May 2, 2003 Part I General 1.01 Purpose: The purpose of these specifications is to establish a minimum standard of quality for In -Car Video Systems. The intention is to insure thc system allows for effective rccordings that will withstand thc most rigorous of challenges in a court system. Additionally, the system will be simple to usc, easy to install, reliable, and highly flexible to accommodate the ever-changing police vehicle environment. 1.02 Scope: The design of thc In -Car Video System shall usc state-of-the-art technology to include a microprocessor controlled logic control assembly, color camera and color monitor, wireless transmitter and stainless steel protective enclosure for the VCR, electronics and receiver components. The Enclosure will house all of thc critical components requiring environmental protection from extremes of heat, cold, weather, physical damage and other corrosive factors. The enclosure will be supplied as standard with heating and cooling systems. Use of hoses or ducts to provide "cabin conditioned air" are not permissible. The enclosure must provide for easy removal and installation to facilitate maintenance requirements. The Camera component will include lighted controls at the rear of the camera to allow for single handed operations involving aiming and adjusting of thc camera zoom, focus and back light, shutter, auto -zoom and compensation controls. It will be a separate component to allow for flexibility of positioning in a variety of vehicles to meet air bag deployment specifications. It must be simple to remove and install to facilitate maintenance requirements. The Wireless Microphone is a 900MHz Bi -Directional Wireless microphone system and will have a range up to 1000 feet and utilizes the Digital Spread Spectrum Technology. The system will be able to activate and de -active the wireless microphone transmitter. The system must provide, as standard, a Back Seat Microphone. Activation and deactivation of the back seat microphone must be at thc officer's control via the System Control Panel. The Control Panel will allow for thc operation and playback of the VCR functions. Additionally, it must act as the only input for system programming operations. It will be provided in the overhead console. It must be simple to remove and install to facilitate maintenance requirements. The Monitor must be an Active Matrix LCD monitor with a minimum 3.5" screen. It must include controls for picture brightness, volume and power. The monitor will be combined within an overhead console. The System must be able to function and record with thc monitor in the "off' position. Page 2 of 15 • • • • 1.03 In -Car Video Bid Requirements: The equipment offered will be in full commercial production. No "brand new" or prototype models will be considered. Proof of current sales and delivery of the specified equipment over the past 6 months will be provided, in writing, referencing current customers with contacts and phone numbers for verification. Include a list of current users including contact person name and telephone number. When requested by this department thc bidder shall furnish a complete sample unit at no charge within 10 days of the request. 1.04 Submittals Manuf'acturer's Data: Data describing physical, and performance characteristics, sizes, testing results, etc will be provided. Maintenance Data: Includes maintenance procedures, recommended maintenance materials etc. 1.05 Warranty The video system shall include a two-year warranty with option to renew annually for two additional years on all System components. Warranty information will include thc following details: • Include in detail what is covered under warranty • Location of service center that will be used by the City of Fayetteville • Include how service will be provided • Turn around time on items under warranty • Shipping — does warranty include shipping both ways and how will the items be shipped i.e. US Mail, UPS Ground etc. 1.06 Format of Alternate Product Bid Responses: For 'altemate product bids" bidder shall submit a response format in the same number sequence and order as the specifications listed in this bid. Response shall indicate the exact deviation from the specification and why the deviation is the equivalent or exceeds the requirement. Page 3 of 15 • Part II. Technical Specifications 2.01 The In -Car video recording system shall consists of the following components: 2.02 Trunk mounted VHS videocassette recorder, enclosed in a locked, tamper resistant, environmentally controlled, maximum security, 14 gauge stainless steel housing. 