A RESOLUTION APPROVING THE PURCHASE OF ONE (1)
DOUBLE DRUM VIBRATORY ASPHALT ROLLER FROM J. A.
RIGGS TRACTOR CO. IN THE AMOUNT OF $38,800.00 FOR USE
BY THE TRANSPORTATION DIVISION.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas
hereby approves the purchase of one (1) double drum Vibratory Asphalt Roller
from J. A. Riggs Tractor Co. in the amount of $38,800.00 for use by the
Transportation Division.

Subject: Purchase of double drum Vibratory Roller for Transportation
RECOMMENDATION: That City Council approve the purchase of one double drum Vibratory
Roller for Transportation Division from J.A. Riggs Tractor Co. of Springdale
BACKGROUND: This is a replacement for #65, al993 Ferguson static drum roller. This roller
has reached an age that it is not dependable for daily use. Current vibratory technology
produces a superior asphalt surface. Four bids were received. The bid from Riggs Tractor was
the third lowest. The two lower bids were deficient as described in the attached letter to the
Equipment Committee. I recommend acceptance of the bid from Riggs Tractor Co. in the
amount of $38,800.
Funds are available for the purchase of this roller in Shop Replacement Construction
Equipment, Project #02077.1
The Equipment Committee meeting was rescheduled from January 25, 2005 to January 31,
2005. We anticipate approval of this request by the Equipment Committee at that meeting.

Building Safety, Unit 2043, was destroyed in a recent accident. Insurance settlement of $15,375 was
received. Meter Division is authorized one expansion unit in the 2005 budget.
Meter Division, Units 279, 2008, 2014, 2016 will be reassigned to replace older units in other divisions
with lower utilization. These are 1996 — 1999 models with 70-100,000 miles.
Funds for this purchase are available in 2005 Fleet Replacement Project Account 02078 —
Light/Medium trucks.
Bid #05-05 was opened on January 11, 2005 for one compact 4X4 utility vehicle to be used by

I recommend acceptance of the lowest bid from Landers Honda in the amount of $18,021.02 for one
2004 Honda Element. Honda is currently making the model year change on this product and there is
no noticeable difference. Delivery will be approximately 45 days sooner on the 2004.
This is a replacement for unit #151, a 1996 Ford Crown Victoria former police car with 108,000 miles
that is no longer dependable or economical for regular daily use.
Funds for this purchase are available in 2005 Fleet Replacement Project Account 02081 —
Police/Passenger Vehicles.
