31, 2008; AND APPROVING A BUDGET
ADJUSTMENT IN THE AMOUNT OF $41,422.00.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas
hereby awards Bid #07-63 to Southern Uniform Equipment for the purchase of
police uniforms in the amount of $59,178.00 plus applicable taxes.
Section 2. That the City Council of the City of Fayetteville, Arkansas
hereby approves additional uniform purchases from the bid on an as -needed
basis through December 31, 2008.
Section 3. That the City Council of the City of Fayetteville, Arkansas
hereby approves a budget adjustment in the amount of $41,422.00.

Subject: Award Contract to Southern Uniform and Equipment for Police Uniforms
Recommendation:
City Council approves resolution authorizing Mayor Coody to sign a contract with Southern Uniform and
Equipment for the replacement of uniforms for the Police Department. The bid is $59,178.00 plus tax of
$3631.93 for a total project cost of $62809.93.
Background:
During budget planning discussions for fiscal year 2007 and 2008, police administration identified a need
to supply and replace uniforms for their personnel due to changes in technology, style, appearance,
comfort and durability. Approximately twenty years ago the Fayetteville Police Department overhauled
their Class A uniforms, and approximately ten years ago incorporated a Battle Dress Uniform (BDU) for
our officers to wear during inclement weather. Over the past few years, the vendor for our Class A
uniform has been unable to provide our agency with a manufacturer who could match the navy blue color
of our shirts and pants due to different fabric schemes. Also, the polyester design of these uniforms is
expensive, uncomfortable and impractical, and the BDU was not designed for daily wear due to
appearance and durability A complete change to a less expensive fabric for our police uniforms would
result in an overall savings of approximately $17,000 (21%), and provide our officers with a professional
appearance and advanced technology to keep them more comfortable on the job.
Discussion:
Research by staff into color and fabric options lead to the writing of specifications that several vendors
indicated they could meet in both stock manufacture models and prompt delivery. A wear test evaluating
the appearance, wear, durability and comfort of this uniform was conducted over the past several months
by officers at the Fayetteville Police Department. Response from these officers and the majority of their
co-workers has been positive. The evaluating officers specifically noted this uniform gave a more formal
and professional appearance while providing more comfort, durability and practicality for their day-to-day
assignments. A 75/25 worsted wool blend was selected in both the uniform pants and shirts to ensure
they were manufactured from the same dye lot for uniformity. Southern Uniform and Equipment was able
to meet our specifications and they submitted the low bid to our purchasing department.
Budget Impact:
The $62809.93 to fund this project is included in our 2007 Budget We will utilize $20,000 from our
remaining 2007 budget that was allocated for uniform purchase/replacement and $42809.93 from our
2007 Federal Drug Asset Forfeiture Fund. The funding of this project will enable the police department to
help meet the established target reduction in our 2008 budget.