2.03 Color CCD camera, with an automatic zoom/focus feature. 2.04 Overhead Control Console will have a built in color monitor, full size audio speaker, volume controls, monitor on/off/standby switch and system power switch. It will include backlit • system control push buttons with LED indictors for function and system status. • • 2.05 The 900MIIz Hi -Directional Wireless microphone system will have a range up to 1000 feet and utilizes the Digital Spread Spectrum Technology. The system will be able to activate and de -activate the wireless microphone transmitter. 2.06 The antenna for the wireless microphone receiver is built into the receiver. 2.07 In -car covert microphone. 2.08 Dual Audio Tracks, one track for wireless microphone recording and one track for the in -car microphone recording. 3.01 VCR AND ENCLOSURE • Industrial grade four head VCR. • VHS format (with SQPB) • Hi-Fi 4 -Heads helical scan • NTSC standard video signal • VMS stereo HiFi audio • 2 I IiFi audio channels and 1 normal audio channel • Power Supply: 12 vdc • Tape Speeds: SP (1 5/16 I.P.S.) Camera image b. Audio signals from wireless microphone and in -car microphone c. Military time (hours - minutes - seconds) d. Date (month - day - year) e. Tape counter (0-99999) f. Time left on tape (hours - minutes) g. Cassette out warning (on screen only) h. Low Voltage Condition 3.03 The rapt counter information shall be recorded in conjunction with the time and date to verify the integrity of the videotape. 3.04 The tape counter shall automatically reset to zero whenever the videotape is ejected in order to provide evidence that the tape was removed from the car. 3.05 Record Over Protection shall be provided to prevent recording over a previously recorded segment of tape. 3.06 Record function shall be disabled when the tape -loading door is unlocked. 3.07 The VCR functions shall be programmable from the system control panel. Key -lock security shall prevent unauthorized access to programming menu. 3.08 The VCR enclosure shall be constructed of 14-guage stainless steel and shall be supplied with a stainless steel mounting plate. The enclosure shall be key -lock secured to the mounting plate to prevent unauthorized system removal. 3.09 The VCR enclosure measurements shall not exceed 11-1/2" W x 6-1/2" H x 13-1/2" D or list measurements. 3.10 A key -locked tape access door, designed to be extremely tamper resistant, shall be provided to load and unload videotapes into the VCR. 3.11 Only the VCR's tape loading port shall be accessible when the enclosure's tape access door is opened. None of the VCR controls or cabling, with the exception of the tape eject button, shall be accessible when the enclosure's tape access door is opened. 3.12 The VCR tape ejection button shall only be available after the enclosure's key -locked tape access door has been opened. 3.13 With the exception of the wireless microphone receiver antenna connection, the in -car microphone and the optional interface cable, all connections to the VCR shall be made via a single cable connecting at the rear of the VCR enclosure. 3.14 The wireless microphone receiver shall be mounted within the same enclosure as the VCR. Access to the receiver frequency programming controls shall be via a removable access plate. No access to VCR controls shall be allowed through the receiver access panel. Page 5 of 15 • • 3.15 The VCR and enclosure shall be designed so that the use of heat pumps or air exchange systems for cooling is not necessary. For extremely warm environments, an optional high efficiency solid state cooling module shall be available. 3.16 The VCR shall be thermostatically protected against over temperature conditions. 3.17 The VCR shall employ an internal heating system for low temperature operations. 3.18 VCR Cable connectors shall not be exposed when the enclosure is opened to load or unload a videotape. 3.19 VCR shall automatically compute exact time remaining on tape. It is not desired for the VCR to rewind a partially used tape in order to accomplish this computation. 3.20 It shall not be necessary to insert fully rewound videotapes. 