RECOMMENDATION Fayetteville Parks and Recreation Advisory Board (PRAB) and Parks and Recreation Staff recommend money and land as the Park Land Dedication requirement for Devonshire Manor. BACKGROUND The Devonshire development is located south of Highway 16 and west of 54th Street adjacent to the proposed west side wastewater treatment plant. The owner is Atlas Construction and the engineering firm is Project Design Consultants, Inc. The development contains 127 single-family units on 45.68 acres. The requirement for park land is 3.048 acres or money in lieu is 570,485. Legacy park land is located approximately % mile to the west. The Park Land Dedication Ordinance states if a major development is over 40 acres or 100 units, the requirement is land. i..11owever, if the Parks and Recreation Advisory Board determines that a neighborhood park is not feasible or advisable, it may recommend to the City Council that a cash contribution pursuant to our ordinance be accepted in lieu of land dedication. The City Council will either accept the recommendation for a cash contribution or return the subdivision plat to the Parks Board with instructions or further study.. (Unified Development Ordinance No. !66.03K) Parks and Recreation Staff met with the owners to evaluate the site and reach an agreement on the location and size of the proposed park land. The development was presented to the Parks and Recreation Advisory Board on January 3, 2005. • • DISCUSSION The Parks and Recreation Staff and PRAB recommend a combination of money and land for the Park Land Dedication requirement. Approximately 2.48 acres of land for a future neighborhood park will be dedicated. The remaining money -in -lieu contribution of S 13,135 will be used for park improvements in the southwest park district. This decision is based upon the potential acquisition of additional park land to the north of the proposed development. If you have any questions, please call me at 444-3472. Mihalevich presented the development proposal. Pawlik Holmes asked if this was to extend park out of Double Springs land. Bailey asked if the Wastewater land is to the SE Hatfield replies yes to both questions. Mauritson moved to accept staff recommendation of money and land 2.03 acres in contingent with a waiver from City Council.
