• • RESOLUTION NO. 38-05 A RESOLUTION APPROVING A LETTER CONTRACT IN THE AMOUNT OF $19,300.00 WITH GARVER ENGINEERS, LLC FOR PROFESSIONAL SURVEYING SERVICES FOR THE TOWNSHIP STREET WIDENING PROJECT. BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1. That the City Council of the City of Fayetteville, Arkansas hereby approves a Letter Contract in the amount of $19,300.00 with Garver Engineers, LLC for professional surveying services for the Township Street widening project. A copy of the Letter Contract, marked Exhibit "A" is attached hereto and made a part hereof. PASSED and APPROVED this 1st day of March 2005. This letter will describe our proposed scope of services, performance schedule, and payment terms. Scope of Services We understand that you currently want us to provide field work for design surveys for the proposed Township Road improvements, consisting of: DESIGN SURVEYS • Topographic survey of all items located within 100' of existing road centerline starting 150' west of Gregg Avenue and extending to a point 300' east of College Avenue. • Topographic survey of all items located within 75' of existing centerline of Green Acres Road extending 300 feet south of Township Road. • Topographic survey 50' each side of the centerline of existing creek extending 300' upstream and downstream from centerline of existing road. • Locate the front footprint of all existing buildings along Township located within 150' of existing road centerline. • Locate existing visible or marked underground utilities via ARKUPS. • Remove manhole lids and obtain elevations of existing utilities, e.g. sanitary sewer, storm sewer, telephone, cable TV, etc. • Locate and identify the size and species of existing trees. • Establish a minimum of 4 temporary benchmarks along the project corridor. • Tie survey to a City of Fayetteville survey monument and a section corner. • Survey shall be submitted in the City of Fayetteville coordinate system. • Utilize the City of Fayetteville Eagle Point coding library. • Tie survey to AHTD control for Gregg Avenue widening project so that the City's design plans will match the AHTD plans. ADDITIONAL SURVEYS • Recover and locate existing right-of-way pins and property corners along the right-of-way. Right of entry to the property. 2. Obtain AHTD plans for Gregg Avenue. 3. Contact and coordinate with ARKUPS for utility locates and pay ARKUPS required fees. 4. Previous available surveys, reports, etc. For clarification, our proposed scope of services for this survey does not include the following: 1. Wetlands identification or mitigation design or other work related to environmentally or historically (culturally) significant items. 2. Acquisition documents for new right-of-way or easements. 3. Flood Zone Designation. Consistent with the terms of this agreement, any of these or other services can be added with your written direction. Schedule We will accomplish the work within forty-five working days of receipt of notice to proceed. Payment Terms City of Fayetteville agrees to pay Garver Engineers the lump sum fee of $16,300.00 for DESIGN SURVEYS as described in this agreement. If required, the City of Fayetteville agrees to pay Garver Engineers an additional lump sum fee of $3,000.00 for ADDITIONAL SURVEYS as described in this agreement. City of Fayetteville will pay Garver Engineers' monthly statements, based on the proportion of the total scope of services accomplished, within 60 days of receipt of the statement. Please indicate your acceptance of this proposed contract and authorization to proceed by signing in the space provided below. BACKGROUND The widening of Township Road is listed in the 2004 - 2008 Capital Improvements Program as the number one priority for years 2005 & 2006. It is urgent that topographic survey work begin now, so that in-house road design services will not be delayed. Since the City Surve'or position is currently vacant, the Engineering Selection Committee met on January 20 and chose the local firm of Garver Engineering to provide these services. Garver has successfully provided these services to the City on other CIP projects. DISCUSSION The professional services contract has allotted 45 working days after the Notice to Proceed to complete the survey work. Therefore it is imperative to initiate and complete this survey work so that the road design process may begin for developing construction plans for the widening of Township Road. BUDGET IMPACT Funds of $1,030,000 are available from FY 2004 & FY 2005 as this project was budgeted as part of the 2004 - 2008 Capital Improvement Program. Additional funds of $1,050,000 are programmed for FY 2006. • • RESOLUTION NO.
