A RESOLUTION TO AUTHORIZE BIDS AND APPROVE
THE LOWEST QUALIFIED BID RECEIVED FOR THE
DEMOLITION AND DISPOSAL OF THE WALKER HOUSE
LOCATED AT 901 SOUTH COLLEGE AVENUE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby
authorizes the Building Services Division to solicit bids for the demolition of the Walker
House at 901 South College Avenue and to accept the lowest qualified bidder for this
project.
PASSED and APPROVED this 6th day of September, 2005.

SUBJECT: Demolition of the Walker House
Recommendation:
Because of the presence of toxic residue from mold contamination, Staff
recommends that the Walker Housc be slated for demolition, and that bids be solicited for
this work. We are asking the Fayetteville City Council to approve these actions.
Background:
On May 3, 2005, the Fayetteville City Council authorized the partial renovation of
the Walker House (901 South College Avenue, adjacent to the Senior Citizen's Center)
with a budget of $33,738. Before this work was to commence, Building Services
Division (as is its policy) tested the structure for the presence of any hazardous materials
or conditions.
Testing found that the building contains a large amount of mold. This virulent
mold is of the Aspergillus variety, and its residue is considered toxic. The opinion of our
consultant, Cindy Hammons (whose report is attached), is that the building is currently
unsafe for habitation and should be considered for remediation or demolition. The
Building Services Staff concurs with this opinion, and feels that this structure should be
razed.

Rehabilitation of the building could cost in excess of $97,000. The interior of the
building would have to be entirely gutted to the frame and the exposed surfaces treated
with an approved fungicide. New insulation, finishes, and electrical components would
then be required. 1t is most doubtful that the benefit of the building would support this
large investment.
Budget Impact:
The cost of the demolition and disposal of the Walker House is predicted to be
Tess than $16,000. After City Council approves demolition, Staff will seek bids in
compliance with applicable purchasing policies and procedures. The funds are presently
budgeted and reside in fund 02089.

On 6-22-05, a mold evaluation was conducted at the residence located at 901 Wood,
Fayetteville, AR, per your request. The following report is provided for your review.
There was a strong odor of mold throughout the residence and in the garage.
There are visible water damaged areas inside the residence as well as visible mold growth
inside the residence. Tape liR samples were collected and examined microscopically at
400X magnification.
The primary mold identified throughout the residence was Aspergillus. Aspergillus has
been identified as a potential water indicator mold as well as a potential toxigenic mold.
See attached photos. Even if the exterior repairs are made, the mold conditions as they
exist now would make the residence unsafe for occupancy.
Recommendations:
Removal of all floor coverings
Removal and replacement of damaged drywall (including the garage area
Professional cleaning of all surfaces—treat with EPA registered fungicide
Certified inspection of the HVAC unit—the unit is located in the crawlspace, the
crawlspace was in 2-3 inches of standing water on the day of the inspection
Inspection to determine the cause of standing water in the crawlspace
Air sampling for mold once the cleaning and repairs are completed
