BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1. That the City Council of the City of Fayetteville, Arkansas hereby approves the purchase of one (1) trailer from Lufkin Trailers in the amount of $19,600.00 for hauling sludge from the Noland Wastewater Treatment Plant. A budget adjustment is attached which moves funds from one project to another within the same account. Background. The Noland Wastewater Treatment Plant has seen an increase in sludge production in the last two years. OMI currently hauls an average of eighteen loads of sludge weekly to the Browning Ferris Industries (BFI) landfill in Porter, Oklahoma. This is a round trip of 250 miles for the three dedicated tractor trailer trucks and trailers. As a backup, when one of their items of' equipment is down for maintenance or when sludge production exceeds OMI's organic hauling capacity, OMI had contracted with HMI to haul sludge on an on-call basis. Immediate Circumstance. This fall, HMI increased their hauling fee by 40%. Combined with the increased hauling requirements, this price increase makes it no longer cost effective to use third party on-call hauling. HMI is the only company that has thus far responded to requests for quotes for hauling, as few hauling companies have trucks that can haul sludge and none want to have an empty trailer on stand by for on-call work. As a result, the plant is falling further behind every day in sludge hauling. If the situation is not resolved, over the Christmas weekend all trailers could possibly be full. If that happens. we will have to place sludge in dump trucks for transfer to temporary storage on concrete slats at the Noland WWTP site. While this is legal, it is terribly inefficient and very undesirable. Solution. OMI began searching for trailers to purchase to carry the sludge. Given the over the road nature of the hauls, they evaluated both used and new. Due to the intermittent need for an additional trailer, a used unit would seem the most cost effective. The best used trailers they found arc listed below. Given (I) the City's immediate need; (2) other agencies were considering purchasing the trailer; and (3) the local trailer was a very good price, OMI and Staff felt it was prudent to request immediate approval for the purchase of this trailer.
