CHARLES AVENUE BETWEEN DICKSON STREET AND WATSON STREET TO TWO WAY TRAFFIC; TO CONVERT CHURCH AVENUE BETWEEN CENTER STREET AND DICKSON STREET TO TWO WAY TRAFFIC; TO CONVERT SPRING STREET BETWEEN EAST STREET AND SCHOOL STREET TO TWO WAY TRAFFIC; AND TO ADD PARKING TO THE SOUTH SIDE OF CENTER STREET BETWEEN LOCUST AVENUE AND CHURCH AVENUE BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1: That the City Council of the City of Fayetteville, Arkansas hereby converts St Charles Avenue from Dickson Street to Watson Street to two way traffic. Section 2: That the City Council of the City of Fayetteville, Arkansas hereby converts Church Avenue between Center Street and Dickson Street to two way traffic. Section 3: That the City Council of the City of Fayetteville, Arkansas hereby converts Spring Street between East Street and School Street to two way traffic. Section 4: That the City Council of the City of Fayetteville, Arkansas hereby adds parallel parking spaces to the south side of Center Street between Locust Avenue and Church Avenue. Section 5: That the City Council of the City of Fayetteville, Arkansas hereby removes all currently designated bicycle lanes on Spring Street and Church Street. RECOMMENDATION The Fayetteville Transportation Committee met on Thursday, March 10, 2005 and recommended to the City Council approval of a resolution to convert St. Charles Ave., Church Avenue, and Spring Street from one-way streets to two-way streets and to add parking on the south side of Center Street between Locust and Church. BACKGROUND Last year, the City Council adopted the Downtown Master Plan which included a recommendation to convert most of the one-way streets to two-way streets. Staff evaluated the Downtown Master Plan recommendations and brought forward the first phase to convert the one-way street system. The first phase included streets that would not require significant intersection realignment and signalization changes. The Transportation Committee did not discuss or make recommendations at this time regarding the second phase which includes the streets that enter the Square. This street conversion discussion was delayed until after the redevelopment of the Mountain Inn is completed due to the required partial street closures that will occur on Center, Mountain, and College Ave.. In addition, a capital improvement project will need to be identified and funded to repair and replace sidewalks around the square, realign curb radiuses and flower beds at intersections, and additional signalization improvements at College Ave. BUDGET IMPACT The Transportation Division has programmed street overlays and re -striping for streets to be converted as part of the 2005 overlay program. Additional street signage will be required and will come out of the Transportation Division budget. by os • • RESOLUTION NO. A RESOLUTION TO CONVERT ST.
