RECOMMENDATION Fayetteville City Administration recommends approval of a resolution authorizing the purchase of one portable, hydraulic -powered centrifugal pumping unit from the sole bidder Thompson Pump and Manufacturing Company for $24,431.50 (bid opening December 14, 2004). BACKGROUND In 2003 Fayetteville voluntarily ceased the application of liquid sludge on the City's sludge management site, opting to dewater and landfill the wastewater residuals from the Noland Wastewater plant. This changed sludge management plan eliminated the use of the high-energy sludge digestion units, required for land application of wastewaster sludge. During the latter months of 2003, wastewater plant operations completed the transition process, landing applying all liquid sludge that was in the various tanks as of July 1, 2003. The lower levels of material in the existing tanks is composed of intert grit materials that could not be land applied, but require proper disposal After evaluating available options, it has been decided that the most economical means of grit disposal for the sludge digestion basins is to blend small amounts of the grit material with the dewatered sludge, allowing the grit to be disposed of at the sanitary landfill. Were the City to simply contract out the grit removal and disposal to a private contractor, Black and Veatch estimated the cost to be $180,000.00. To avoid this large disposal cost, OMI has agreed to perform this activity as part of normal operations, provided that the city purchase this portable pumping unit to transfer grit from the digester to the sludge truck's trailer. The net costs to the city by utilizing OMI to dispose of the digester grit is predicted at $97,500.00 ($24,500 for the pump, $9,000.00 in labor and $64,000 in landfill tipping charges). The labor and landfill charges are expected to be absorbed by the 2005 treatment plant operating budget; therefore the only additional costs to Fayetteville is the purchase of the portable pumping unit at $24,431.50. Since funds had been set aside in 2004 for this pump's purchase and the residual balance is to be rebudgeted in 2005; this activity has no real budget impact. DISCUSSION The plan for disposal of the sludge digester grit is an effective and economical alternative. BUDGET IMPACT The purchase of this equipment was budgeted for 2004 and could not be completed by the end of the fiscal year. Necessary funds are proposed for re -budget in 2005. • • RESOLUTION NO. Check hydraulic oil level. % Check hydraulic hoses for kinks or cuts Check return filter gauge. Should be less than 25PSI after warm-up. Check hydraulic oil temperature gauge (set at 180'F, Max.). Replace retum filter element. Check needle valve (pressurized system). Check relief valve setting. Send hydraulic oil sample to oil supplier for analysis.
