A RESOLUTION TO APPROVE A BUDGET ADJUSTMENT IN THE
AMOUNT OF $50,000.00 FOR ADDITIONAL EXPENSES INCURRED
BY THE COUNCIL ON AGING, INC. FOR OPERATION OF THE
NEW FAYETTEVILLE SENIOR ACTIVITY CENTER
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1: That the City Council of the City of Fayetteville, Arkansas hereby
approves a budget adjustment of $50,000.00 for the Council On Aging, Inc. to cover
increased expenses from its operation of the Fayetteville Senior Activity Center.

Subject: Request to increase the 2004 appropriation to the Council on Aging
Recommendation
The City Council, by passage of a Resolution, agrees to increase the appropriation to the
Council on Aging. The monies paid to the City as payment in Lieu of Taxes from
Fayetteville Housing Authority will be added to the amount currently allocated by the
City for support of the Senior Citizen Center.
Background
The City Council has requested, as part of the approval of a lease between the City and
the Council on Aging, that City staff and representatives of the Council explore the
feasibility of increasing the hours of operation of the new Senior Center in Walker Park.
The center has been in operation since May of 2003 and it has been a tremendous
addition to the services provided seniors in this area. The contract for services between
the Council on Aging and the Area Agency on Aging is determined by past history and
future predictions. In the event that contracted services go beyond the predicted contract
levels, the increased services must be paid, in some form, by the community.
The Council on Aging is a non-profit organization that receives funding from Federal,
State, City and United Way. The yearly revenues for 2003-2004 are as follows:

The money requested from the City is used exclusively for Hillcrest Towers. Last year,
the City allocation was $31,500. This year, the City allocation is $32,900. This is a
$1,400 increase that will be used at the new senior center.
It should also be noted that the Council on Aging provides services to nine centers in
Washington County. A key part of that service is Meals on Wheels as well as meals on
site in nine centers across the county. The kitchen in our Senior Center on Sang is used
to provide meals for Fayetteville, West Fork, Goshen, Elkins, Greenland and Elm
Springs. These meals are provided at no cost and individuals are asked to contribute to
cover the cost of the meals. The center also is currently open for dances and special
events on weekends. Council staff opens the center to seniors on request for various
events.
We have also, as background, attached a survey of the client base that was recently
completed by council staff.
The 1969 agreement between the Housing Authority and the City of Fayetteville calls for
the payment in lieu of taxes from the Authority to the City of Fayetteville. The amount
remitted by the Authority is determined by formula that considers gross rents less utility
expense The payment for 2004 is $9,864.19. The amount remitted has been relatively
unchanged for quite a few years.
Current Situation
The Senior Center has exceeded expectations of the Council on Aging. However, the
survey does not seem to support any addition to the current hours of operation. The staff
of the Council on Aging is not prepared at this time to recommend any additional hours
of operation for the Center. As has been discussed, the Center is available for use on any
night and for use by groups on weekends. Both City staff and COA staff are in
agreement that a rental charge rate schedule for after hours use needs to be developed in
order to reduce any confusion or misunderstanding.
In addition, increasing the appropriation to the COA by the tax in lieu payment from the
Housing Authority will enable the Housing Authority and the COA to jointly fund the
program offered at Hillcrest Towers by the Council for the foreseeable future.
The money currently appropriated by the City for support of the Council on Aging will
then be used by the COA solely at the Senior Citizen Center. The Council on Aging
board and Mrs. Linebaugh will be working with the City in the preparation of next year's
budget for the senior citizen center. Both parties will be looking at all options for
additional activities and revenues. The budget year for the Council on Aging is July 1 -
June 30th. Because of that, both Mrs. Linebaugh and 1 are in agreement that any request
for additional support from the City will be developed between now and July 1SI and
presented to the Council.
Budget Impact
The General fund balance of the city will be reduced by $9,864.00.
