Subject: Resolution authorizing purchase of a portable hydraulic -powered centrifugal
pumping unit from the sok bidder, Thompson Pump and Manufacturing Company.
RECOMMENDATION
Fayetteville City Administration recommends approval of a resolution authorizing the purchase
of one portable, hydraulic -powered centrifugal pumping unit from the sole bidder Thompson
Pump and Manufacturing Company for $24,431.50 (bid opening December 14, 2004).
BACKGROUND
In 2003 Fayetteville voluntarily ceased the application of liquid sludge on the City's sludge
management site, opting to dewater and landfill the wastewater residuals from the Noland
Wastewater plant. This changed sludge management plan eliminated the use of the high-energy
sludge digestion units, required for land application of wastewaster sludge. During the latter
months of 2003, wastewater plant operations completed the transition process, landing applying
all liquid sludge that was in the various tanks as of July 1, 2003. The lower levels of material in
the existing tanks is composed of intert grit materials that could not be land applied, but require
proper disposal After evaluating available options, it has been decided that the most economical
means of grit disposal for the sludge digestion basins is to blend small amounts of the grit
material with the dewatered sludge, allowing the grit to be disposed of at the sanitary landfill.
Were the City to simply contract out the grit removal and disposal to a private contractor, Black
and Veatch estimated the cost to be $180,000.00. To avoid this large disposal cost, OMI has
agreed to perform this activity as part of normal operations, provided that the city purchase this
portable pumping unit to transfer grit from the digester to the sludge truck's trailer. The net costs
to the city by utilizing OMI to dispose of the digester grit is predicted at $97,500.00 ($24,500 for
the pump, $9,000.00 in labor and $64,000 in landfill tipping charges). The labor and landfill
charges are expected to be absorbed by the 2005 treatment plant operating budget; therefore the
only additional costs to Fayetteville is the purchase of the portable pumping unit at $24,431.50.
Since funds had been set aside in 2004 for this pump's purchase and the residual balance is to be
rebudgeted in 2005; this activity has no real budget impact.
DISCUSSION
The plan for disposal of the sludge digester grit is an effective and economical alternative.
BUDGET IMPACT
The purchase of this equipment was budgeted for 2004 and could not be completed by the end of
the fiscal year. Necessary funds are proposed for re -budget in 2005.

CONDITIONS OF SALE
This LIMITED WARRANTY is extended only to the original consumer/purchaser of products manufactured by Thompson Pump &
Mfg., Co., Inc., P.O. Box 291370, Port Orange, Florida, 32129-1370. Telephone number: 386-767-7310.
Thompson Pump & Mfg., Co., Inc, hereinafter referred to as "Thompson", warrants the products it manufactures to be free of defects
in materials and workmanship. The warranty extends only to the original consumer/purchaser, hereinafter referred to as "Consumer",
and commences on the date of sale to said Consumer and remains in effect for a period of twelve (12) months.
THIS WARRANTY DOES NOT COVER:
a. Adjustment or replacement of maintenance items and wear parts, such as but not limited to, seals, bearings, lubrication and
filters.
b. Any work performed to correct malfunction caused by misuse, negligence or disregard of Thompson's written instructions
concerning installation, operation and maintenance of i13 produces.
c. Additional service work performed above that which is required to satisfy warranty requirements.
d. Transportation charges, haul -out, travel lime, loss of use, or other consequential charge or damage.
e. Any damage caused by sand or abrasive materials, chemical deposits, corrosion, hazardous waste or material, acts of God or
other outside forces beyond the control of Thompson.
f. Engines, electric motors and other items not of our manufacture. Warranty on those items, if any, is the warranty of the
manufacturer of such items.
g. Repairs or replacement made without authorization from Thompson or repairs made other than at a service facility designated by
Thompson.
h. Delivery schedules are not covered by any warranty terms, and all dates given are approximate and subject to change without
notice.
In the event of any breach of the warranty, the original Consumer must deliver or ship the defective unit or parts, freight prepaid, to
the factory or any of the Thompson authorized parts and service centers, providing prior permission is obtained front the factory.
Thompson agrees that it will replace or repair (at our option) any such unit or parts where the defect results from a breach of its
warranty without charge to the original Consumer, provided said defect occurred within the warranty period. Thompson or the
authorized service repair centers will not be responsible for the cost of the units or parts and the shipment of said unit or parts to or
from Thompson's plant or service centers.
Thompson's warranty obligation with regard to equipment not of its own manufacture is limited to the warranty actually extended to
Thompson by its suppliers. Should a failure of such motor or engine occur during the warranty period, the original Consumer must
notify Thompson Pump & Mfg., Co., Inc., Port Orange, Florida and follow the instructions given. THIS WARRANTY DOES NOT
COVER REPAIRS OR REPLACEMENT MADE WITHOUT NOTIFICATION TO THOMPSON PUMP & MFG., CO., INC.
THIS WARRANTY IS EXPRESSLY IN LIEU OF ANY OTHER EXPRESS OR IMPLIED WARRANTIES INCLUDING ANY
IMPLIED WARRANTY OF MERCHANTABILITY OR FITNESS FOR A PARTICULAR PURPOSE AND OF ANY OTHER
OBLIGATION ON THE PART OF THE SELLER. NO AGENT, EMPLOYEE OR REPRESENTATIVE OF THE SELLER HAS
ANY AUTHORITY TO BIND THE SELLER TO ANY AFFIRMATIONS, REPRESENTATION OR WARRANTY CONCERNING
THE PRODUCT SOLD UNDER THIS WARRANTY. THERE ARE NO WARRANTIES WHICH EXTEND BEYOND THE
DESCRIPTION ON THE FACE HEREOF. IMPLIED WARRANTIES, WHEN APPLICABLE, SHALL COMMENCE UPON THE
SAME DATE AS THE EXPRESS WARRANTY ABOVE AND SHALL, EXCEPT FOR WARRANTIES OF TITLE, EXTEND

