A RESOLUTION AUTHORIZING THE FAYETTEVILLE PARKS
AND RECREATION DIVISION TO APPLY FOR AN ARKANSAS
PARKS AND TOURISM OUTDOOR RECREATION GRANT IN
AN AMOUNT UP TO FIFTY THOUSAND DOLLARS ($50,000.00)
FOR THE BRADEN PARK PROJECT.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas
hereby authorizes the Fayetteville Parks and Recreation Division to apply for an
Arkansas Parks and Tourism Outdoor Recreation Grant in an amount up to Fifty
Thousand Dollars ($50,000.00) for the Braden Park Project.

RECOMMENDATION
Approval of a resolution authorizing the City to apply for up to $50,000 from the
Arkansas Parks and Tourism 2005 Outdoor Recreation Grant for the development of
Braden Park.
BACKGROUND
Arkansas Parks and Tourism Outdoor 2005 Grants Program's purpose is to build outdoor
recreation facilities. The grant requires a park boundary be determined in which must
remain for outdoor recreation purposes for perpetuity. This is a 50/50 reimbursable
matching grant program. This grant is funded by two sources:
1. Land and Water Conservation Fund (LWCF) is a federal program derived
from the sale of federal surplus property, federal motor fuel tax and the
Outer Continental Shelf mineral receipts.
2. Arkansas Natural and Cultural Resources Grant and Trust Fund
(NCRGTF) is a state program based on funds collected from a tax on the
transfer of certain real estate in the State of Arkansas.
In 2004, 63 cities applied for more than $7 million. Only 28 of the applicants received a
total of $2.2 million available. Projections indicate there will be similar funds available in
2005. In 2003, the City of Fayetteville received $100,000 for construction of the skate
park at Walker Park. Our city requested $250,000 matching funds for the Lake
Fayetteville Spillway Bridge project in 2004; however, the project was not awarded grant
funds. Park and Recreation Staff will be writing the grant application for 2005 which
must include detailed budgets, site plans, and bidding and construction documents. The
grant will be awarded by the Governor in January/February of 2005.
DISCUSSION
Two public meetings were held on June 22 and 23, 2004 to gather citizen input of
recreational desires within our City and to prioritize an eligible grant project. An
outreach to ethnic minority populations, the elderly, and persons with diabilities was
attained through group meetings, e-mails, distribution of public meeting brochures and
telephone conversations. It was the consenus of citizens attending the meetings to
develop Braden Park. Braden Park is located in Covington Subdivision, which is north of
Vandergriff School off of Township. Braden Park was obtained by the Park Land
Dedication Ordinance in 1999. It contains 2 25 acres uniquely shaped in a tear drop
design within an island surrounded by the street and homes. The neighborhood has been
very persistant over the past 4 years requesting development of the park. At the public
meetings, the Braden Park neighborhood shared there ideas for the ammenities they
wanted in the park. Park Planners will design the requested features in a park master plan

Parks and Recreation staff and Parks and Recreation Advisory Board endorses the
development of Braden Park as an eligible project for this grant. See attached PRAB
Special Meeting Minutes on June 3, 2004.
BUDGET IMPACT '
2004 CIP Sales Tax Fund included $40,000 for Neighborhood Park Development in
Braden Park. Additional funds of $10 000 would be obtained through the Park Land
Dedication Fund — NE Park District or through private donations meeting the grant
criteria. This grant will enable the project to have matching funds for a possible total of
$100,000 of development in the park.

Opening:
The special meeting of the Parks and Recreation Advisory Board was
called to order at 5:33 p.m on June 30, 2004 at Parks and Recreation
Office 1455 Happy Hollow, Fayetteville, Arkansas by Connie Edmonston.
Present:
Parks and Recreation Advisory Board members Mauritson, Marley,
Bailey, Colwell, Eads; City staff Edmonston, Hatfield, Malloy, and Weber
and Audience.
Discussion:
Arkansas Parks and Tourism Outdoor Grant
Edmonston reviewed the requirements of the grant. Last year Parks
and Recreation applied for this grant for the Lake Fayetteville Spillway
Bridge and did not receive funding. The previous year $100,000 was
awarded to Parks and Recreation for the Skate Park Project. The
stipulations of the grant are a park boundary must be determined,
funding for the project must be available, the property must be retained
in perpetuity for outdoor recreation, must hold a public meeting, and
bids and specs must be submitted with the grant application. From the
public meetings Park Staff recommends Braden Park for the grant
project.
Mauritson moved to approve the request to apply for the
Arkansas Parks and Tourism Outdoor Grant 50/50 matching
funds for the development of Braden Park up to $50,000.
Bailey seconded the motion.
The motion was approved 5-0-0 with Bailey, Eads, Marley,
Colwell, and Mauritson voting 'yes' with Pawlik Holmes, Hill, and
Shoulders absent for the vote.
Wilson Park Basketball Court Resurfacing Proiect
Tomlinson Asphalt Company, Inc. bid this project at $32,977. A 10%
contingency in the amount of $3,298 for the project is needed with a

