RESOLUTION NO. 78-03
A RESOLUTION AUTHORIZING THE FAYETTEVILLE POLICE
DEPARTMENT TO APPLY FOR A HOMELAND SECURITY
OVERTIME PROGRAM (HSOP) GRANT IN THE AMOUNT OF
EIGHTY-FIVE THOUSAND FIVE HUNDRED DOLLARS
($85,500.00) TO PAY OFFICER OVERTIME TO COVER THE
NORMAL DUTIES OF THE FOUR (4) OFFICERS CALLED TO
ACTIVE DUTY IN THE UNITED STATES ARMED FORCES.
BE IT RESOLVED BY THE CITY COUNCIL OF THE CITY OF
FAYETTEVILLE, ARKANSAS:
Section 1. That the City Council of the City of Fayetteville, Arkansas
hereby authorizes the Fayetteville Police Department to apply for a Homeland
Security Overtime Program (HSOP) grant in the amount of Eighty -Five
Thousand Five Hundred Dollars ($85,500.00) to pay officer overtime to cover the
normal duties of the four (4) officers called to active duty in the United States
Armed Forces.

ACTION REQUIRED: Approval for the City to apply for a Homeland Security Overtime Program (HSOP) grant in
the amount of $85,500. This grant will pay officer overtime to cover normal duties for the four officers called to
active military duty. Also requested will be overtime to be used to free up current officers to develop a plan
detailing how citizens prepare and respond to acts of terrorism. This grant requires 25% matching funds and
council will be asked to appropriate up to $28,500 if grant is awarded.

SUBJECT: Homeland Security Overtime Program Grant Application
Background
The City of Fayetteville Police Department continues to participate in federal grant
programs including the Universal Hiring Program (UHP) issued through the Department
ofJustice Office of Community Oriented Policing Services (COPS). We have received
funding from the Department ofJustice to support hiring additional officers since 1996.
This grant application will be the first time to apply for a Homeland Security Overtime
Program grant through the Department ofJustice.
Current Status
The Fayetteville Police Department currently has four officers activated for military duty.
This grant will pay up to 75% of the cost of overtime in the following three areas. The
first area is the ability to maintain the level of Community Policing services provided
before the officers were called to active duty such as bicycle patrol for the
Downtown/Dickson Street area. The second area will cover overtime for officers to
attend in-house training on Homeland Security to detect, deter and prevent potential
terrorist activities in our community. Finally, these overtime funds will be utilized to
keep patrol shifts adequately staffed to answer calls for service and perform other crime
prevention duties.
Recommendation
It is recommended that the City Council approve for the Police Department staff to
complete an application for a Homeland Security Overtime Program grant in the amount
of $85,500 for Mayor Coody's signature. If awarded the Council will be asked at a later
date to accept the grant and provide $28,500 as matching funds. Giving approval to apply
for this grant will relate to three of the Fayetteville Vision 2020 Guiding Principals.
These are #4(Financially sustainable City Govemment providing top quality, responsive
services); #8 (Dickson -Downtown developed as a "Cultural and Entertainment" District
and #10 (Reputation as a "Safe Community").
