A RESOLUTION AUTHORIZING THE HIRING OF ONE (1)
FULL-TIME EMPLOYEE (JANITOR) IN THE BUILDING
SERVICES DIVISION; AND APPROVING A BUDGET
ADJUSTMENT IN THE AMOUNT OF $25,732.00 FOR SAME.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas
hereby authorizes the hiring of one (1) full-time employee (Janitor) in the
Building Services Division. Said employee shall be transferred to the Water and
Wastewater Department in 2005
Section 2. That the City Council of the City of Fayetteville, Arkansas
hereby approves a budget adjustment in the amount of $25,732.00 for same.

Justification of this Increase:
A new custodian is being requested for the new W&S
Operations Center. Due to illness, the Building Services
Division will be shorthanded for a minimum of three
months. Hiring this person, before the construction is
complete, will alleviate the overtime being worked by the
remaining personnel.
Justification of this Decrease:
Sufficient funding remains to comply with City policies.
Once the W&S Operations Center is built, the new
custodian will be cost allocated to W&S.

SUBJECT:
A resolution approving the hiring of an additional full-time
employee as a janitor in the Building Services Division, and a
budget adjustment to accommodate this action
Recommendation: Staff recommends approval of an additional full-time equivalent
position to be located in the Building Services Division and the needed budget
adjustment.
Background: Additional staff is needed to maintain service to current city
buildings, and to meet the needs presented by a newly constructed building soon to come
on-line.
Discussion: Because of recent events, the Building Services Division is in need
of additional personnel for the City's Janitorial Program. Two employees of the Building
Services Division are at present convalescing from medical treatment resulting from
serious illnesses. Both will be unable to work for a prolonged period of time. Due to
circumstances, the absence of both of these employees affects our Janitorial Program; one
absent employee works as ajanitor, the other ailing employee (while employed through
the General Maintenance Program) is temporarily replaced in that capacity by a janitor.
Our circumstances are exacerbated by the fact that the City is
poised to bid the construction of the Water and Sewer Operations Center. When this
facility comes on-line in a few months, the Building Services Division will have the

responsibility of the janitorial services and maintenance (excluding one-year warranty
issues) there.
The manpower shortages are currently being covered on an
overtime pay basis by other employees of the Division. While this solution will work in
the short run, it is not a long-term solution.
Budget Impact: The overall cost of adding a FTE position to the program is
$25,732 (reflecting the salary and fringe for one full-time equivalent position), and a
budgetary adjustment will be necessary. Information regarding this adjustment is
attached.

SUBJECT: A clarification
Please allow me to clarify a statement I made during the Agenda Setting Meeting
on February 10's. On the agenda list was an item requesting a Full Time Equivalent
Position for the Janitorial Program in the Building Services Division. My expectation is
that the position (if approved) should indeed be a permanent one. It has since been
explained to me that a temporary position would not carry with it the fringe benefits
given to a permanent position. It is my belief that a fringe benefit package is essential in
attracting the type of worker that the City needs in this position.
My hope is that the City Council will further consider this matter, and will agree
to grant the position as permanent so that the Janitorial Program can better address our
situation outlined in memorandum of February 3.
I remain available to answer questions regarding this request.