3.21 The VCR shall only incorporate a full sized VHS video head. Head speed shall be the industry standard - 1800 RPM. Tape wrap shall be the industry standard - 180°. This insures greater head and tape life, with lower maintenance requirements than VCR's using camcorder standards of 2/3 size video head, 2700 RPM head speed, and 270° tape wrap. 3.22 It shall not be mandatory to erase a tape before reusing it in the VCR. 3.23 The vault shall have the ability to connect the 900 MHz wireless microphone and upgrade for a Dual 900 MHz/2.4 GHz wireless microphone operation. 4.0 COLOR CAMERA 4.1 The video system shall include a color CCD camera with 1/4" interline transfer CCD device with 795 horizontal picture elements and 596 vertical picture elements. 4.2 The camera shall include a horizontal resolution of 450 TV Lines. 4.3 The camera shall include a minimum sensitivity rating of 1.0 LUX / F1.8 4.4 The camera shall utilize an automatic zoom/focus lens and an electronic iris. 4.5 The camera shall include auto white balance control. 4.6 The camera shall include an 8 step shutter with speeds from 1/60 - 1/10,000 second. 4.7 The camera shall include a user accessible backlight compensation control/button. 4.8 The internal 16:1 zoom Ions shall include a focal length of 3.9mm — 64.8mm. Page 6 of 15 4.9 The camera shall incorporate an 8:1 Digital Zoom, effectively extending the zoom range to 128:1. 4.10 The camera shall include an "Auto -Zoom" control that allows the user to automatically zoom in and focus on a vehicle's license plate, then subsequently return to its original wide-angle view, all at a touch of a button. 4.11 The lens controls shall be located on the rear of the camera. They shall be push button operated: a. Auto Focus b. Manual Zoom In c. Manual Zoom Out d. Back Light Compensation e. Auto Zoom f. Shutter Speed Selection 4.12 Camera shall include backlit controls with a "Light" on/off switch for this feature. 4.13 Camera shall measure 2.3" W x 2.3"H x 3.8" L, or less including a 128:1 zoom lens. It shall weigh 12.5 ounces, or less (without mount) in order to minimize the stress placed on the windshield mount. 4.14 All connections to the camera shall be made via a single cable. 4.15 The camera shall attach to the vehicle windshield via an easy to remove (without tools) mount, containing two joints, which allows for 360 degrees of rotation. This allows for aiming through the windshield, left or right windows or the back seat area It is mounted in the neutral area between the dual airbag deployment zones. 4.16 A quick disconnect connector shall be utilized to allow the easy connection of optional extension cables, permitting the camera to be used outside of the vehicle. 5.0 OVERHEAD CONTROL CONSOLE 5.1 Shall include backlit switches for all VCR functions. 5.2 Shall include Brightness and Volume controls for the monitor. 5.3 Shall include a monitor On/Off/Auto Switch that allows the user to set monitor to automatically tum on only when a VCR function is selected, i.e., Rewind, Play, FF, Record, etc. 5.4 The monitor shall be able to be switched off without affecting the system operation. Page 7 of 15 • • • 5.5 Shall include a high quality Active Matrix (TFT) LCD 3.5 inch "viewable" Monitor (measured diagonally). 5.6 The display element shall be made of twisted pneumatic high- resolution color liquid crystal, with backlight of high luminance fluorescent material. 5.7 Shall include a full size 2.0" audio speaker for exceptional sound quality. 5.8 Shall include Automatic Brightness Control for backlighting. 5.9 Compact size shall not exceed — 3.875" W x 1.5" D x 4.25" H. It shall weigh less than 7 ounces. 5.10 Shall easily mount in most vehicles without holes or screws. 5.11 5.12 The Overhead Control Console shall receive its power from power supplies located within the trunk mounted VCR enclosure. The console shall contain back lit push button switches to control the following functions: a. Record b. Stop c. Rewind d. Play c. Fast forward f. Power On/Off g. Programming. h. In -Car Microphone — On/Off 5.13 The console shall contain the following lighted indicators: a. Record b. Rewind c. Play d. Fast forward e. Wireless microphone status f Power g. Low tape warning h. Record Lock 5.14 The console shall be able to signal a low tape warning. 5.15 Console shall include a high intensity LED on forward side that is visible to the user when outside the vehicle. This allows for user confirmation that the system is in the record mode and receiving the wireless microphone transmission. Page 8 of l5 • • • • 5.16 The monitor's power consumption shall not exceed 3.7w. 5.17 The monitor shall include a self-contained speaker and volume control. 5.18 The monitor shall include an external adjustment for brightness. 