HomeMy WebLinkAbout208-04 RESOLUTION• • RESOLUTION NO. 208-04 A RESOLUTION AUTHORIZING THE FAYETTEVILLE POLICE DEPARTMENT TO APPLY FOR AND ACCEPT A GRANT FROM THE ARKANSAS ALCOHOL AND DRUG ABUSE COORDINATING COUNCIL IN THE AMOUNT OF $20,000.00 TO SUPPORT DRUG INTERDICTION OPERATIONS; AND APPROVING A BUDGET ADJUSTMENT RECOGNIZING THE GRANT REVENUES BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF FAYETTEVILLE, ARKANSAS: Section 1. That the City Council of the City of Fayetteville, Arkansas hereby authorizes the Fayetteville Police Department to apply for and accept a grant from the Arkansas Alcohol and Drug Abuse Coordinating Council in the amount of $20,000.00 to support drug interdiction operations. Section 2. That the City Council of the City of Fayetteville, Arkansas hereby approves a budget adjustment recognizing the grant revenues. PASSED and APPROVED this 21st day of December 2004. The in -car -video system and radar unit will be included in the inventory at the Task Force and placed in a City of Fayetteville marked patrol unit to be used dunnq drug interdiction operations. The second option would include a IP Mobile net modem, a in -car -video system. a radar gun and 2 Motorola ML900 ruggedized laptop computers. All items will be placed on the inventory at the Drug Task Force and will be utilized in City of Fayetteville marked patrol unit used dunnq drug interdiction operations. 9. Option 1 includes the purchase of 1 used unmarked 4 -wheel drive vehicle (S13,000.00) to be assigned to a detective at the 4'h Judicial District Drug Task Force for use during covert operations; 1 in -car -video system ($4,250.00) and 1 radar unit (52,750.00) to be used during drug interdiction operations. Option 2 includes 1 IP MobileNet modem (S3,325.00), 1 in -car -video system (S4,250.00), I radar unit ($2,750.00) and 2 Motorola ML900 ruggedized laptops (9,675.00). If Option 2 is approved instead of Option l these items will be utilized during drug interdiction operations conducted by the Fayetteville Police Department. BACKGROUND: The State Drug Director along with the Alcohol and Drug Abuse Coordination Council are soliciting applications for projects authorized by the Arkansas Drug Director, titled Special Assets Forfeiture Fund in the amount of S20,000. These projects arc one- time equipment purchases. The purpose stated for the use of these funds is drug interdictions and eradication. DISCUSSION: Current grant funding for the 4`h Judicial District Drug Task Force does not provide funding for vehicles or equipment. Replacement of vehicles is an on-going need for our officers, especially if they are using their vehicle during hand-to-hand drug buys. If the Arkansas Alcohol and Drug Abuse Coordinating Council decide not to fund a vehicle our Option 2 will provide equipment used in a marked police car during drug eradication. Patrol officers will also utilize this equipment when the vehicle is on regular patrol. BUDGET IMPACT: The S20,000 00 for either Option I or Option 2 will be utilized through the Drug Enforcement Fund and will not require matching funds. • • RESOLUTION NO. Applications are for one-time expenditures for the purposes of drug interdiction and eradication; i.e. (equipment) and should not exceed $20,000 per application. All funds should be spent by January 31, 2005. Any unused funds will need to be returned to the Department of Finance and Administration, Intergovemmental Services by February 28, 2005. The funding period is authorized to run from December 17, 2004 through January 31, 2005. Extensions will not be given. Funding is for one-time expenditures for the purposes of drug interdiction and eradication, i.e. (equipment). Once equipment is purchased receipts must be forwarded to the Department of Finance and Administration, Intergovernmental Services, P. O. Box 8031, Little Rock, AR 72203. All funds should be expended by January 31, 2005. Funds that are not spent must be returned by the close of business (4 30 P.M.) on February 28, 2005. Inventory for all equipment purchased with Special Assets Forfeiture funds shall be kept separate from all other equipment purchases; i.e. (DLEP).
