BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of Fayetteville, Arkansas, hereby awards
Bid #04-79 to Surrey Fire Safety House in the amount of $23,845.00 to provide a
new Fire Safety House to the Fayetteville Fire Department.
Section 2. That the City Council of Fayetteville, Arkansas, hereby
approves a Budget Adjustment in the amount of $25,287.00 for same.

Subject: Resolution approving the award of Bid 04-79 to Surrey Fire Safety House
RECOMMENDATION
The Fire Department recommends approval of a Resolution to purchase a new Fire Safety trailer from
Surrey Fire Safety House based on their submitted bid (04-79).
BACKGROUND
Approximately 7 years ago, the Fire Department collected several donations from area merchants and
citizens to purchase a fire safety trailer to use as a vital training tool for public education related to fire and
life safety. Since the initial purchase, the Fire Safety Trailer has proven to be an invaluable tool that has
enhanced the Department's ability to teach school age children, as well as adults, about the dangers of fire
and in-home emergencies. Because of the community's initial commitment to the funding of this
educational tool, the Fire Dept has responded by participating in every community held in Fayetteville and
by making periodic visits to all arca schools in Fayetteville. Through these efforts the Fire Safety Trailer has
become an indispensable part of the Fire Department's Community Education Program.
DISCUSSION
By awarding this bid, the Firc Department will be able to purchase a new Fire Safety Trailer at a
significantly reduced cost. The original bid amount for the Fire Safety Trailer is $40,845; however, as part
of the bid the Surry Company has agreed to give the Department a trade-in value of $17,000 for the current
trailer, which reduces the actual cost of the new unit to $23,845. The Fire Department plans on utilizing
funds received from the sale of outdated fire equipment which was sold at auction on November 17, 2004 to
cover the remaining cost of the new unit. Through this sale the Department received approximately $25,287.
Due to the age and amount of use the current unit has received, it is beginning to show signs of wear and
tear which contribute to increased maintenance costs. The purchase a new Fire Safety Trailer will allow the
Fire Department to avoid future maintenance costs and therefore make the best use of public funds.
The new model will allow the Firc Department to accommodate many more people through a better use of
space as the new trailer offers numerous enhancements which were not available when the existing trailer
was purchased. These enhancements include a Severe Weather Training Unit; updated video capabilities
located inside the trailer, an exterior awning which will help us keep children out of the elements during
inclement weather. The new unit also offers bleacher style seating inside the trailer, which will allow us to
seat more children during presentations. The cost of the new trailer also includes additional exterior graphics
which will make the trailer more noticeable at large community events.
BUDGET IMPACT
The actual budget impact of this item will be $ 23,845 which will be provided through funds we received as
a result of the recent City sponsored auction held on November 17, 2004 at Drake Field. As a result of this
auction the Fire Department received $25,287 from the sale of excess tools, equipment and hose.