5.19 All connections to the monitor shall be made via a single cable. 6.0 900 MHz WIRELESS MICROPHONE SYSTEM 6.1 The wireless microphone shall utilize bi-directional communications between itself and its associated transceiver, hereafter referred to as "Base Unit", in order to send clear audio from the user back to the VCR, while providing a bi-directional data and control path. 6.2 The wireless microphone shall operate in the 900 MHz band. 6.3 The operator shall be able to remotely activate the VCR's RECORD mode by pressing a button on the wireless microphone transmitter. 6.4 The In -Car Video System shall be able to automatically activate the Wireless Microphone's transmit mode whenever the VCR is placed into the RECORD mode by either the "blue lights" or manual activation. 6.5 Once the wireless microphone transmitter is activated it shall only be deactivated by stopping the RECORD function manually via the STOP button on the control head. 6.6 The wireless microphone transmitter shall indicate battery condition, record status and communications status via a LCD display. 6.7 The wireless microphone transmitter shall be provided with a lavaliere microphone and cable that is connected to the transmitter via a miniature right angle connector. 6.8 The wireless microphone transmitter shall contain an internal antenna. Transmitters that rely on the microphone cable for an antenna, or which utilize an external antenna shall not be permitted. 6.9 The wireless microphone transmitter shall contain an internal microphone to allow audio pick-up in the event the lavaliere microphone becomes damaged or is disconnected. 6.10 The Base Unit shall contain both a transceiver and charger for the wireless microphone's included lithium -ion battery. Page 9 of 15 • • • • 6.11 The Base Unit shall include an antenna. The use of a vehicle mounted antenna or patch antenna shall not be permitted. 6.12 When inserted into the charging receptacle of its Kase unit, the wireless microphone transmitter shall synchronize with its base through the exchange of any one of more than sixteen million, randomly selectable, coding schemes. Any other wireless microphone transmitter that may have been previously synchronized with that base will become unsynchronized. 6.13 Any wireless microphone transmitter shall be able to operate exclusively with any vehicle with which it is synchronized. 6.14 6.15 Each wireless microphone system shall automatically detect other systems, or RF noise, on the same frequency and change to a clear channel, as required, so that as many as ten vehicles can operate in very close proximity without cross talk or serious degradation of audio performance. The wireless microphone will provide an audible beep tone when the VCR record mode is activated, when the control panel STOP button is activated and when communications are lost. 7.0 IN -CAR MICROPHONE 7.1 A small microphone shall be supplied with sufficient cable for placing it anywhere inside the passenger compartment. 7.2 1n -car microphone shall be enabled/disabled from the main control panel. 7.3 Activation of the in -car microphone shall be indicated on the system monitor and recorded on tape. 8.0 POWER REQUIREMENTS 8.1 Operating voltage shall be 10.5-16 VDC with 12 VDC being nominal. 8.2 Current draw at 12.0 VDC shall be: System On/Off Ambient Temp in degrees F Battery On - Vehicle Ignition Off Vehicle Ignition On Off <60 degrees F < 35 milliamps 2.9 amps Off 60 — 80 degrees F >80 degrees F < 35 milliamps < 35 milliamps 115 milliamps 115 milliamps Off Page I0 of 15 • • 8.3 Power supply filtering and regulation shall be provided by circuitry within VCR enclosure. 8.4 Power shall be supplied to the enclosure's heating system, whenever the vehicle is running, even if the video system is not in use. 9.0 OPERATION 9.1 The system shall be capable of being placed into the RECORD mode by any of the following methods: a. Selecting REC at the control head. b. Activating the wireless microphone (see also 10.9 below) c. Turning on the emergency lights. d. Turning on the siren (programmable option). e. Auxiliary/Customer equipment activation (programmable option). 9.2 Once recording, tin. system can only be stopped by pressing the STOP button at the control head. 9.3 Rewind, Play, and Fast forward modes shall be selectable at the control head. 9.4 During Playback mode, a single press of either the Rewind or Fast Forward button shall be able to put the system into visual starch at normal speed. 