RESOLUTION NO. 106-05
A RESOLUTION APPROVING A LUMP SUM
ALLOCATION IN THE AMOUNT OF $569,845.00 FOR THE
PURCHASE OF EASEMENTS REQUIRED FOR
WASTEWATER SYSTEM IMPROVEMENTS PROJECTS
(WSIP) WL -1, WL -2, AND WL -3; AND APPROVING A 10%
PROJECT CONTINGENCY IN THE AMOUNT OF
$56,985.00.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas, hereby
approves a lump sum allocation in the amount of $569,845.00 for the purchase of
easements required for Wastewater System Improvements Projects (WSIP) WL -1, WL -2,
AND WL -3.
Section 2. That the City Council of the City of Fayetteville, Arkansas, hereby
approves a 10% project contingency in the amount of $56,985.00.

Subject: Approval of a lump sum plus 10% contingency to purchase easements
based on completed appraisals for Wastewater system Improvements
Project WL -1 (Gregg to Old Wire Road to Gregg Lift Station), WL -2
(North Street to Van Asche Pond Drive), and WL -3 (Porter Road to New
Hamestring Lift Station).
RECOMMENDATION : Staff recommends approval of purchase of the easements for
WL -1, WL -2, WL -3 This recommendation was preceeded by a thorough review of
alternate routing and/or alignment of the subject wastewater conveyances.
BACKGROUND: As part of the Wastewater Systems Improvement Project (WSIP) the
City of Fayetteville has undertaken to build or replace wastewater conveyances in the
Illinois River drainage basin to reduce, I/I, allow for additional collection system storage,
and upgrade wastewater collection system capacity. The easements, consisting of both
temporary construction easements (TCE's) and permanent easements (PC's), required are
those properties where the wastewater lines will be placed or properties required for
access into the alignment areas where the wastewater lines will be placed.
WL -1 -The project and associated easements provide for the construction of 16,282 linear
feet of gravity sewer main, 8 -inch through 36 -inch diameter, mostly 24 -inch through 30 -
inch, 60 new manholes, removal and/or abandonment of 34 manholes, 632 linear feet of
48-nch bore and case, 503 linear feet of 42 inch bore and case, 160 linear feet of 36 -inch
bore and case, creek crossings and related work, along Mud Creek in the northeast part of
Fayetteville, AR.
WL -2 -The project and associated easements cover construction of the Gregg Avenue
Interceptor. The scope includes construction of approximately 1,182 feet of 48 -inch
gravity sewer main, 6,001 feet of 33 -inch gravity sewer main, 5,824 feet of 27 inch -
gravity sewer main, 3,196 feet of 24 -inch gravity sewer main, 253 feet of 8 -inch gravity
sewer main, approximately 70 manholes, removal or abandonment of approximately 3
existing manholes, a bored highway crossing, creek crossings and related.
WL -3 -The project and associated easements cover the Hamestring Interceptor The
scope includes construction of approximately 14,700 feet of gravity sewer main, mostly
24 -inches in diameter, approximately 54 new manholes, removal or abandonment of
approximately 42 existing manhles, a bored highway crossing, creek crossings and
related work.

City Council Meeting of May 3, 2005
DISCUSSION: WL -1 and WL -3 will be bid out this year to aid in upgrading collection
system capacity by reducing I/I and adding storage due to larger diameter lines.
BUDGET IMPACT: Payment for easements will be from the 3/4 —cent sales tax bond
election held on November 6, 2001 for the Wastewater System Improvements Project.
Funding through the Arkansas Soil and Water Conservation Commission will not be used
to fund this expense. The $626,830.00 requested for these services is 0.005% of the
$125,000,000.00 budget allocated for the Wastewater System Improvements Project.

A RESOLUTION APPROVING A LUMP SUM
ALLOCATION IN THE AMOUNT OF $569,845.00 FOR THE
PURCHASE OF EASEMENTS REQUIRED FOR
WASTEWATER SYSTEM IMPROVEMENTS PROJECTS
(WSIP) WL -1, WL -2, AND WL -3; AND APPROVING A 10%
PROJECT CONTINGENCY IN THE AMOUNT OF
$56,985.00.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas, hereby
approves a lump sum allocation in the amount of $569,845.00 for the purchase of
easements required for Wastewater System Improvements Projects (WSIP) WL -1, WL -2,
AND WL -3.
Section 2. That the City Council of the City of Fayetteville, Arkansas, hereby
approves a 10% project contingency in the amount of $56,985.00.
