A RESOLUTION APPROVING PAYMENT TO THE ARKANSAS
& MISSOURI RAILROAD IN AN AMOUNT NOT TO EXCEED
$362,000.00 FOR SAFETY IMPROVEMENTS TO THE CROSSING
AT VAN ASCHE DRIVE AND GREGG AVENUE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas
hereby approves payment to the Arkansas & Missouri Railroad in an amount not
to exceed $362,000.00 for safety improvements to the crossing at Van Asche Drive
and Gregg Avenue.

RECOMMENDATION:
As approved by the Street Committee, staff recommends approval of a payment not to
exceed $362,000 to Arkansas and Missouri Railroad for safety improvements at Van
Asche Drive and Gregg Avenue.
BACKGROUND:
This project will extend Van Asche Drive to Gregg Avenue. Railroad crossing gates and
signals will be installed as part of the project by Arkansas & Missori Railroad.
DISCUSSION:
•
The Arkansas and Missouri Railroad (AMRR) will be installing new railroad crossing
panels and new safety equipment, including gates and signals, on their facility that crosses
Van Asche Drive just west of Gregg Avenue. The railroad improvements will be
installed by AMRR per AMRR policy. AMRR proposes to construct the crossing panels
for a cost of $98,000 and to construct the crossing safety equipment for a cost of
$254,000, a total of $362,000. Copies of the proposals from AMRR are attached.
BUDGET IMPACT:
This payment will be made from funds in the Van Asche Drive Extension Project (Project
No. 05027). The budget adjustment proposed in the construction contract agenda item
includes the funding for this payment.

panels at Van Ashe, Fayetteville, AR.
This includes: concrete steel clad panels, 100 10' ties, labor,
and all equipment need.

REQUEST FOR PROPOSAL (RFP)
Project Information:
Proiect: Install crossing upgrade at Van Asche Dr. in Fayetteville, AR.
AAR DOT #667-184W, Mile Post 348.82
Scope of Work:
• RCL will coordinate with the roadway contractor for the installation of approximately
150' of 4" PVC under the roadway and railroad tracks.
• RCL will coordinate the installation of a new meter pole and electrical service
• The RCL signal gang will travel to the job site.
• Install the new automatic highway crossing waming system utilizing HXP-3R housed
in a 8x8 bungalow.
• Trench in new track wires and gate/cantilever cable.
• Install two median roadway crossing gates, two roadway crossing gates with
pedestrian gate kits, two pedestrian crossing gates, one 26' cantilever and four bells.
• Cut -over and test the new automatic highway crossing warning system.
• Provide all other components required to provide a complete and operational system.
All work listed above to be performed by RCL including, installation of warning system
and the facilitation of any contracting services deemed necessary.
RCL will provide fill dirt and cover rock as necessary.
RCL will provide 4" SCH 80 pipe.
Roadway contractor shall install approx. 200' of 4" SCH 80 pipe during roadway
construction.
All work to conform to current Arkansas &Missouri Railroad specifications.
Installation will be in compliance with Manual of Uniform Traffic Control Devices
(MUTCD) & the American Railway Engineering and Maintenance -of -Way Association
(AREMA).
RCL also provides the following insurance limits:
Commercial General Liability
$1,000,000 per occurrence
$1,000,000 for Personal Injury
$2,000,000 General Aggregate

2 -Quad 6-Gate/I-Cant Crossing: $254,000.00
Includes a HXP-3R, four gates, two pedestrian gates, four bells, two extra sets of
side lights and LED light units in a 8x8 bungalow. Control circuits will utilize a
VLG, three XLC's and a VRD for gate control. Backup shall include six ELM
500 AH batteries, seven ELM 710 one ERBC 12/20 charger and one ERBC 12/40
charger.
Boring: $0.00 estimate
Boring shall be installed during road construction. 4" SCH. 80 PVC shall be
installed during the crossing surface installation under the roadway.
Safety:
Safety is of primary importance and is the responsibility of personnel at all levels. Safety
standards for this project fall under the jurisdiction of The Federal Railroad
Administration, 49 CFR 214, Roadway Worker Protection and the Arkansas & Missouri
Railroad Safety Policy. RCL will comply with safe practices and standards set forth in
the applicable focal, state and federal codes, orders and regulations.
• Safety Briefings to be held daily and as work conditions change per 49 CFR 214.
• RCL employees have Roadway Worker Protection (RWP) certification.
• RCL gang will have radio on Railroad frequency to advise dispatcher if necessary.
• RCL maintains an internal safety manual as part of our safety program.
• RCL randomly drug and alcohol tests their employees per FRA guidelines.
Summary:
The purpose of this document is to provide an installation cost for Van Asche Dr. in
Fayetteville, AR. RCL installs approximately 200 automatic highway crossing warning
systems a year and can provide a qualified management team and signal gang to safely
and correctly install a Highway crossing warning system; our approach will insure a
smooth project.