FRAME & SIDEWALL CONSTRUCTION
FRAME 2X8 high strength Bull Moose® 3/16" steel tube rails. Welded battery rack on tongue with a
steel tube 4x4 rear bumper with aluminum cover and standard safety chains. Rear skid bars for additional
protection.
SIDEWALL. CONSTRUCTION
2x3 members 16' on center. Studs are bonded to 5/32 plywood paneling for high strength and
lightweight. ABS fenders with galvanized wheel pans. Hand cut fiberglass insulation in sidewalls with a
R 7 rating.
EXTERIOR: The exterior of the house is white vinyl siding with a lifetime guarantee, black shutters and
commercial simulated cedar shakes on the mansard roof.
AXLES AND BRAKES
Unit shall have tandem rubber torsion axles rated at 5,200 Ib. each. The axles are spring leaf. 4 wheel
12 " electric brakes will be utilized mfg by Hayes or equal. A brake away switch will be attached to the
frame as an emergency stop, in the unlikely event of unit separation.
TIRES AND WHEELS: ST225/75/R15 trailer tires on heavy duty styled white 6 lug wheels and center
caps.
LIGHTS -INTERIOR: Hi Efficiency 12 -volt lights shall be fluorescent lights on the ceiling .
Bedroom -3, , Control room -I, learning room -6 Storage compartment -1 dome 2 wall lights over electric
fireplace, (Except with Severe Weather or Earthquake training)
LIGHTS-EXTERIOR:2 porch lights. 1 on door side and one on rear. The lights are 110 -volt fixture with
the ability to flash a distress signal to responding assistance. A Tight fixture is provided in the top of the
generator storage compartment. Standard ICC lights are in place as required. 2 hook up lights are on the
power tongue jack. A 12 volt power source with an on/off switch is prewired to the roof for a strobe or
rotator. The wall switch will be located in the control room. (4) lights are at steps.
ROOF A 1 piece TPO (Thermal Poly Olyhan) roof is provided over a 7/16 OSB underlayment Tapered
2x6 roof truss system provides a crown to the roof eliminating puddling. 4 roof vents are in place.
FLOOR: The floor is constructed of 5/8" exterior grade tongue & groove plywood on 2x4 support
members 12" on center. Living room, bedroom and stairs are fully carpeted with a 1/2" rebond pad.
Kitchen and control room as well as the storage compartments have a fully insulated floor with heavy-
duty vinyl under belly for maximum weather shielding at a minimal weight.
WINDOWS
• •
All windows are heat-treated safety glass. Shutters are provided on all side and front windows. A single
hung 36"x 36" control room picture window with screen and mini blind is provided. Living room and
bedroom windows are vinyl residential, with insulated glass. Curtains, with tiebacks, and valances with
the exception of the 40"x 45" sliding window leading onto the escape ladder.
FIREPLACE
An electric fireplace with crackling sounds will be located in the living room. It will have a screen and
simulated brick face. An on/offswitch will be wall mounted next to the fireplace.
REAR LADDER: A commercially available chain escape ladder shall be bolted securely for escape
simulation. The ladder will be mounted in a manner that allows shoe clearance between siding and chain
ladder.
KITCHEN
The kitchen shall be equipped with a functional 3 -burner stove with oven. The stove will be equipped
with a shut off valve in the gas supply line. A city water hook up is provided to allow use of the double
stainless steel sink. A functional microwave oven will be provided as well as a place for a refrigerator
with 4 power outlets. An exhaust fan and hood with light will also be provided. Upper and lower
cabinets are in place. There are two carpeted benches provided.
FRONT ROOM -carpeted bleacher scats shall be provided for students
SMOKE MACHINE AND FLUID
Smoke machine and 1 case of water base smoke fluid is standard. MSDS sheet provided.
CONTROL ROOM
A control room will be provided allowing control of many educational functions. A hands free 911 -
phone system for 911 training. On/offswitch for 110 volt smoke alarms. An on/off switch for bedroom
electrically heated door shall be in the control room ABS smoke ducting system (schedule 40) with
control valves allowing room selection as well as an operating location and outlet for water base smoke
machine. A smoke ready Tight in the control room will be controlled by the training officer in the
bedroom. The control room will have a 48" counter with storage cabinets and a 48" x 15.5"x 23" cushion
on a bench for the control room operator. A 3'x3' single hung window with screen and mini blind.
Observation ports in bedroom & living room. A power vent is also provided.
GENERATOR STORAGE A generator compartment is provided to store and transport a generator. It
is located so that the wheel chair ramp can be used to load and unload generator.
TV CABINET: A TV cabinet and slide -out shelf is provided on the awning side of the unit.
A slide out shelf will be in place. This allows the tv position to be adjusted to accommodate changing
light conditions
DOORS -OUTSIDE:
(2) 36"x 75" out swinging residential door is provided on the curbside. A 7"x55" door with key lock will
be on left side for handicap ramp storage compartment as well as a 40"x11" door with key lock for under
bed storage access.
COOLING, HEATING AND VENTILATION
13,500 BTU air conditioning is standard, with ducting to bedroom, living room, control room and
kitchen. Heat will be provided by a 35,000 BTU Atwood #8500 forced air furnace ducted throughout. 4
power roof vents shall be installed to aid in removing non toxic smoke as well as help hold the smoke to
the ceiling during training.
BEDROOM
The bedroom shall be on the main floor. It will be fully carpeted with rebond pad, curtains with tiebacks

valances and mini blinds on the single hung windows. A bed with vinyl covered mattress, bedspread and
pillow sham. A carpeted bench is included. An exhaust fan shall be roof mounted with an on/offswitch
control, allowing instructor to monitor smoke removal. A smoke on signal in the control room can be
activated by the instructor in the bedroom A sliding window in the rear of the unit will allow access to
rear escape ladder. An electrically heated door is used to simulate fire on the opposite side.
ELECTRICAL -I10 VOLT:
A 30 -amp power supply cord shall be provided for 110 -volt AC power needs. All wall receptacles are
functional. Ground fault receptacles are in the kitchen as well as both outside outlets. Power is supplied
through circuit breakers built into a 55 amp DC solid-state power converter.
ELECTRICAL -12 VOLT:12-volt power for the unit is provided by a 55 -amp solid-state power converter
mfg by Elixir or equal.. The converter will supply all 12 -volt needs of the unit when plugged in. The unit
will have a deep cycle battery and box to supply 12 volt power on short term when not plugged in.
BATTERY CUT OFF
A switch is provided to shut the battery down for storage. This eliminates a dead battery from
accidentally leaving on a light during storage. Your battery will be charged and ready to go.
BACK BJP BEEPER
An audible tone will be heard at the rear of the safety house warning any one in the area that the unit is
moving in reverse. (The tow vehicle must be properly wired to activate this alarm)
911 PHONE With CaII back feature:
A wall phone will be located in the living room allowing a child to experience dialing 911 or any number
and reaching (control room) a fire fighter or dispatcher. The system is hands free for the control room
operator. An external phone jack will be located on the door side of the unit, allowing 911 training from
outside the unit or to demonstrate the need to exit the home in a fire situation and call from a neighbor.
HITCH JACK
A 12 -volt power tongue jack manufactured by Barker Mfg. will be in place. The unit will have manual
back up capability as well as a hookup light.
STABILIZER JACK
4 BAL or equal, crank down stabilizer jacks shall be frame mounted. These jacks will stabilize the unit
and eliminate suspension travel while occupied.
AWNING
A 21 ft roll up awning shall be in place on the curb side of the unit. The awning shall cover the main
entrance door.
OUTLETS
Control room -5, Kitchen -4, Living room -3, Bedroom -4, Outside -2.
