HomeMy WebLinkAbout104-06 RESOLUTIONRESOLUTION NO. 104-06 A RESOLUTION FOR PPL 06-1998 AMENDING THE MASTER STREET PLAN, REALIGNING DEANE SOLOMON COLLECTOR STREET TO THE EAST AND RECLASSIFYING THE EXISTING DEANE SOLOMON ROAD TO A LOCAL STREET; REALIGNING THE PLANNED COLLECTOR PARK WEST BOULEVARD SOUTH OF THE CURRENT ALIGNMENT AS DESCRIBED AND DEPICTED IN THE ATTACHED MAPS. WHEREAS, Collector Streets are intended to provide traffic circulation within residential areas, collecting traffic to channel it into the arterial system, and should be indirect connections between arterials to discourage use by traffic outside the neighborhood; and WHEREAS, the existing alignment of Deane Solomon Road and close proximity to the intersection of Highway 112 and Howard Nickell Road creates a dangerous traffic situation with existing and projected traffic volume; and WHEREAS, the existing alignment of Park West Boulevard will provide a vehicular connection between Deane Solomon Road and Highway 112; and WHEREAS, the proposed amendments were presented in concept as Park West R- PZD and met with City Council approval; and WHEREAS, the City Council finds that the proposed realignment of Deane Solomon Road and the realignment of the Collector Street Park West Boulevard as indicated in the attached maps maintains the integrity of each Collector Street connection while better protecting existing and future neighborhoods and providing a safe means of traffic circulation; NOW, THEREFORE, BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS. Section 1: That the City Council of the City of Fayetteville, Arkansas hereby amend the Master Street Plan to realign the Collector Deane Solomon Road to the east of its current intersection with Highway 112 as indicated in Exhibit "A", attached hereto and made a part hereof. Section 2: That the City Council of the City of Fayetteville, Arkansas hereby amend the Master Street Plan to reclassify that portion of Deane Solomon Road that will remain in place south of Highway 112 to a Local Street, as indicated in Exhibit "B", attached hereto and made a part hereof. Pate, Director of Current Planning* Date: May 16, 2006 Subject: The Heights at Park West (PPL 06-1998) Master Street Plan Amendments RECOMMENDATION The Fayetteville Street Committee, Planning Commission, and staff recommend approval of the requested Master Street Plan Amendments to Deane Solomon Road and the east - west Collector Street (Park West Blvd), as proposed with the Park West Planned Zoning District Master Development Plan. BACKGROUND The City Council recently approved a Master Development Plan for Park West R-PZD, containing approximately 139 acres. The zoning approved will allow for the maximum development of 856,000 square feet commercial space and 1,712 dwelling units. As part of this development, the applicant has proposed the construction of street connections identified on the Master Street Plan; however, the applicant requests modifications to the required streets, as was indicated with the Master Plan for Park West. This action, with final approval by the City Council, would allow the applicant to proceed further with the first phase of the development. The applicant requests the following: 1. Realign Deane Solomon Road, a Collector Street, to the east approximately 585 feet from its current location to align with a street across Hwy 112 and reclassify the existing Deane Solomon Street to a Local street. 2. Realign an east -west Collector Street (Park West Blvd) as shown on the Master Development Plan for Park West R-PZD. This street will provide a connection between Hwy 112 and Salem Road through the Park West development in a slightly different alignment. DISCUSSION On April 17, 2006, the Street Committee voted unanimously in favor of the proposed Master Street Plan Amendment. The preliminary plat for The Heights at Park West was unanimously approved at the May 08, 2006 Planning Commission meeting. The Planning Commission recommended in favor of the proposed Master Street Plan Amendments. City Council Meeting of June 06, 2006 Agenda Item Number The relocated Deane Solomon Road will result in improved sight distance to the west on Hwy 112 and align with a street intersection to the north within Belclaire Subdivision, resulting in better controlled and safer traffic movements. The proposed realignment of the east -west collector will provide the same function as the current alignment, while allowing the applicant to realize and process future development requests in relationship to the approved Master Plan. The realignment is a 70 -foot wide collector street corridor east of the cent street location. This realignment will not only provide for improved roadway conditions but eliminate the existing dangerous intersection with Hwy 112. The new intersection, approximately 585 -feet east of it's present location, is aligned with the entrance of the developing Bellclaire Subdivision. The existing, remaining, section of Dean Solomon Road will be reclassified as a local residential street. Approximately 125 -feet of roadway'at the existing intersection with Hwy 112 will be abandoned and removed. It is requested that the abandoned right-of-way be vacated and land revert to the ownership of the Heights Developer/Owner, Paradigm Development The property lines of lots 1 and 2 may be shifted westwardly to provide for a larger drainage easement and feature between lots 2 and 3. The land area to the south will be used by the POA for identification signage and landscaping. The attached exhibit indicates the realignment of Dean Solomon Road, the existing Dean Solomon Road relocation and improvements (14 -foot widening of the east half with curb and guttering, and sidewalk) currently call Street "1" for planning.
