A RESOLUTION ACCEPTING THE PARKS AND RECREATION
ADVISORY BOARD'S RECOMMENDATION TO ACCEPT
564,935.00 CASH IN LIEU OF THE REQUIRED PARK LAND
DEDICATION FOR RIGGINS-STONEBRIDGE DEVELOPMENT.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas
hereby accepts the Parks and Recreation Advisory Board's recommendation to
accept 564,935.00 cash in lieu of the required Park Land Dedication for Riggins-
Stonebridge Development.
PASSED and APPROVED this 7th day of December 2004.

Subject: Resolution to accept the recommendation of the Fayetteville Parks and
Recreation Advisory Board to accept a combination of money in lieu of land for the Park
Land Dedication Requirement of Riggins-Stonebridge Development.
RECOMMENDATION
•
Fayetteville Parks and Recreation Advisory Board (PRAB) and Parks and Recreation
Staff recommend money in lieu of land as the Park Land Dedication requirement for
Riggins-Stonebridge Development.
BACKGROUND
The Riggins-Stonebridge Development development is located south of l lwy 16 and east
of Roberts Road. The owncr is Doris Fayc Roberts and the engineering firm is
Engineering Services, Inc. The development contains 117 single-family units on 47.13
acres. The requirement for park land is 2.81 acres and money in lieu is S64,935. Eagle
Park is located within a half mile radius of this development.
The Park Land Dedication Ordinance states if a major development is over 40 acres or
100 units, the requirement is land.
...However. if the Parks and Recreation Advisory Board determines that a neighborhood park is not feasible
or advisable. it may recommend to the City Council that a cash contribution pursuant to our ordinance he
accepted in lieu of land dedication. The City Council will either accept the recommendation for a cash
contribution or return the subdivision plat to the Parks Board with instructions or further study.* (Unified
Development Ordinance No. 166.03K)
The development was presented to the Parks and Recreation Advisory Board on
November 8, 2004.

Meeting Minutes
November 8, 2004
Opening:
The regular meeting of the Parks and Recreation Advisory Board was
called to order at 5:34 p.m. on November 8, 2004 in Room 326 of the
City Administration Building located at 113 West Mountain Street,
Fayetteville, Arkansas by Chairman Colwell.
Present:
Parks and Recreation Advisory Board members Colwell, Eads, Hill,
Mauritson, Bailey, Marley, Shoulders, and Pawlik Holmes, City staff
Wright, Jumper, Gipson, Weber, Hatfield, Edmonston, and Audience.
1. Park Land Dedication: Alison Jumper, Park Planner
Development Name: Riggins-Stonebridge
Engineer: Engineering Services, Inc.
Owner: Doris Faye Roberts
Location: South of Goff Farm Road,
adjacent and East of Stonebridge Meadows
Subdivision.
Park District: SE
Units• 117 Single Family
Total Acres: 47.13
Land Dedication Requirement: 2.81
Money in Lieu Requirement: $64,935
Existing Parks: Eagle Park (approx. 5 acres)
Developer's Request: Money in Lieu
Staff Recommendation: Money in Lieu
This recommendation would require a waiver of the Park Land
Ordinance to the City Council due to the project including over
100 units
'..However, if the Parks and Recreation Advisory Board determines
that a neighborhood park is not feasible or advisable, it may
recommend to the City Council that a cash contribution pursuant to
our ordinance be accepted in lieu of land dedication. The City Council
will either accept the recommendation for a cash contribution or retum
the subdivision plat to the Parks Board with instructions or further

Justification:
MOTION:
The recreational needs of this area are
being met by Eagle Park which is on the
southern border of this development.
Marley moved to accept money in lieu requirements of
$64, 935 for the SE Quadrant.
Eads seconded the motion.
The motion was approved 8-0-0 with Colwell, Mauritson,
Hill, Marley, Eads, Bailey, Shoulders, and Pawlik Holmes
voting `yes'.

DISCUSSION
The Parks and Recreation Staff and PRAB recommend money in lieu of land in the
amount of S64,935 for the Park Land Dedication requirement. This decision is based
upon the recreational needs of this area being met by Eagle Park. If you have any
