BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas
hereby awards Bid #07-49 to Sunbelt Fire, Inc.(Emergency One). for the purchase
of one (1) 114' Articulated Aerial Platform Truck in the amount of $886,843.00 for
use by the Fayetteville Fire Department.
Section 2. That the City Council

Subject: Recommendation for Awarding Bid 07-49, 114' Articulated Aerial Platform
Recommendation
I recommend that you accept and approve alternate bid No. 1 submitted by Sunbelt/Emergency-One for
a 114' articulating boom aerial fire apparatus in the Amount of $886,843. In addition to their bid
amount, I am requesting that you approve $25,000 for a project contingency that will also include
ancillary equipment. This will bring the grand total for the project to $911,843. The initial projection for
the purchase was estimated at $925,000. After reviewing all of the bid submissions and their respective
specification with the staff of the fire department, I believe the Sunbelt/Emergency-One bid to be the
most responsive and responsible of all the submittals. The three bids submitted by Sunbelt/Emergency-
One was for $1,033,524, alternate bid #1 $886,843, and altemate bid #2 in the amount of $923,999.
Alternate bid #1 is for a demonstrator unit that has never been titled. After several operational and
safety modifications by the manufacturer and the dealership, the vehicle and all components will have the
full warranty of a new truck.
Badwround
The fire department is in need of adding an additional aerial apparatus to its fire fighting fleet. The need
for this apparatus has been evident for some time, and the need is more apparent with the approved
plans for the mid and high-rise buildings that contain mixed occupancies. In addition to the height of the
buildings, we will also have to deal with the set -back requirements that add to the emergency
accessibility and egress issues. The primary function of an aerial truck is gaining access and providing a
pathway for emergency egress from a structure.
justification
The purchase of this aerial truck for the fire department is an active response to the proposed
development of several medium and high-rise structures in the immediate downtown area and those
proposed for the far north side of the city. The acquisition of this type of emergency vehide will enhance
and strengthen the department's overall response capability to the University of Arkansas campus on the
near west side, as well as the other existing structures in our jurisdiction. The 114 -foot reach of this
proposed aerial device will provide for an uninterrupted emergency path of egress. In addition, it will
also provide a vertical path for our firefighters to gain access to areas that are unattainable from the
current apparatus in service.
Conclusion
The purchase of this apparatus will synchronize the department's goal with the City's guiding principle of:
Having a Reputation as a Safe Community, and from a public safety standpoint; it's the right thing to do.

AWARD OF BID 07-49, 114' ARTICULATED AERIAL PLATFORM
Thanks to you, Chief Thompson, and the rest of your staff for including Fleet Operations in the
specification and evaluation process for your new aerial purchase. We were pleased with the
inspection and test drive of the demonstrator apparatus yesterday. The performance
charactenstics observed on the hills and back streets of Fayetteville seemed completely
acceptable for an apparatus of this size.
Reviewing the bids submitted on both the standard platform (07-50) and the articulated platform
(07-49), I concur with your decision to recommend acceptance of the low bid on the articulated
platform.
There is certainly merit to negotiating a better deal on the demonstrator truck, however, aside
from tire and brake wear, the amount of predominately highway miles on this unit does have
some benefit in proper Tight load break-in and initial shake down of minor assembly issues which
will be corrected in the pre -delivery inspection. This could potentially make the first year service
more dependable than a new off the line truck.

FIRE APPARATUS PROPOSAL

We are pleased to submit our bid for your consideration on the following, complete in strict
accordance with the attached proposal for:
One (1) or more Articulating Aerial Fire Apparatus mounted on a Full Custom Chassis
Main Bid Price $ 1,033,524.00 .
Alternate Bid #1 Price $ 886,843.00 .
Alternate Bid #2 Price $ 923,999.00 .
A factory trained instructor shall deliver the unit and familiarize department personnel unless
factory acceptance and familiarization is preferred. Proper manuals and third party test approval
certificate where applicable shall be furnished.
Delivery on the above shall be within 330 calendar days for the main bid unit, 60 — 90 calendar
days on the two alternate bids, F.O.B. Fayetteville, Arkansas.
Delivery is subject to delays due to war, fire, labor disputes, strikes, ads of God, government regulations, failure of suppliers to deliver, chassis
shortage in the case of commercial chassis, accidents, and other causes beyond our control.
This quotation is good for 30 days The pricing provided is exclusive of all Federal, State and
Local taxes and any other fees which may apply unless specifically noted herein A 100%
performance bond will be provided if requested
The vehicle proposed will be constructed at Emergency One, Inc. of Ocala, Florida Sunbelt Fire, Inc. is dm authorized dealer for Emergency One in
this area Service and parts are available through Sunbelt Fire, Inc, in Faidwpe, Alabama, and from the Emergency One factory in Ocala, Florida
Service is available from locations in Hattiesburg, Long Beach, Lexington and Jackson, Mississippi. Sunbelt Fire will soon have a mobile service
tedmicim residing in the State of AHcaisas.
