A RESOLUTION TO APPROVE A BUDGET ADJUSTMENT
OF $100,000.00 TO FINANCE DRAINAGE IMPROVEMENTS
FOR AMBER DRIVE
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas hereby
approves a budget adjustment of $100,000.00 to finance drainage improvements for
Amber Drive.

Subject: Amber Street Drainage Proposal
RECOMMENDATION
Staff recommends construction of drainage improvements to alleviate flooding at Amber
Street and Old Wire Road.
BACKGROUND
The house located at 1312 Amber St has experienced flooding three times this year; April
23, June 17, and July 3. In all three cases, runoff from south of Amber Street overflowed
the existing pipes and inlets, across Amber Street and down the driveway at 1312 Amber
flooding the house with up to 8 inches of water. Several factors have contributed to this
including an excessive amount of high intensity rainfall, under designed storm system,
and poorly graded lot conditions. Due to the fact that this flooding was repetitive and
involved inundation of City drainage facilities, staff has analyzed the existing drainage to
determine the amount of stormwater runoff and capacity of the system. The house has
flooded several times in the past as far back as ten years ago. The drainage was installed
as part of the Village subdivision built in 1986 and the drainage design was typically
based on the highway department standards at the time. No detailed calculations were
found for the drainage design, but it appears the system was not designed to the standard
in place at that time. Staff is proposing two alternatives that will increase the capacity of
the City owned drainage system.
DISCUSSION
After evaluation of several alternatives to address this problem including a "do nothing"
approach, installing a concrete lined channel on 1312 Amber and upgrading the entire
drainage system between Amber Street and Elmwood drive to the north, staff proposes
upgrading the existing 18" pipe under Amber Street to a 30" concrete pipe. The
improvements would include a 30" pipe across Amber and through 1312 Amber to an

existing inlet on the private drive north of Amber. This pipe would carry the flow of all
major storms up to a 100 year storm underground past 1312 Amber. During larger events
flow would bypass the existing inlet and flow overland across the Miller property on
Elmwood as it does currently. Some minor tmprovements may be needed on the pnvate
drive to effectively convey the overland flow from the larger storms. The cost of this
proposed work is estimated at $100,000.
This work may require relocation of phone, electric and cable utilities and possibly sewer
and water utilities and possible some additional easements. Some additional grading and
site work by the homeowner will still be required on 1312 Amber to prevent future
problems. However, the proposed improvements above will take care of any storm
runoff associated with city facilities and offsite drainage areas.
BUDGET IMPACT
This project would normally be funded under the CIP "Other Drainage Improvements" or
a specific CIP. However, these funds have been utilized on prior projects. A budget
adjustment will be necessary in order to fund this project Staff recommends approval in
the amount of $100,000 in order to provide ample funds to address this drainage problem.
