A RESOLUTION APPROVING TASK ORDER NO. 4 WITH
McCLELLAND CONSULTING ENGINEERS IN THE AMOUNT
OF $84,110.00 TO DESIGN AND PROVIDE ENGINEERING
SERVICES FOR THE EXTENSION OF TAXIWAY "A" TO MEET
THE EXTENSION OF TAXIWAY "E" AT THE FAYETTEVILLE
MUNICIPAL AIRPORT.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS
Section 1. That the City Council of the City of Fayetteville, Arkansas
hereby approves Task Order No. 4 with McClelland Consulting Engineers in the
amount of $84,110.00 to design and provide engineering services for the
extension of *Taxiway "A" to meet the extension of Taxiway "E" at the
Fayetteville Municipal Airport.

PARALLEL TAXIWAY EXTENSION
and CONNECTING TAXIWAY
FAYETTEVILLE MUNICIPAL AIRPORT
STATE OF ARKANSAS
COUNTY OF WASHINGTON
This Task Order is written pursuant to the basic agreement entitled CITY OF
FAYETTEVILLE, AGREEMENT FOR ENGINEERING SERVICES, executed on April
30, 2003. The referenced basic agreement pertains to proposed improvements to
Drake Field, Fayetteville's Municipal Airport. This Task Order entered into and executed
4on the date indicated below the signature block, by and between the City of Fayetteville
and McClelland Consulting Engineers (ENGINEER) sets forth the project description,
project schedule, and engineering fees related to eastside parallel taxiway extension
and connecting taxiway, Fayetteville Municipal Airport, Drake Field.
SECTION I - PROJECT DESCRIPTION
The project is to consist of: detailed design and construction of the phase II of
development of the east parallel taxiway and connecting Taxiway "E" to the runway, a
distance of approximately 950 feet (with a minimum paved width of 50 feet).

SECTION II - PROJECT SCHEDULE
From the time the City of Fayetteville issues the Notice To Proceed (NTP), the
ENGINEER will endeavor to execute the project within the following time periods:
Task Completion After NTP
A. Detailed Design, Phase II 90 calendar days
B. Advertise for bids, Phase II 210 calendar days
SECTION III - SCOPE OF SERVICES
The ENGINEER shall, generally, provide those services listed in the basic agreement
which are applicable to this specific Task Order. Specifically, the project is to include:
A. Meeting with the City of Fayetteville to discuss sources of funding and an
implementation schedule for each phase of construction.
B. Performing the detailed design of the Phase II construction project as
determined by the City of Fayetteville.
C. Coordinating with the U.S. Forestry Service, Federal Aviation Administration
and the Arkansas State Department of Aeronautics to secure their review of
the proposed project.
D. Advertising for competitive bids and recommending the award of a
construction contract for Phase 11.
E Construction administration and inspection for Phase II.
F. Construction staking for a baseline for Phase II.
G. Construction materials testing for Phase II.
H. Providing a set of Record Drawings" for Phase 11 at the completion of
construction based upon the Contractor's mark-ups.

SECTION IV - FEES AND PAYMENTS
The following fees are to be paid to the Engineer as compensation for his services:
A. Detailed Plans & Specs for Phase II: a lump sum of $26,000.
B. Coordination with Regulatory Agencies: hourly rates, estimated to be $ 1,250.
C. Bidding Service: a lump sum of $ 2,640.
D. Construction Administration & Inspection:

Construction Observation
Record Drawings:
a lump sum of $ 2,320.
hourly rates, estimated to be $37,500.
a lump sum of $ 1,600.
E Construction Staking: a lump sum of $ 550
F. Construction materials testing: hourly rates & unit prices, estimated to be $12,250.
Appendix A presents the basis of payments to the ENGINEER.
Appendix B presents hourly rates for personnel anticipated to be assigned to this
project by the ENGINEER.
Appendix C presents the hourly rates and unit price basis of payments to the
ENGINEER for Construction Materials Testing for this project.
SECTION V - BASIC AGREEMENT IN EFFECT:
Except as amended specifically herein, the basic AGREEMENT FOR
ENGINEERING SERVICES shall remain in full force as originally approved and
executed.

Approval of Task Order #4 with McClelland Consulting Engineers, Inc. for design
and engineering services associated with Parallel Taxiway "A" extension and
connecting Taxiway "E" construction.
Requested Action: Approve Task Order #4 with McClelland Consulting Engineers, Inc. in the
amount of $84,110.00 for the design, advertising, bid administration, construction oversight and
contract administration for Taxiway "A" extension with Taxiway "E" connection pursuant to
AIP#32 in the amount of $84,110.00.
Discussion: Task Order #4 to McClelland Consulting Engineers, Inc. is to design and provide
engineering services to the Fayetteville Municipal Airport, Drake Field for the extension of Taxiway "A" to
the South to meet the new extension of Taxiway "E" east of the runway. The FAA has agreed to award a
grant AIP #32 for this project.
Budget Considerations This contract will be paid for with the proceeds of AIP #32 covering 95%
of the project and the State of Arkansas Department grant for the remaining 5% of the project.