9.5 The system shall provide an electronic RECORD LOCK feature to prevent recording over previously made recordings. 9.6 The RECORD LOCK shall automatically disengage when the tape is returned to the end of the last recording. This will prevent any activation of the RECORD mode by any other radio sources. 10.0 MISCELLANEOUS 10.1 All components of the system shall be connected via a single cable harness assembly. 10.2 System shall be fused at the battery (12v source) and the ignition side of the fuse box (heater supply). 10.3 Over voltage protection and surge protection shall be provided. 10.4 Internal memory for the time, date and messages shall be retained by a lithium battery with a 10 -year lifetime expectancy. 10.5 System shall be Year 2000 compliant. 11.0 OTHER OPTIONAL EQUIPMENT The video system shall be made available with any or all of the following optional equipment. 11.1 Solid State Cooling option Page 12 of 15 CITY OF FAYETTEVILLE, ARKANSAS Terms and Conditions All bids shall be submitted in a sealed envelope and must be submitted on forms provided by the City. 2. The item bid and the bid number shall be stated on the face of the sealed bid envelope. 3. Bids received after the date and time set for receiving bids will not be considered. 4. The City reserves the right to accept or reject any or all bids, waive formalities in the bidding and make a bid award deemed to be in the best interest of the City. The City shall be able to purchase more or less than the quantity indicated subject to availability of funds. 5. The bid price shall remain good and firm until project is completed. 6. All products delivered shall comply with applicable standards of quality. 7. Any exceptions to the requirements of the City of Fayetteville must be noted on the Bid Form. 8. Prices shall include all labor, materials, overhead, profit, insurance, etc., to cover the furnishing of the items bid. Sales tax is not to be included in the bid price. Applicable Arkansas sales tax laws will apply to this bid, but will not be considered in award of the bid. 9. Bidders must provide the City with their bids signed by an employee having legal authority to submit bids on behalf of the bidder. The SSC option features a "Peltier Effect" thermal device (also called a heat pump) that has an internal "face" that is positioned inside the enclosure that becomes very cold when DC current is passed through the device. Internal fans within the system circulate air past the "cold" surface that conducts the heat to the external portion of the device. The external portion of the device has a fan mounted on the external "radiator" to dissipate the "transferred" heat. The System -7 has been carefully engineered to normally withstand internal temperatures up to 150° F before the thermostat will automatically shut it down to prevent any damage to the system or the videotape. In -car video systems have become increasingly common in police agencies in the last several years. They provide a video and audio record of all traffic stops, many arrest situations, and vehicle pursuits. Officers wear a cordless microphone which transmits audio back to the patrol car recorder. The tapes can be used as evidence in criminal matters such as DWIs and other cases and are also useful to review for any training deficiencies on which an officer may need to improve. Another area the tapes become useful for is complaints citizens may make against an officer. The video and audio tape provides an excellent record of determining what actually happened. CURRENT SITUATION We have been in touch with other police departments and prospective vendors to identify the features we need in our system. The police department wanted a system which protected the integrity (chain -of -custody) of the tape so we specified a recorder in a locked vault located in the trunk. Only supervisors will have a key to change out tapes and used tapes will be placed in a secure location in the Evidence/Property section. We also wanted a system that comes on automatically whenever the vehicle's blue lights come on along with time/date stamping, digital counter, indicators to show whether the siren was on and whether the patrol car's brakes were activated. Additionally we wanted a system that allowed the officer to activate the recorder remotely from the cordless microphone unit and to have several frequencies so that multiple cars on a scene wouldn't confuse and garble the audio. Bid specifications were written and bids were opened on May 2, 2003.