Thompson Pump & Mfg., Co., Inc., shall not he liable for incidental or consequential loses and damages under the express warranty,
any applicable implied warranty or claim for negligence, except to the extent that this limitation is found to unenforceable under
applicable state law.
Some states do not allow the exclusion or limitation of incidental or consequential damages, so the above limitation or exclusion may
not apply to you.
This warranty gives you specific legal rights, and you may also have other rights, which vary from stale to state.

OPERATIONAL DO'S AND DON'TS
DO:
1. Set-up power unit level and open suction ball valve.
2. Check needle valve (must be fully open before starting or stopping power unit).
3. Set-up hydraulic hoses as straight as possible.
4. Make sure all hydraulic hose connections are clean and tight. (Must be tightened with wrench.)
5. Lift pump only by the lifting bails mounted either on top or at the side of the pump head.
6. Check fuel supply.
7. Report any unusual noise in hydraulic system.
8. Allow unit to wane before closing the needle valve to pressurize the system.
9. Follow EPA and other government regulations regarding environmental hazards.
10. Follow instructions on form no. FM746: Maintenance Schedule for Diesel Engines.
11. Follow instructions on maintenance schedule below for pump head and power unit.
DON'T:
1. Start-up or shut -down engine with needle valve in closed position.
2. Disconnect or re -connect quick couplings while system is pressurized.
3. 'By-pass engine or hydraulic system shut -down switches.
4. Operate system if hydraulic oil leaks develop.

12. Lift pump head by pulling on hydraulic hoses.
13. Allow hydraulic pressure to exceed 3000PSI.
14. Stand in path of hydraulic hoses when pump is in operation -

16. Mix std. Petroleum Hydraulic Oil with Biodegradable Hydraulic Oil
17. Don't operate HPU when retum filter gauge exceeds 25PSI after warm up

MAINTENANCE SCHEDULE
PUMP HEAD:
% Check water discharge hose for debris or clogging.
% Inspect for free rotation of impeller.
Knep suction strainer free of debris.
% Check hydraulic whip hoses (no kinks or cuts).
% Check quick disconnects (must be clean and sand -free).
Check for al ,eaks.
Quick disconnects must be wrench -tightened and bottomed.
Inspect hp seal, wearplate and cut water
Check hydraulic motor performance.
Inspect bearing housing, bearings and seals. Replace as necessary.
POWER UNIT:
% Check water discharge hose for debris br Clogging.
Inspect all hoses and fittings.
Check hydraulic oil level.
% Check hydraulic hoses for kinks or cuts
Check return filter gauge. Should be less than 25PSI after warm-up.
Check hydraulic oil temperature gauge (set at 180'F, Max.).
Replace retum filter element.
Check needle valve (pressurized system).
Check relief valve setting.
Send hydraulic oil sample to oil supplier for analysis.
Remove, dean and attach magnetic straps to sump filter.
Inspect quick disconnects.
