BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS' 1
Section 1. That the City Council of the City of Fayetteville, Arkansas
hereby authorizes the Fayetteville Fire Department to apply for and accept a
Department of Homeland Security CEDAP Equipment Grant for a T3MAX
Thermal Imager.

As , fire chief, I am requesting to Council to consider and approve the
department's request to submit an application for a Bullard thermal imaging
camera to the Department of Homeland Security's Grants and Assistance
Programs. If awarded, this grant request for equipment will not require
matching dollars.
The objective is to assist smaller communities in acquiring and using
commercially available equipment to prevent, deter, and respond to terrorist
attacks as identified in the state homeland security strategies. This device can
also be used during routine fire responses and smoke investigations, and is in
conjunction with the department's goal of equipping every emergency response
unit with a thermal imaging camera.

Commercial Equipment Direct Assistance Program (CEDAP) FY2006 Description and
Application

Objectives: To ensure that law enforcement and emergency responder
agencies, departments, and task forces can acquire, through
direct assistance, the specialized equipment and training they
require to meet their homeland security mission.
Deadlines:
The application period for CEDAP 2006 began at 0900EDT
August 16, 2006, and will end aT'T700EDT September 22, 2006.

Eligibility:
Eligible applicants include law enforcement agencies, fire, and
other emergency responders who demonstrate in their application
that the equipment will be used to improve their ability and
capacity to respond to a major critical incident or improve their
ability to work with other first responders, to include, for example,
plans for sharing of equipment, joint training or use of equipment,
joint operational planning, etc.
Description:
The Homeland Security Commercial Equipment Direct Assistance
Program (CEDAP) is operated by the DHS Preparedness
Directorate, Office of Grants and Training (G&T) to assist smaller
communities in acquiring and using commercially available
equipment to prevent, deter, and respond to terrorist attacks, as
identified in state homeland security strategies. This competitive.
program is a direct assistance program, not a grant program, and
G&T will provide the equipment and technical assistance directly
fo"the selected jurisdictions.
CEDAP's equipment offerings include: a) personal protective
equipment, b) rescue tools, c) thermal imaging, night vision and
video surveillance tools, d) chemical, biological and radiological
detection tools, e) information technology and risk management
tools, and f) interoperable communications gateways.

CEDAP configuration includes only the T3MAX Thermal

Description:
The Bullard T3MAX is a small, lightweight, hand-held fully
functional thermal imager, mission specific to fire service
responder applications. This thermal imager comes standard
with a Relative Heat Indicator'*' (RHI) on-screen temperature
approximation for further image interpretation and responder
safety as well as Super Red Hotw colorization. Starting at 500°
F, heated objects are tinted yellow and gradually transition to
solid red as heat levels rise. The Super Red Hord feature
reveals specific heat layers by color alerting firefighters to areas
of intense heat and more effectively identifies the spread of fire.
