BACKGROUND The Fayetteville/Springdale Arca Transit Authority was established in 1988 (Resolution 34-88 attached). The Authority has been defunct for some time now. The request to dissolve the organization was made by Mr. George Butler, Washington County Attomey (attached). DISCUSSION The OLark Regional Transit Board voted unanimously to dissolve the Authority on November 30, 2005. In addition to that Board action, dissolution will require resolutions from the governing bodies of Fayetteville, Springdale, Greenland, and Washington County as well as a two-thirds vote of the Authority's Board. As you all know, it became defunct many years ago and the University of Arkansas no longer receives its funding through the old authority. I do not believe the Old Authority has any assets. Unless anyone thinks otherwise, I suggest that the Old Authority be dissolved if for any reason just to clean up the records. Please let me know you position in this regard as soon as possible. WHEREAS, the Fayetteville Board of Directors encourages the development of public transportation systems using available state and federal funds to better serve the needs of the Fayette- ville/Springdale urban areas; and WHEREAS, the University of Arkansas' desire to expand the University's transit system to better serve the transportation needs of students, faculty, and staff in areas of Fayetteville which are not adjacent to the campus; and WHEREAS, the possibility exists that the University transit system may be expanded to serve persons not associated with the University; and WHEREAS, the establishment of an be beneficial to the community. NOW, THEREFORE, BE IT RESOLVED BY THE CITY OF FAYETTEVILLE, ARKANSAS: S1. That the Board of Directors hereby supports the growth and development of public transportation through the provision of mass transit services in those areas where the need exists. §2.