total cost of $36,275. There is a deficit of $16,190. This project was
originally estimated three years ago at $20,000 The basketball court
has been redesigned to improve the court allowing more goals for
shooting. The basketball court surface will be like Walker Park
Basketball Court.
Mauritson moved to approve $16,190 from the Southwest Park
District -Park Land Dedication Fund for Wilson Park basketball
court renovation project.
Bailey seconded the motion.
The motion was approved 5-0-0 with Bailey, Eads, Marley,
Colwell, and Mauritson voting 'yes' with Pawlik Holmes, Hill, and
Shoulders absent for the vote.
Lake Fayetteville Spillway Bridge
Two bids were received for this project. Sweetser Construction bid
$1,321,760.50 and Mobley bid $877,709.20. The bids were so diverse
because when a bidder is very busy, they bid according to their
workload. The funds for this project were from several funds including
Park Land Dedication Fund, State Grant Funding, and Capital
Improvements The trail will be 12 feet wide and the bridge will have 4
piers. A study has been conducted to evaluate the soil and limestone.
This project will allow better access for the citizens from one end of the
park to another. The project will begin in August or September. The
Lake Fayetteville Kiosk project is moving forward. This project will tie
into the Lake Fayetteville Spillway Bridge project by using signage and
general trails and parks information.
Mauritson moved to approve the contract for Mobley in the
amount of $877,709.20 for the Lake Fayetteville Spillway Bridge
project.
Colwell seconded the motion.
The motion was approved 5-0-0 with Bailey, Eads, Marley,
Colwell, and Mauritson voting 'yes' with Pawlik Holmes, Hill, and
Shoulders absent for the vote.

Park Land Dedication Funds
Funds in the amount of $140,000 were requested and then approved by
PRAB on May 14, 2004. These funds were verified from the Park Land
Dedication Report which is included in your monthly PRAB Packet. This
report is a month behind due to posting deadlines in our system. Due to
the previous months request for $34,000 from this quadrant for the
Lake Fayetteville Spillway Bridge at the April 5, 2004 PRAB meeting,
these funds had not been posted causing the NE Quadrant to be
overdrawn. Staff would like to decrease the $140,000 requested by
$30,000. The request will change to $110,000 from the NE Quadrant for
the Lake Fayetteville Spillway Bridge.
Marley moved to amend the previous motion from the May 14,
2004 by decreasing the amount of Park Land Dedication Funds
requested from the Northeast Park District from $140,000 to
$110,000.
Mauritson seconded the motion.
The motion was approved 5-0-0 with Bailey, Eads, Marley,
Colwell, and Mauritson voting 'yes' with Pawlik Holmes, Hill, and
Shoulders absent for the vote.
Other Business
Colwell stated there was a Mountain Bike Race held at the North
Pavilion at Veterans Memorial Park. Colwell explained this facility is
ideal for events like these. At Lake Sequoyah there is a great
opportunity for trails that accommodate both walkers and riders.

RESOLUTION NO.
WHEREAS, , Arkansas seeks to improve the recreation facilities and
wishes to seek grant funding assistance; and
WHEREAS, in order to obtain the funds necessary to develop and/or improve the site for such a
recreation area, it is necessary to obtain a 50/50 Matching Grant from the Arkansas Department of Parks
and Tourism's Outdoor Recreation Grant Program; and
WHEREAS, the plans for such recreation areas have been prepared and the price therefore has been
established; and
WHEREAS, this governing body understands the grantee and grantor will enter into a binding
agreement which obligates both parties to policies and procedures contained in the Land and Water
Conservation Fund Grants Manual including, but not limited to the following; the park area defined by the
project boundary map, submitted in the application, must remain in outdoor recreation use in perpetuity,
regardless if the property is bought or developed with matching grant funds and; all present and future
overhead utility lines within the project boundary must be routed away or placed underground and; the
project area must remain open and available for use by the public at all resonable times of the day and year;
facilities can be reserved for special events, league play, etc. but cannot be reserved, leased or assigned for
exclusive use, and; the project area must be kept clean, maintained, and operated in a safe and healthful
manner.
City Council/Quorum Court is well aware and apprised of the above-mentioned project, and will
provide the local portion of the development cost of the entire project:.
NOW, THEREFORE, BE IT RESOLVED by the City Council/Quorum Court of
Arkansas that the Mayor/County judge is hereby authorized to make
application to the Arkansas Department of Parks and Tourism for assistance to develop recreational
facilities for the City/County; therefore such application shall be submitted as expediently as possible.

Opening:
Fayetteville Parks and Recreation hosted a public meeting at 5:30 p.m. in Vandergriff
Elementary Gymnasium, Fayetteville, Arkansas 72701 for the purpose of obtaining
public input for a subsequent grant application to the Arkansas Department of Parks and
Tourism for matching grant funds.
Present:
Parks and Recreation staff Connie Edmonston, Steve Hatfield, Alison Jumper, Rebecca
Ohman, Korey Malloy, and Rachel Weber; and Citizens Jeffery Kellar, Scott Vaughan,
Kathleen Wong, Brandt Smith, Mary Jo Horn, Frances McAdam, and Cindy Stokes.
Agenda

50/50 matching grant. Funding for the grant comes from the Arkansas Natural and

Prior to developing a park, Ms Edmonston said a series of public meetings were needed
to determine requests, a master plan of the park prepared, and approval from the Parks
and Recreation Advisory Board. Because of strict grant requirements, potential projects
are constricted because they must be ready to start once the application is made.
Attendees expressed a desire for Braden Neighborhood Park development. The 10 Year
Parks Master Plan recommends the development of neighborhood parks network as a
high priority based on public input
The citizens expressed the following needs for Braden Park
• Green space
• Play Structures
• Natural Area
• One Large Evergreen Tree w/ sidewalk for gathering
• Mulched paths throughout wooded areas
• Lighting
• Irrigation
