ADVISORY BOARD'S RECOMMENDATION TO ACCEPT
$108,780.00 CASH IN LIEU OF THE REQUIRED PARK LAND
DEDICATION FOR COBBLESTONE SUBDIVISION.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas
hereby accepts the Parks and Recreation Advisory Board's recommendation to
accept $108,780.00 cash in lieu of the required Park Land Dedication for

Subject: Park Land Dedication Waiver for Cobblestone Subdivision
BACKGROUND
The Cobblestone Subdivision development is located east of Salem Road, northwest of
Razorback Golf Course, and south of W. Salem Road. The owner is SCM, L L C and Jorgensen
and Associates is the engineer. The development contains 196 single-family units on 60.28 acres.
The requirement for park land is 4.7 acres and money in lieu is $108,780. Gary Hampton
Softball Complex and Clabber Creek trail corridor are within a half mile service area of this
development.
The Park Land Dedication Ordinance states if a major development is over 40 acres or 100 units,
the requirement is land,
s. .However, if the Parks and Recreation Advisory Board determines that a neighborhood
park is not feasible or advisable, it may recommend to the City Council that a cash
contribution pursuant to our ordinance be accepted in lieu of land dedication. The City
Council will either accept the recommendation for a cash contribution or return the
subdivision plat to the Parks Board with instructions or further study.. (Unified
Development Ordinance No. 166.03K)
The development was presented to the Parks and Recreation Advisory Board on January 9, 2006.
DISCUSSION
The Parks and Recreation Master Plan recommends providing park land within a half mile of
every residence. Gary Hampton Softball Complex as well as the trail corridor along Clabber
Creek and playground at Holcomb Elementary are all within a half mile distance of this
development.
RECOMMENDATION
The Parks and Recreation Staff and PRAB recommend accepting money in lieu of land in the
amount of $108,780 for the Park Land Dedication requirement for Cobblestone Subdivision.
This decision is based upon the proximity to Gary Hampton Softball Complex and Clabber

Meeting Minutes January 9, 2006
Opening:
The regular meeting of the Parks and Recreation Advisory Board was called to order by
Jerry Bailey at 5 32 P.M. on January 9, 2006 in Room 326 of the City Administration
Building located at 113 West Mountain Street, Fayetteville, Arkansas.
Present:
Parks and Recreation Advisory Board members Bailey, Harrison, Langsner, Davidson,
Davis, Bider, Burke & Colwell; Park Staff Edmonston, Mihalevich, Jumper, Coles,
Wright, Martin and audience were in attendance.

Location: South of E. Salem Road between Deane
Soloman and Salem Road, just east of
the Crystal Springs Development

Justification: Gary Hampton Softball Complex is
within a• 1/2 mile service area of this
project as well as the play equipment
at Holcomb Elementary. Additionally
Salem Meadows park land and Clabber
Creek Trail are in close proximity. Staff
is researching opportunities for
potential park land expansion of the
previous project at Park West to serve
the residents in this area.
PRAB Motion: Langsner moved to accept Staff recommendation of Money -in -
lieu. Davis seconded the motion and approval was unanimous with Bailey,
Langsner, Harrison, Davidson, Davis, Bitler, Burke, and Colwell voting yes.
