RESOLUTION NO. 103-05
A RESOLUTION GRANTING A CERTIFICATE OF PUBLIC
CONVENIENCE AND NECESSITY TO LUXURY LIMOUSINE
FOR THE OPERATION OF TWO (2) LIMOUSINES WITHIN THE
CITY OF FAYETTEVILLE, ARKANSAS.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas
hereby grants a Certificate of Public Convenience and Necessity to Luxury
Limousine for the operation of two (2) limousines within the City of Fayetteville,
Arkansas, in accordance with Chapter 117, Fayetteville Code of Ordinances.

Request for Public Hearing on a Certificate of Public Convenience and
Necessity for Luxury Limousine
Recommendation:
The council should schedule a public hearing to determine if a Certificate of
Public Convenience and Necessity should be issued to Luxury Limousine.
Background:
The council recently passed a new ordinance governing taxi and limousine
companies in Fayetteville. There have been meetings with city staff, the police
department and the fleet division to determine the procedure that will be used to
implement the new ordinance.
Discussion:
Mr. Garner's application for his certificate, insurance policy and financial
statement are attached. Mr. Garner has also paid his licensing and inspection fees. A
copy of this receipt is attached also.
Mr. Garner is making this request for to 2 Lincoln Limos.

Hello my name is James Garner,I'm sending this letter to proof my financial
situation and give you an understanding about my limousine Business,and to
obtain the permits needed to opperate in the city of Fayetteville. I've been in
the Limousine service here in North West Arkansas for five years now. I
have two beautiful ten passenger limousines. I can say honestly I have never
let anyone smoke or eat in my limousines, I'm also very concerned about
safety, I was a brake and front end specialist for twelve years so I inspect my
brakes and tires very often I'm proud to do business in such a beautiful city
as Fayetteville and the surrounding area
In 2004 My Limousine's made 38857.00 before expenses such as gas and
maintenance
I own a home in West Fork and have a new 30/50 shop to hold my Imo's
I own 1995 and 1996 ten passenger limousine's I owe around 7.000 dollars
for the 1996. The 1995 is paid off.
I advertise in three phone books and only book limousines over the phone
and never set on mad side to obtain business.
I have paid the two hundred dollar permit fee and the one hundred dollar
inspection fee.
I wish very much to be able to do business in the city of Fayetteville, if
anyone has any questions please call me at my office number.
