BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1: That the City Council of the City of Fayetteville, Arkansas hereby accepts the Parks and Recreation Advisory Board's recommendation to accept $116,328 00 cash in lieu of the required Park Land Dedication for the Wedington Circle Development. The owner is Mansfield House, L.L.C. and the architecture firm is Rob Sharp Architects, Inc. The development contains 296 multi -family units on 6.13 acres. The requirement for park land is 5.03 acres and money in lieu is $116,328. Asbell school is located within a half mile service area of this development. • The Park Land Dedication Ordinance states if a major development is over 40 acres or 100 units, the requirement is land. •..However, if the Parks and Recreation Advisory Board determines that a neighborhood park is not feasible or advisable, it may recommend to the City Council that a cash contribution pursuant to our ordinance be accepted in lieu of land dedication. The City Council will either accept the recommendation for a cash contribution or return the subdivision plat to the Parks Board with instructions or further study.. (Unified Development Ordinance No. 166.03K) The development was presented to the Parks and Recreation Advisory Board on August 1, 2005. DISCUSSION The Parks and Recreation Master Plan recommends providing park land within a half mile of every residence. Asbell school playground is within a half mile distance of this development and will provide recreational opportunity for this development. Additionally, the developer is providing a play area for the residents of this development. • • RECOMMENDATION The Parks and Recreation Staff and PRAB recommend money in lieu of land in the amount of $116,328 for the Park Land Dedication requirement. This decision is based upon the proximity to Asbell School Park and the site constraints of the project. If you have any questions, please call me at 444-3469. Attachments:. PARKS AND RECREATION ADVISORY BOARD Meeting Minutes August 1, 2005 Opening: The regular meeting of the Parks and Recreation Advisory Board was called to order by Mike Hill at 5:30 P.M on August 1, 2005 in Room 219 of the City Administration Building located at 113 West Mountain Street, Fayetteville, Arkansas. Present: Parks and Recreation Advisory Board members Hill, Bailey, Harrison, Langsner; Marley, Davidson, Mauritson, Pawlik-Holmes and Park Staff Edmonston, Wright, Coles, Jumper, Whillock and Audience. 1. Approval of July 11, 2005 regular meeting Minutes MOTION: Langsner moved to approve the Parks and Recreation Advisory Board July 1, 2005 meeting minutes. Bailey seconded the motion. The motion was approved 7-0-0 with Hill, Bailey, Harrison, Langsner, Marley, Davidson and Mauritson voting 'yes' and Pawlik-Holmes absent for the vote. • 2. Park Land Dedication: Alison Jumper, Park Planner Development Name: Wedington Circle Architect: Rob Sharp Architects Owner: Mansfield House, LLC Location: West of Harps on Garland, North of Wedington Dr. Park District: NW Units: 12 Single Family, 284 Multi- family Total Acres: 6.13 Land Dedication Requirement: 5.116 acres Money in Lieu Requirement: $118,272 Existing Parks: Asbell School Park Developer's Request: Money in lieu Staff Recommendation: Money in lieu Justification: Asbell School Park is within a half mile service area of this development. Given its proximity to Asbell as well as Lewis Soccer Complex and the playground at Leverett Elementary School, this development will have adequate access to August 1, 2005 / 1 recreation. Additionally, the developer is proposing a pool, workout room, and soft surface walking trail and playground within the tree preservation area. Mauritson asked to see a view of the elevation for the proposed development. Kristen Knight representing Robert Sharp Architect, displayed the elevation for the Board to see. PRAB Motion: Bailey moved to accept staff recommendation of money in lieu.
