BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:

Section 1. That the City Council hereby authorizes a City Staff to design
and construct a traffic control signal at the intersection of 15th Street and
Morningside Drive.

Subject: Resolution authorizing the design and construction of a traffic signal at the
intersection of 15`h Street and Momingside Drive by City staff.
RECOMMENDATION
Staff recommends approval of a resolution authorizing the design and construction of a
traffic signal at the intersection of 15`h Street and Morningside Drive by City staff.
BACKGROUND
On September 20, 2005 the City of Fayetteville Engineering Division requested that the
Arkansas State Highway and Transportation Department perform a traffic signal study at
the intersection of Highway 16 (15`h Street) and Morningside Drive.
On December 28, 2005, the AHTD reported that the study indicated that a traffic signal is
warranted. This signalization project is eligible for 90% state and federal funding for
construction and engineering costs. However, to utilize these funds, the project will have
to wait until the AHTD has the money available in the future.
This signalization project was presented at the January 12, 2006 meeting of the City of
Fayetteville Street Committee. The committee agreed to forward the project to the full
council with a recommendation to design and construct the signal at this time. This
project will be designed in-house by the Engineering Division and constructed in-house
by the Transportation Division.
BUDGET IMPACT
There is currently $220,530 41 in the City fund titled Morningside Drive & 15th Street
Signalization (Project #05010).

Reference is made to Mr. Paul Libertini's letter of September 20, 2005 requesting a traffic signal study at
the intersection of Highway 16 (15th Street) at Morningside Drive. Our study is complete and included a 24-
hour traffic count, an on-site investigation and a review of the accident history. The results of our study
indicate that a traffic signal is warranted as outlined in the Manual on Uniform Traffic Control Devices.
A signalization project for the City is eligible for 90% state and federal funding for construction and
engineering costs. The City will be responsible for 10% of the construction and engineering costs, and for
100% of the cost of any additional right-of-way or utility adjustments required. The City will also be
responsible for providing electrical power and signal maintenance once the project is complete.
Enclosed are two copies of a sample Resolution for the City Council to pass. After the Resolution is
passed and signed by the Mayor, please return one resolution to my office and we will program a project.
Please note, there is an approximately two to three year backlog of traffic signal projects waiting for
funding. If the City desires to expedite this signal installation, we can issue a permit to the City to install this
traffic signal using 100% city funds.
