SUBJECT: Golf Cart for alcohol awareness
Recommendation: The City Council approves the donation of this golf cart from Powell
Johnson Investments, LLC. The Fayetteville Police Department will recognize the positive
benefits of this donation in regard to the enhancement of our DWI /DUI prevention program.
Background: The Fayetteville Police Department has instructed several DWI/DUI
prevention classes in the Fayetteville Public Schools at the Junior High level since 1999. We
recognize prevention and education to be as important as enforcement when it come to
alcohol abuse The design of the prevention classes consists of one day of classroom teaching
regarding the history, laws and consequences pertaining to alcohol abuse and the second day
is spent conducting practical exercises with the Fatal Vision goggles and golf cart. During the
practical exercise, the students wear the Fatal Vision Goggles that simulate alcohol
impairment. An instructor accompanies the student as he drives the golf cart through a course
marked by cones This portion of the instruction is the most interactive and tends to be the
best received for this age group. We have borrowed golf carts from community partners to
complete this portion of the class in the past. Cart availability can be limited depending on
the time of the year. The availability of a golf cart. is less during the warmer months due to
peak golf season so we have the need for this dedicated resource. We must schedule these
classes at the Junior High Schools when the schools afford us this opportunity and scheduling
does not always align with the availability of the carts.
Discussion: The donation of this golf cart, as a dedicated resource, allows the Fayetteville
Police Department to conduct more DWI/DUI classes and allows more flexibility for
scheduling with the Junior High Schools. The golf cart will be equipped with distinctive
markings and lettering to distinguish it as a Fayetteville Police Department vehicle. The cart
will also be used at special events such as Bikes, Blues, and BBQ, Springfest and Autumnfest.
The cart is powered by electricity, which means it will not require any fuel and minimal
maintenance costs. We will also have the ability to deploy it from various locations by
means of a small trailer already in our possession.

BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1 That the City Council of the City of .Fayetteville, Arkansas,
hereby accepts the donation of a golf cart from Powell Johnson Investments, LLC
for use in the Fayetteville Police Department's DWI/DUI Prevention Program.
