The City of Fayetteville hereby retains Van Scoyoc Associates, Inc. (VSA) as consultants and advisors with regard to various legislative and administrative matters. Statement of Work. VSA will assist the City of Fayetteville and its personnel in the following areas: • Developing a program and strategy towards obtaining federal appropriations and grants for Fayetteville's future economic viability. • Analyzing and informing the City of contemplated legislative and regulatory changes that may positively or negatively affect programs of interest to the City. • Educating Members of Congress and their staffs about Fayetteville concerns or opportunities with respect to legislation or regulations. • Building grassroots support of the projects to demonstrate local interest by finding individuals and groups with goals similar to those of the City. • Working with the relevant committees to secure enactment of the legislative agenda or otherwise advance the interests of the City. • Assisting in working with federal agencies and the federal administration to identify, create and secure new federal grant and funding opportunities. Lobbying Disclosure Act. It is understood that VSA will be required to register on behalf of the City of Fayetteville under the terms of the Lobbying Disclosure Act of 1995 (P.L. 104-65) and any subsequent laws or regulations. Term. In consideration of the performance of these services, the City of Fayetteville shall pay to VSA the sum of $6,250% per month for the period of February 1, 2005 through January 31, 2006, for a total of $75,000 in retainer expenses. The City of Fayetteville further agrees to pay all reasonable costs and expenses incurred by VSA in furtherance of its efforts on behalf of the City, including, but not limited to, copies, facsimiles, couriers, telephone, local transportation and meals directly attributable to those efforts. VSA agrees that these expenses, exclusive of out-of-town travel costs taken solely at the City's direction, shall not exceed $10,000 during the contract term. • • City of FayettevilleNSA 2/05-1/06 Page 2 Notice. The City of Fayetteville shall have the right to terminate this contract after giving VSA 30 days advance written notice. Thomas Lipjl DATE: April 19, 2005 SUBJECT: A Resolution Reauthorizing the Contract for Services with Van Scoyoc and Associates Recommendation A resolution authorizing the renewal of a one-year contract with Van Scoyoc and Associates for the period of February 1, 2005 to January 31, 2006. Background The City of Fayetteville entered into a one year renewable contract with Van Scoyoc and Associates in February 2004. The firm is a Washington D.C. based consulting firm that assists clients with securing federal funding including line -item earmarks and agency -based grants. Each year, the City develops a list of priority projects that qualify for federal support In 2004, Van Scoyoc helped the City Develop six proposals for FY 2005 funding totaling $13.5 million. Of those six requests, the City secured $1.5 million ($500,000 per year over three years) for wastewater improvements. Current Status This year we have developed a list of seven projects for FY 2006 funding totaling $22.15 million including five proposals for the City and two joint proposals between the City and University of Arkansas (summaries attached). Van Scoyoc is already actively lobbying for these proposals. They are also providing written progress reports, e-mail briefings on relevant budget and/or congressional committee activities, and a monthly conference call to provide funding status reports and to help us generate ideas for increasing our chances for securing federal dollars. Currently, the firm is also under contract with the University of Arkansas. Budget Impact The firm works on an annual retainer basis. Contracts are for one year, with a 90 day opt -out clause for both parties. The final price is subject to negotiation each year The agreed upon price for this year is $85,000 (contract copy attached) which is the same contract price for 2004. • • RESOLUTION NO. These funds will be matched with $9.2 million in local funds. Illinois River & Scull Creek Request: $1 M Bill: Interior Appropriations Agency/Acct: USGS and Biological Research Summary: The City of Fayetteville is requesting $1 million for the remediation of Scull Creek to halt further degradation of this tributary that empties into the Illinois River. Fayetteville Regional Wastewater System Improvements Request: $4 M Bill: Independent Agencies Appropriations Agency/Acct• EPA -State and Tribal Assistance Grants (STAG) Summary: The City of Fayetteville requests $4 million to continue the existing initiative of rehabilitation of the regional wastewater collection system. Fayetteville Housing Partnership Request: Bill: Agency: Summary: $1 M VA -HUD (now Transportation — Treasury) HUD — Community Planning & Development The City of Fayetteville is requesting $1 million to address the lack of attainable/affordable single family housing for a significant percentage of the • • population in the city, as identified by the Fayetteville Attainable Housing Partnership Community Law Enforcement Fiber Optic Network Request: $1.2 M Bill: Commerce, Justice, State & Judiciary Agency/Acct: Department of Justice — Community Oriented Policing Services Summary: The City of Fayetteville is requesting $1.2 million for the purchase, installation and implementation of a single -mode fiber optic connection system to communicate effectively and efficiently during an emergency situation while eliminating the potential interruptions in wireless data connection. • • City of Fayetteville — University of Arkansas Joint Projects Arkansas Research & Technology Park Request: $1.1 M Bill: Commerce, Justice, State Appropriations Agency/Acct: SBA — Salaries & Expenses Summary: Catalyzing and sustaining a culture of innovation will require a robust research and development infrastructure that can provide technology -intensive companies access to leading edge research investigators and facilities. To meet this challenge, the University of Arkansas, in cooperation with the City of Fayetteville, the state and region requests $1.1 million within the Small Business Administration to support the creation of the Arkansas Research & Technology Park.
