MOWER CONDITIONER FROM WILLIAMS TRACTOR CO. IN THE
AMOUNT OF $14,699.00 FOR USE BY OM1
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS•
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby
approves the purchase of one (1) Disc Mower Conditioner from Williams Tractor Co. in
the amount of $14,699.00 for use by OMI.

Subject: Purchase of Disc Mower Conditioner from Williams Tractor
RECOMMENDATION: That City Council approve the purchase of a Disc Mower Conditioner for
OMI use from Williams Tractor, per bid #05-21 for $5,699.00 exercising the trade-in option,
purchase price $14699, Tess trade in of $9000.
BACKGROUND This is a replacement for unit #990, a 1998 New Holland Haybine mower
conditioner. While still serviceable, this machine has reached an age (7 years) that daily
dependability is questionable and maintenance cost is nsing. With the opportunity to replace
this machine for 39% of replacement cost, the timing is appropnate to replace it.
The lowest bid from Williams Tractor Co. of Fayetteville meets all specifications.
Funds for this purchase are available in 2005 Fleet Replacement Project Account #02083 —
Tractors and Mowers.
This purchase was approved by the Equipment Committee on March 29, 2005.

Bid #05-21 was opened on March 9, 2005 for one disc mower conditioner for use by OMI hay farm.
Two bid responses were received. A detailed tabulation sheet is attached.
The lowest bid from Williams Tractor Co. of Fayetteville meets all specifications.
I recommend acceptance of the bid from Williams Tractor Co. in the amount of $5,699 exercising the
trade in option.

I recommend acceptance of the bid from Williams Tractor Co. in the amount of $-367493.00 exercising
the trade in option.
This is a replacement for unit # 987, a 1998 Hesston large square baler. While still serviceable, this
machine has reached an age (7 years) that daily dependability is questionable and maintenance cost
is rising. This is the only piece of equipment in the fleet that produces this type of bale. Though large
square bales is a growing market, the market for used balers is limited and I am satisfied that the
trade allowance is reasonable and greater than could be achieved at auction in the fall. Square balers
contain a large number of high wear moving parts in areas where fit is crucial to operation. With the
opportunity to replace this machine for 66% of replacement cost, the timing is appropriate to replace
it.
