A RESOLUTION RESCINDING RESOLUTION No. 63-07;
AWARDING BID #07-48 AND APPROVING THE PURCHASE OF
ONE (1) FORD ESCAPE HYBRID FROM LEWIS FORD IN THE
AMOUNT OF $24,496.00 FOR USE BY THE POLICE DIVISION,
PARKS PATROL.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas
hereby rescinds Resolution No. 63-07.
Section 2 That the City Council of the City of Fayetteville, Arkansas
hereby awards Bid #07-48 and approves the purchase of one (1) Ford Escape
Hybrid from Lewis Ford in the amount of $24,496.00 for use by the Police
Division, Parks Patrol.

Subject: Purchase of one Ford Escape Hybrid
RECOMMENDATION: That City Council rescind resolution #63-07 to purchase a Ford Escape
Hybrid off the state contract from Landers Ford of Little Rock, and approve the purchase of one
Ford Escape Hybnd from Lewis Ford of Fayetteville, Arkansas for use by Police Division for
Park patrol.
BACKGROUND: At the Council meeting of Apnl 17, the purchase of one Ford Escape hybnd
SUV from the State vehicle purchase contract was approved for the Police Department Parks
Patrol. Pnor to placing the order for this vehicle, Fleet staff determined that substantial tax
credits available to the selling dealer for hybrid vehicle sales to tax exempt entities were not
factored into the State purchase contract pnce and no discount would be allowed to Fayetteville
for this purchase After visiting with other Ford dealers, the decision was made to bid this
purchase in an effort to take advantage of the tax credit
Bid #07-48 was opened on May 25, 2007 for one compact hybrid sport utility vehicle. Three bid
responses were received. A detailed tabulation sheet is attached. The lowest bid from Prestige
Ford of Garland, Texas meets all specifications. Since opening of this bid, Prestige Ford has
been bought out by another company and they have advised they are unable to honor the
bid. The second lowest bid from Lewis Ford of Fayetteville also meets all specifications.
recommend purchase of the Escape Hybrid from Lewis Ford in the amount of $24,496.
Funds are budgeted and available in the 2007 CIP budget, Project 02081, Police/Passenger
Vehicles.
Purchase of the Ford Escape hybrid from Prestige Ford was approved by the Equipment
Committee at the meeting of May 29, 2007. The bid from Lewis Ford is $297.00 higher.

SUBJECT: Award of Bid 07-07
Bid #07-48 was opened on May 25, 2007 for one compact hybrid sport utility vehicle for assignment
to the Police Parks Patrol. Three bid responses were received. A detailed tabulation sheet is
attached.
The lowest bid from Prestige Ford of Garland, Texas for a Ford Escape Hybnd meets all
specifications.
I recommend acceptance of the bid from Prestige Ford in the amount of $24,199.00.
This vehicle was previously approved for purchase from the state vehicle purchase contract for
$26,066.00, however, it was determined that hybrid vehicle tax incentives were not included in that
contract and the decision was made to solicit bids.
Funds are budgeted and available in the 2007 CIP budget, Project 02081, Police/Passenger Vehicles
