A RESOLUTION TO APPROVE TASK ORDER #6 TO A
CONTRACT WITH MCCLELLAND CONSULTING
ENGINEERS, INC. IN THE AMOUNT OF $99,850.00 TO
DESIGN AND OVERSEE THE CONSTRUCTION OF A

FOR THIS PROJECT AND TO APPROVE A BUDGET
ADJUSTMENT IN THE AMOUNT OF $1,079,316.00
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby
approves Task Order #6 to a contract with McClelland Consulting Engineers, Inc. in the
amount of $99,850.00 to design and oversee the construction of a new west side general
aviation apron and sewer line replacement.
Section 2: That the City Council of the City of Fayetteville, Arkansas hereby
approves applications for funding from the FAA and Arkansas Department of
Aeronautics to pay for this project.
Section 3: That the City Council of the City of Fayetteville, Arkansas hereby
approves a budget adjustment in the amount of $1,079,316.00.

WEST SIDE GA APRON IMPROVEMENTS
STATE OF ARKANSAS
COUNTY OF WASHINGTON
This Task Order is written pursuant to the basic agreement entitled CITY OF
FAYETTEVILLE, AGREEMENT FOR ENGINEERING SERVICES, executed on April
30, 2003. The referenced basic agreement pertains to proposed improvements to
Drake Field, Fayetteville's Municipal Airport. This Task Order entered into and executed
on the date indicated below the signature block, by and between the City of Fayetteville
and McClelland Consulting Engineers (MCE) sets forth the project description, project
schedule, and engineering fees related to the West Side GA Apron Improvements,
Drake Field.
SECTION I - PROJECT DESCRIPTION
The project is to consist of the West Side GA Apron (9400 SY) and sewer line
replacement. The services to be performed include: Surveying; Preliminary Design;
Preliminary Cost Estimates; Detailed Design; Construction Admin and Observation
services; Construction Materials Testing; and review fees for State or Federal Agencies.
SECTION II - PROJECT SCHEDULE
From the time the City of Fayetteville issues the Notice To Proceed (NTP), McClelland
Consulting Engineers, Inc. will endeavor to execute the project within the following time
periods:

A. Surveying: 20 calendar days
B. Preliminary Design & Cost Estimates: 50 calendar days
C. Detailed Design, 90 calendar days
D. Advertise for bids: 100 calendar days
SECTION III - SCOPE OF SERVICES
McClelland Consulting Engineers, Inc. shall, generally, provide those services listed in
the basic agreement which are applicable to this specific Task Order. Specifically, the
project is likely to include:
A. Surveying for the West Side GA Apron.
B. Geotechnical Investigation
C. Performing preliminary engineering services for the West Side GA Apron;
formulating preliminary construction cost estimates, and meeting with the City
to discuss the project.
D. Performing the detailed design of the West Side GA Apron.
E Assist the City of Fayetteville advertising for competitive bids and
recommending the award of a construction contract.
F. Construction Administration, Observation and prepare "Record Drawings" for
the completion of construction based upon the Contractor's mark-ups.
G. Construction staking of a baseline.
H. Construction Materials Testing.

project cost including engineering and construction oversight and a 5%
contingency fee estimated to be $1,079,316.00. A budget adjustment is
required. The Airport Board approved the project at their March 11, 2005
meeting.
RECOMIVIENDATION: Approve and execute by signature of the Mayor, Task
Order #6 with McClelland Consulting Engineers, Inc. for services in conjunction
with a new West Side General Aviation Apron and a budget adjustment in the
amount of $1,079,316.00. Direct Airport Staff to apply for and receive FAA and the
State of Arkansas Department of Aeronautics grant funding to complete the project.
The Airport Board approved the project at their March 11, 2005 meeting.
BACKGROUND: The project will increase the available ramp for aircraft parking
and will develop sites for future hangar development to support general aviation
aircraft maintenance, storage and specialty businesses. The site is particularly
suitable for the project as it is located on South School with easy access for

new hangars to accommodate the growth anticipated as executive and corporate air

and includes an additional fence around the fuel storage area.

RECOMMENDATION: Approval of Change Order #4 to reduce the project cost by
$10,068.25 and adding a fence around the fuel storage area for additional security.

BACKGROUND: This project is complete and the punch list has been completed. The
project is essentially complete. With approval of this change order the work to install the
fence can be completed and final payment made.
The new fence is needed to control access to the fuel storage area.
BUDGET IMPACT: Project came in under budget and on schedule. This change order
allows for additional work to improve airport security. No adverse budget impact.

The following changes are hereby made to the CONTRACT DOCUMENTS:
1. Add Bid Item No 1-54 for the relocation of 5 Ft. Chain Link Fence to enclose the Fuel Farm Area 115 LF at $ 13.00 per LF.
Add cost of $ 1,495.00 to the contract.
2. Add Bid Item No 1-55 for new 5 Ft. Chain Link Fence to enclose the Fuel Farm Area for 39 LF at $ 21.05 per LF.
Add cost of $ 820.95 to the contract.
3. Add Bid Item No 1-56 for the new 5 Ft. tall by 12 Ft. Double Gate to enclose the Fuel Farm Area at 1 EA at $ 360.50 per EA.
Add cost of $ 360.50 to the contract.
4. Adjust the original Plan Quantities to the actual quantities used for the project to date as detailed on the attached page 2 of
this Change Order. Deduct cost of $12,744.70 from contract.
Justification:
1.-3. The Owner wished to enclose the Fuel Farm Area with Chain Link Fence and a Gate to prevent unauthorized entry into
the Fuel Farm.
4. Reconcile the original plan quantities to the actual quantities used to date for this project.
