BACKGROUND The Laureate Fields Subdivision, previously known as the Schlegel property is located on Salem Road, west of Deane Soloman Road and south of Howard Nickell Road. The owner is Tracy Hoskins of Paradigm Development and thc engineering fimi is Milholland Company. The development contains 211 single family units on 72.5 acres. The requirement for park land is 5.064 acres or money in lieu is $117,105. The development was originally approved by the Parks and Recreation Advisory Board (PRAB) on June 7, 2004 and approved again on August 10, 2004 with the proposal for resolution no.136.04. The resolution states the following: Resolution to accept a waiver of the Park Land Dedication Ordinance and accept a combination of land and park developrnu t for Laureate Fields Subdivision (Schlegel Property): approval of a Cost Share Agreement with Paradigm Development: and a waiver of the Competitive Ridding Process. DISCUSSION 1 he proposed 5.064 acres of park land will be located approximately A mile to thc cast of Laureate Fields to the owner's development called Park West at the Audubon. Additionally, Clabber Creek Trail is shown on the Fayetteville Alternitive Transportation and Trail plan along the cast side of Laureate Fields and will provide a paved connection from Laureate Fields to Park West at the Audubon. BUDGET IMPACT This resolution will void $22,200 in potential green space funds, originally to be used for the development of the park at Laureate fields, but the total required park land will be provided at Park West at the Audubon. Laureate Fields, a subdivision that the Parks Board has previously reviewed and approved for land dedication, is being revised at the request of the Owner/Developer in -part to provide more desirable Park accommodations to residents of Laureate Fields and to the community by means of connectivity to the City's Master multi -use Trail System and whereby larger land masses for recreational opportunities can be made a reality. The proposed Land Bank will be set within the proposed Park West Development, having a land mass area of approximately 120 acres, were opportunities exist for trail head corridors connecting areas of mixed use (commercial, office - residential, multi -family, and single family, etc.) with open park lands were more active use possibilities exist. Laureate Fields is being revised to have 211 single family residential lots. Calculating 211 residential homes at the base unit of 0.024 acres, 5.064 acres of Park land dedication is required. There currents exists in combination with the City's Master Trails System Plan, 3.195 acres of Park Land credits in the Park West Development. In the Concept PZD, additional park lands will be provided, approximately 12.78 acres 1t is highly possible that as development progresses additional park lands for banking can be realized, especially along the project site's south boundary and southeast corner. Thcrc exist the opportunity for a variety of recreational experiences through this proposed project. As linkages of the Master Trail System become a reality, the designation of Park West for i combination of reasons and experiences will become a featured jewel of Fayetteville and the Parks Department. Present: Parks and Recreation Advisory Board members Hill, Bailey, Harrison Mauritson, and Pawlik-Holmes; City staff Mihalevich, Edmonston, Coles, Whillock; Millholland (Milholland Engrs), Jefcoat (MCO), Hoskins (Paradigm Development); and D. McAlister and Mrs. Benedict from the surrounding property. 1. 1. Developer's Comments: Justification: On August 10, 2004, PRAB recommended accepting a combination of park land and money in lieu for Laureate Fields Subdivision. Since then, the subdivision has undergone revisions that increased the number of lots. The change is considered substantial and is required to come back before PRAB. April 26, 2005 / 1 Hill explained that the plan is to combine both parcels from Laureate Fields and Park West into one park to fill the park land requirements for both developments. Bailey asked what the total number of acres would be after the two pieces are combined. Jefcoat stated that total amount will be 12.7 acres. Hoskins said to remember the roads and trails are still conceptual but the Fayetteville trail system will run across the south side of the property. Coles interjected that the City already holds that trail easement. Mauritson, representing Mrs. Benedict who owns Bio -tech Pharmaceutical, stated that her desire would be for the developers to consider a buffer zone around her property which is located on the north side of the development. Bailey said he sees no problem with the transfer provided in the end there is enough acreage to have a park. Hill clarified that the purpose of the special meeting was to vote on the transfer of the property from Laureate Fields Mauritson requested some clarification of the transfer process. Hoskins explained that this is to allow a combining of the trails and parkland to provide or a larger park instead of multiple smaller ones. He also stated that there is some interest in including some tree preservation areas. He also stated that at some point as the process continues they may begin offering money -in -lieu rather than giving up more actual acreage. He said they are hoping to have the tree preservation ordinance revisited and see if there's a way to combine the park ordinance and tree preservation ordinance so as not to 'kill' the developer. Mauritson stated the tree preservation ordinance is a separate issue from park land and tree preservation areas cannot be parkland due to diverse requirements for the land use. Hill asked that in consideration of time to have a motion made. PRAB Motion: Pawlik-Holmes moved to accept staff recommendation to transfer five plus acres from Laureate Fields to the proposed Park West development park land which is a size and location yet to be determined. The motion was approved 5-0-0 with Hill, Bailey, Harrison, Mauritson and Pawlik-Holmes voting 'yes' and Langsner, Davidson and Marley absent for the vote. Fayetteville Parks and Recreation has completed another trail project, Lake Fayetteville spillway bridge and multi -use trail. As you may already know, Lake Fayetteville has as a 5.5 mile soft surface nature trail that circles the lake. The new trail project completes this loop for trail users of all abilities by providing a paved multi -use trail and bridge over Clear Creek, just below thc spillway. Lake Fayetteville spillway bridge and multi -use trail connects Veterans Park on the south side of Lake Fayetteville to the softball complex on the north. The trail will allow people of all abilities to experience the beauty and wildlife of Lake Fayetteville that before were only accessible by hiking or mountain bike. The trail will also create a valuable link to other Fayetteville trails. This trail section adds to the recent success of trail expansion, and is only the beginning of more trails to come. The Grand Opening will be held June 30'", 2005 at 4:30 p.m. The ribbon cutting will take place on thc trail near the south end of the dam. Parking will he available at Veterans Park and the softball complex, located on the north side of the lake. The Festivities at the Grand Opening will include a bike giveaway, guest speakers, food, watermelon eating contest, music, and much more.
