RE. Request to Purchase 20 Tasers
Recommendation:
Council to accept bid # 04-33 and authorize purchase of (20) Model X-26 Tasers
(including accessories and cartridges) in the amount of $34,830.06
Background:
Officers of the Fayetteville Police Department use the following continuum of
force when applying less -lethal weapons and defensive tactics to apprehend suspects or
control situations:
1. Officer Presence
2. Verbal Direction
3. Pepper Spray
4. Empty Hand
5. Intermediate Weapons
We are in need of an additional alternative to pepper spray that can be used in
appropnate circumstances. The Taser X-26 is a proven safe and effective device to be
used in less -lethal circumstances.
Discussion:
The Taser is used in more than 2,700 police agencies It fires two small barbed
projectiles up to 21 feet that are connected with wires to a handheld unit. Upon contact
with the suspect the unit sends a pulsed electrical discharge of .00021 amperes for up to
five seconds. The pulsed discharge temporarily disrupts muscle control in a person
allowing for their safe apprehension. Departments employing the Taser have seen officer
injuries and suspect injuries decline and many agencies have seen a dramatic decrease in
the use of deadly force. In many cases it has saved lives because deadly force would
have been used had the Taser alternative not been available.

The addition of the Taser X-26 allows officers an alternative to pepper spray
when encountering uncooperative yet potentially dangerous subjects. Examples of these
encounters are subjects with a knife, club or persons under the influence of drugs, alcohol
or experiencing psychotic episodes. The Taser will temporarily incapacitate the subject
without lasting effects and will be used as an alternative to pepper spray when
circumstances dictate. Because Tasers enables officers to control subjects at a greater
distance, there is no chance of effecting bystanders in the area, which is a common
problem with pepper spray. Recovery from the Taser is instantaneous compared to
pepper spray that sometimes takes up to 20 minutes for decontamination.
The addition of the Taser X-26 should reduce the number of times an officer is
required to physically restrain a subject. This in turn should reduce the number of
injuries to officers and subjects as a result of the use of force.
The Taser model we are purchasing has a built-in data port that enables a record
of when the weapon was fired to be uploaded to any computer. This computer record
verifies the date, time, duration of pulse and other information about the deployment.
Having this computer record helps further document the use of this tool and ensures the
weapon is not used inappropriately or abusively. Several agencies in Arkansas are
already employing Tasers and the Fayetteville Police Department already has certified
instructors to train our officers in proper use of the Taser.
It is our intention to provide each patrol car with one Taser unit so this device is
readily available when needed. Police agencies need altematives to lethal force that are
safe and reliable. The Taser X-26 meets this need.
Budget Impact:
The funding for the purchase of Tasers includes $13,490 from 2003 Local Law
Enforcement Block Grant with the balance of $21,340.06 charged to Sales Tax Capital
Improvements Specialized Police Equipment project. After this purchase the balance of
the Specialized Police Equipment project will be $18,659.94.

Fayetteville police force.

t GENERAL
II is the intent and purpose of these specifications, to secure for the purchaser the
necessary equipment and accessories that will be capable of performing in a safe,
practical, and efficient manner consistent with accepted commercial standards.
2. MATERIALS AND WORKMANSHIP
All equipment, materials, and workmanship shall be of the highest grade in accordance
with modem practice. The equipment supplied will be new and unused except for the
necessary testing. calibration, and transportation.
3. WARRANTY
All items furnished in accordanco with these specifications shall be covered by the
manufacturers and/or supplier's standard warranty or guarantee on new equipment. The
minimum warranty period on new equipment must be one year. Warranty which will be
honored by other than the supplier bidding must be annotated.
4. PARTS AND SERVICE
To best service the requirements of the purchaser, it is the intent of these specifications
to secure equipment which can be properly maintained, and serviced without the
necessity of stocking an extensive parts Inventory, or being subjected to long periods of
interrupted service due to the lack of spare parts.
Vendor Responsibility
1. The vendor selected shall be considered the prime contractor and must assume
total responsibility for installation and maintenance of all products and services in
the bid. The City of Fayetteville will not be responsible for any sub -contractor or
consultant fees. The bid contents of the selected bid will be considered as
contractual obligations and made a part of the Agreement.
2. Appropriate City of Fayetteville terms and Conditions shall apply to all proposals. All •
contracts will be written under the laws of the State of Arkansas.
3. The vendor shall demonstrate all product(s) that are presented in their bid if so
requested by the City of Fayetteville.
4. In such case the vendor finds instance where their product(s) does not function In a
manner consistent with the bid specifications, it is permissible to take exception by
clearly identifying the exception with a thorough written explanation, and a
description of the advantages of the exception, if any. For clarification on bid
exceptions prior to the bid date contact Judy Cohea
5. Vendors shall respond to each and every item in the bid specifications; failure to
reply to specific items could result In rejection of the vendor's bid proposal.
6. Vendor must submit, as a part of their bid proposal, a copy of their standard
contract.
To facilitate proposal evaluation and contract negotiation, the terms and conditions
presented in the bid proposal, including price quotations, must remain in force for a
period of at least ninety (90) days from the date of the bid deadline.
