BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1. That the City Council of the City of Fayetteville, Arkansas hereby authorizes the Fayetteville Police Department to accept a continuation of the Justice Assistance Grant in the amount of $181,426 00 to assist in funding the Fourth Judicial District Drug Task Force. Section 2. That the City Council of the City of Fayetteville, Arkansas hereby a budget adjustment in the amount of $31,426 00. PASSED and APPROVED this 6th day of June, 2006. The deadline for this authorization is June 12, 2006. We apologize for the short time frame this allows for your review. This grant along with a State of Arkansas allocation and local matching funds supports the Fourth Judicial District Drug Task Force. Since this is a continuation grant all the applicable terms and conditions will remain in effect from the current grant. The award for federal funding was reduced from $198,312 to $158,650 or by $39,662. We anticipate federal funding for this grant will be completely eliminated by the 2008 grant cycle. Recommendation: Council approves continuation of the Justice Assistance Grant. This grant will provide $158,650 federal funds and the State of Arkansas will provide • $31,730 to support the Fourth Judicial District Drug Task Force. Also approve a budget adjustment for $31,426. This adjustment will fund the budget difference as a result of the reduction in state and federal funding. • Background* The Justice Assistance Grant formally known as the Edward Byrne Memorial Grant has supported the Fourth Judicial District Drug Task Force since 1991 by providing up to 75% funding of all allowable costs. The Bush administration has already indicated federal funding for this type of grant will be significantly reduced and or eliminated. The City of Fayetteville Police Department has served as the lead agency and is responsible for grant administration. The 4th Judicial Drug Task Force is comprised of Fayetteville, Springdale, Johnson, Prairie Grove, Lincoln, Farmington, West Fork, Greenland, Elm Springs, Elkins and Goshen Police Departments and the Washington County Sheriff's Department. The Fourth Judicial Prosecutor, Madison County Sheriff's Department and the University of Arkansas Police Department actively support the Task Force without being represented on the Control Group. Discussion: During the grant period July 1, 2006 through June 30, 2007, the cost for Fayetteville Police Department will increase from $150,000 to $181,426. Increases are as a result of reductions in federal and state funding and increases in salaries, benefits and fuel costs. All other operational expenses are projected to remain the same. The City of Springdale and Washington County Sheriff's office will provide the local match and any increase necessary for each of their officers. The Rural officer will be supported in part by the smaller cities in Washington County, the Washington County Prosecutor and Program Income. This federal funding source has been in place since 1991. It has fluctuated some in the past but for the last two years it has been reduced from $305,000 to $158,650 for the 2006/2007 grant. At this point these funds have been completely cut out of President Bush's proposed budget. It appears within the very near future the City of Fayetteville will be funding all drug enforcement completely. Budget Impact: The General Fund's portion of this expense for July '06 through July '07 is $181,426 and a budget adjustment of $31,426 utilizing fund balance is attached.
